&lt;p&gt;I have been highly pleased with your appointment of Major John G. Fond, as Police Officer of your Post and desire his continuance in that position, while he is willing to act. He has been accustomed to hard service in the field and I am sure, will not shrink from any duty imposed upon him hope your intercourse has been of such a character as to give you a favorable opinion of him. He has my perfect confidence. The management of the Prisoners of War I am satisfied can be safely entrusted to him and while I do not propose to dictate to you in the details of Camp duty, I hope you will indulge the Execution of such orders as he may think advisable in relation to their custody and sanitary condition.&lt;/p&gt;&#13;
&lt;p&gt;A careful conduct of the general duties of the Camp must be attended with great&lt;/p&gt;&#13;
&lt;hr /&gt;&#13;
&lt;p&gt;labor and I wish to make your position as pleasant as possible and in view of the fact, that additional forces are now to be organized for three months and three years Government service, I would respectfully request, that you detail Major Fonda to superintend for me their preparation for service, from the time of arrival of squads or companies, until the Regimental organization is completed. &lt;/p&gt;&lt;p&gt;Sir:--
&lt;/p&gt;&lt;p&gt;I would call your attention to the fact, that I have been a citizen of the State of Illinois, for several years, residing in Richland County.--that I moved to Mound City, with my family, the 19th of March, 1862. &amp;amp; entered into contract the same day, as one of the citizen physicians to the U. S. General Hospital. Today--I offered my vote--"Against New Constitution," which was rejected by two of the Judges, (Thos Kirk, &amp;amp; W. O. Watts.) upon the ground of my being in Government employ, &amp;amp; consequently not entitled to the rights of citizenship. Two weeks ago- I voted here - at the municipal election. Judge Kirk then decided that I was a citizen. (I voting for him.) but the same man, (Kirk) now deciding that I am not a citizen.--Again, an employee, in this Hospital, who came here since I have, was allowed to vote--he voting for the constitution. And again, as I am informed, fifteen U. S. soldiers were told they could vote for "New Constitution," but after ascertaining they would all vote against it, the judges suddenly discovered that soldiers had not the right of suffrage. We would also state--that W. O. Watts, one of the acting judges, has his family in Kentucky, &amp;amp; that they removed there more than six months ago, &amp;amp; by many he has not been
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;considered a citizen of this state, since last winter, &amp;amp; yet--he voted. If it is necessary--we can give the names of parties here alluded to- we can make affidavit as to the truth of our assertion. We then ask:- Shall citizens of Illinois be disfranchised by political tricksters, because they do their country service, &amp;amp; choose to have a thinking mind of their own? Shall every knave stand at the polls, &amp;amp; dictate to freemen--who shall exercise the rights of citizenship? - Now, Sir, I desire to have you lay this before the proper authorities, &amp;amp; have my note recorded against an infamous measure. In my opinion - had I voted for the "New Constitution," my vote would have been received. As the election has been conducted in Mound City, this day--it is a fraud upon the rights  of citizens of Illinois, --upon free-born Americans.--A copy of this communication has been furnished the judges.

Governor of Illinois,
&lt;/p&gt;&lt;p&gt;Sir:--
&lt;/p&gt;&lt;p&gt;I would call your attention to the fact, that I have been a citizen of the State of Illinois, for several years, residing in Richland County.--that I moved to Mound City, with my family, the 19th of March, 1862. &amp;amp; entered into contract the same day, as one of the citizen physicians to the U. S. General Hospital. Today--I offered my vote--"Against New Constitution," which was rejected by two of the Judges, (Thos Kirk, &amp;amp; W. O. Watts.) upon the ground of my being in Government employ, &amp;amp; consequently not entitled to the rights of citizenship. Two weeks ago- I voted here - at the municipal election. Judge Kirk then decided that I was a citizen. (I voting for him.) but the same man, (Kirk) now deciding that I am not a citizen.--Again, an employee, in this Hospital, who came here since I have, was allowed to vote--he voting for the constitution. And again, as I am informed, fifteen U. S. soldiers were told they could vote for "New Constitution," but after ascertaining they would all vote against it, the judges suddenly discovered that soldiers had not the right of suffrage. We would also state--that W. O. Watts, one of the acting judges, has his family in Kentucky, &amp;amp; that they removed there more than six months ago, &amp;amp; by many he has not been
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;considered a citizen of this state, since last winter, &amp;amp; yet--he voted. If it is necessary--we can give the names of parties here alluded to- we can make affidavit as to the truth of our assertion. We then ask:- Shall citizens of Illinois be disfranchised by political tricksters, because they do their country service, &amp;amp; choose to have a thinking mind of their own? Shall every knave stand at the polls, &amp;amp; dictate to freemen--who shall exercise the rights of citizenship? - Now, Sir, I desire to have you lay this before the proper authorities, &amp;amp; have my note recorded against an infamous measure. In my opinion - had I voted for the "New Constitution," my vote would have been received. As the election has been conducted in Mound City, this day--it is a fraud upon the rights  of citizens of Illinois, --upon free-born Americans.--A copy of this communication has been furnished the judges.

