&lt;/p&gt;&lt;p&gt;I am induced to write you from the fact
&lt;/p&gt;&lt;p&gt;that you have been represented to me, by
&lt;/p&gt;&lt;p&gt;those who know you personally, as kindly
&lt;/p&gt;&lt;p&gt;disposed to, even the humblest; and
&lt;/p&gt;&lt;p&gt;specially, because I think your influ
&lt;/p&gt;&lt;p&gt;ence, if exerted in my behalf, will be
&lt;/p&gt;&lt;p&gt;of great value to me.
&lt;/p&gt;&lt;p&gt;I am a Methodist Minister; and am
&lt;/p&gt;&lt;p&gt;serving the Church in the Office of P. E.
&lt;/p&gt;&lt;p&gt;on the Danville District Illinois [Con.?]
&lt;/p&gt;&lt;p&gt;I am as a consequence much from home.
&lt;/p&gt;&lt;p&gt;In my absense last winter, two of my
&lt;/p&gt;&lt;p&gt;little sons, William E., and James S. Moore,
&lt;/p&gt;&lt;p&gt;(twins) and about fourteen years and
&lt;/p&gt;&lt;p&gt;six months old, under the Excitement
&lt;/p&gt;&lt;p&gt;produced by the Drum and fife at
&lt;/p&gt;&lt;p&gt;[at?] home, and the letters of an Older
&lt;/p&gt;&lt;p&gt;brother then in Gen. Curtis Army, left
&lt;/p&gt;&lt;p&gt;home with a view to enlist in the Service.
&lt;/p&gt;&lt;p&gt;They accomplished their purpose; I saw
&lt;/p&gt;&lt;p&gt;the officers of the Companies in whi
&lt;/p&gt;&lt;p&gt;ch they were resptively Enlisted, and
&lt;/p&gt;&lt;p&gt;demanded their discharge. These Gen
&lt;/p&gt;&lt;p&gt;tlemen promised me faithfully
&lt;/p&gt;&lt;p&gt;that it should be done. Sometime
&lt;/p&gt;&lt;p&gt;afterwards James came home, but
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;without a discharge. He is a wayward
&lt;/p&gt;&lt;p&gt;little fellow, &amp;amp; they had suffered him to
&lt;/p&gt;&lt;p&gt;wander outside of the lines, and he took
&lt;/p&gt;&lt;p&gt;advantage of it and ran away and came
&lt;/p&gt;&lt;p&gt;home. William came home on a
&lt;/p&gt;&lt;p&gt;written leave of absence for twenty
&lt;/p&gt;&lt;p&gt;days, and, he says, with private instr
&lt;/p&gt;&lt;p&gt;uctions not to return. Hense, they are
&lt;/p&gt;&lt;p&gt;liable to be seized any day and car
&lt;/p&gt;&lt;p&gt;ied back to their respective Regiments
&lt;/p&gt;&lt;p&gt;as deserters. If the boys were at all suit
&lt;/p&gt;&lt;p&gt;able by their age or size for the Service,
&lt;/p&gt;&lt;p&gt;I would send them back, and thus End the
&lt;/p&gt;&lt;p&gt;suspense I am in; but, as they are mere
&lt;/p&gt;&lt;p&gt;children, fit only for the school
&lt;/p&gt;&lt;p&gt;room, or some light business of which
&lt;/p&gt;&lt;p&gt;a parent or guardian has constant
&lt;/p&gt;&lt;p&gt;oversight, I am constrained to seek
&lt;/p&gt;&lt;p&gt;your influence.
&lt;/p&gt;&lt;p&gt;Will you, therefore, My dear Sir, be
&lt;/p&gt;&lt;p&gt;so good as to request the proper
&lt;/p&gt;&lt;p&gt;department to discharge William E.
&lt;/p&gt;&lt;p&gt;Moore of Company I 26th Reg. of
&lt;/p&gt;&lt;p&gt;Ill. Vol., dating from 1st of July 1862;
&lt;/p&gt;&lt;p&gt;and James E. Moore of Company F, 
&lt;/p&gt;&lt;p&gt;32nd Reg. Ill. Vol., dating from the
&lt;/p&gt;&lt;p&gt;day of Enlistment.
&lt;/p&gt;&lt;p&gt;I went all the way to Springfield
&lt;/p&gt;

