(Frederick Howard), 1839-1926 Description An account of the resource The Arthur Wines Collection is named for Arthur Frederick Wines, the third of eight children born to Frederick H. Wines and Mary Frances Hackney Wines. Frederick and Mary Frances Wines moved to Springfield, Illinois, in between 1865 and 1870. Frederick and his family temporarily moved to Washington, D. C. when he served as Assistant Director of the 1900 United States Census. Arthur Wines grew up in Springfield, Illinois, and was engaged to Eliza Condell when he was appointed as a special agent for the U.S. Census in Alaska in 1899. Shortly after his return, his father committed him to St. Elizabeth’s Asylum in Washington, D.C., where he strangled himself on December 2, 1899.  The finding aid for the Frederick H.