&lt;/p&gt;&lt;p&gt;Some time ago prompted by what I conceived to be a sense of duty, I tendered my resignation as Col. of the 10th Ills Cavalry: A position that I recd at your hand and for which I shall every feel grateful. Lest you may feel inclined to impute other than good motives for the step I have concluded to write you in explanation.
&lt;/p&gt;&lt;p&gt;You have not forgotten I suppose that I made my proposition to the War Department (at the suggestion of Col Baker) to raise a Regmt. of Cavalry to take the place of the Regulars then being called in from the Frontier &amp;amp; proposing to get it up exclusively for that service - was accepted on my own terms subject to your approval, which approval was promptly given by commissioning me at once.
&lt;/p&gt;&lt;p&gt;Afterwards when I had six companies already in Camp for fear that this might be ground for misunderstanding I obtained your permission to visit
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Washington (which I did in company with yourself) to see President Lincoln &amp;amp; frankly inform him what I was doing &amp;amp; to obtain a definite approval from him to enlist my men on condition that their field of service would be on the Frontier.
&lt;/p&gt;&lt;p&gt;He took me to the Secretary of War &amp;amp; informed him how I was enlisting my men; the Secretary answered by saying that the Governmt had the service for [me?] there &amp;amp; would continue to have it &amp;amp; hence the condition made no material difference and directed me to go on &amp;amp; raise my Regmt. that he intended "to farm out Utah to me" to use his own expression.
&lt;/p&gt;&lt;p&gt;Relying upon assurances coming from so high a quarter I thought I had a perfect right to enlist men in that way &amp;amp; so announced it in every leading Newspaper in the West. I informed Genl Halleck of the facts at St Louis &amp;amp; requested him if in his power to send us where we were plainly accepted to go. He thought proper not to comply although troops were needed at the time on the Frontier very much for on the same day that I was ordered with my command to Report to Genl Curtis the 6th Ohio was ordered to the Plains much against their wishes.
&lt;/p&gt;&lt;p&gt;The result is that I have been made to muster a large Regmt of men into the service under false pretenses and under such circumstances

&lt;p&gt;cant expect to command the Respect &amp;amp; confidence of the officers or men.

&lt;/p&gt;&lt;p&gt;I quit the service Reluctantly &amp;amp; would have been glad to have remained long enough to have had an oppty to test my loyalty &amp;amp; to put to blush
these foul insinuations
&lt;/p&gt;&lt;p&gt;My resignation has given cause for still greater dissatisfaction in my Regmt. more particularly among the noncommissioned officers &amp;amp; men.
From the present feeling that seems to prevail throughout the Regmt. I doubt its capacity to do much good in this direction &amp;amp; would Respectfully ask your kind interposition for them in either procuring service for them where they were accepted to go or else to have them

&lt;/p&gt;&lt;p&gt;Some time ago prompted by what I conceived to be a sense of duty, I tendered my resignation as Col. of the 10th Ills Cavalry: A position that I recd at your hand and for which I shall every feel grateful. Lest you may feel inclined to impute other than good motives for the step I have concluded to write you in explanation.
&lt;/p&gt;&lt;p&gt;You have not forgotten I suppose that I made my proposition to the War Department (at the suggestion of Col Baker) to raise a Regmt. of Cavalry to take the place of the Regulars then being called in from the Frontier &amp;amp; proposing to get it up exclusively for that service - was accepted on my own terms subject to your approval, which approval was promptly given by commissioning me at once.
&lt;/p&gt;&lt;p&gt;Afterwards when I had six companies already in Camp for fear that this might be ground for misunderstanding I obtained your permission to visit