&lt;p&gt;week or two since, but declined

&lt;/p&gt;&lt;p&gt;uble may come if I do not procure their
&lt;/p&gt;&lt;p&gt;discharge. If you are a father, you will
&lt;/p&gt;&lt;p&gt;apreciate my solicitude.
&lt;/p&gt;&lt;p&gt;I refer you to Rev. G. Rutledge, now
&lt;/p&gt;&lt;p&gt;stationed at Carlinville; to Rev. R. Andrus
&lt;/p&gt;&lt;p&gt;of Springfield; to Rev. J. Jaquess, of Quincy;
&lt;/p&gt;&lt;p&gt;and to Secretary Hatch, with whom I am
&lt;/p&gt;&lt;p&gt;some acquaintence.

&lt;/p&gt;&lt;p&gt;I wrote to you a short time since respecting the condition of 1300 of the Parolled Prisoners then at Cairo among whom are a number of Illinois volunteers. Since then they have been sent to Benton Barracks, St Louis - One of my sons who is among them writes to me, that the Commandant of that post requires these men, in violation of the obligation of their [parol?], to perform all the usual Camp duties; &amp;amp; threatens to enforce his order &amp;amp; to imprison &amp;amp; otherwise punish those who disobey. Many of these men have been wounded, &amp;amp; are not in Condition to do duty, evenif it were proper to exact it; &amp;amp; moreover the Government are largely in arrears to them for their pay - &amp;amp; their families are suffering in Consequence
&lt;/p&gt;
&lt;hr /&gt;

&lt;/p&gt;&lt;p&gt;Yesterday I was invited to Col Colers and introduced to one of your "Creation" a man by the name of Paddock as first Lieut Co H 25th Regiment Ills Vol. I was surprised I was chagrined mortified, felt humbled disgraced, to think that such a Booby was thrust upon my company without their or my knowledge or consent, contrary to any known rule of Justice in any sense whatever.  Some days since at the request of Col Coler, I forwarded a reccommendation in connection with his for one I thought best qualified to fill the place And now I find this has not been respected. A captain certainly should know who is the proper one to be reccommended in his company for promotion. Whilst I know I am but Captain and the Men under me but privates - Men that are making monuments of their Bones at thirteen dollars per month and quarter Rations to gratifying the ambition of Damnable Demagouges fit companions for the Damned in Hell, I still think they are not Dogs that there wishes their comfort should at least have a little weight in the scramble for Position
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;What encouragement is there for men to do their duty. What is to emulate them in their long marches what to cheer in their days of watching and their nights of vigilance when an Executive, "By the Grace of God," becomes the sovereign, and pays no respect to what common sense in the absence of Military usage would dictate. Napoleon said "Bayonets think" yes and Bayonets act, they have acted upon the field, while traitors have been plotting evil and scrambling for Position for Pets and favorites and after this war is ended and its history began to written and finished in Blood, fearful will be the reckoning of those who have trifled and trampled upon all the rights and the few privileges of the Poor Soldier. The congratulations of Executive and Congresses is but poor consolation for the Poor Soldier when all prospect for promotion is cut off by the one Man Power There will be no more Hobbies to ride. the "Almighty Nigger" and the "dignity of Labor" are about played out. and Men are thinking, men will act different. the Men of my company when they heard your Great Speech at Tuscola uttering the sentiments of at least the equality of white men and that giving to Labor that dignity that it required thought as I did that you were honest in it, but Alas!! Actions speak louder than words

&lt;p&gt;I am not pleading my own cause I am not mortified as it regards myself if I felt so I should not appeal to you for redress I am satisfied as to the estimate you place upon me I was fool enough once to unburdle to you that I would like to have a good position and if you will forgive me for it I will never do so again notwithstanding you had so often said that if ever you had it in your Power you intended to do something for me but I suppose you made similar promises to thousands of others I shall feel content, knowing there was not places for all and thank you that you felt "inclined so to do"

&lt;/p&gt;&lt;p&gt;Yesterday I was invited to Col Colers and introduced to one of your "Creation" a man by the name of Paddock as first Lieut Co H 25th Regiment Ills Vol. I was surprised I was chagrined mortified, felt humbled disgraced, to think that such a Booby was thrust upon my company without their or my knowledge or consent, contrary to any known rule of Justice in any sense whatever.  Some days since at the request of Col Coler, I forwarded a reccommendation in connection with his for one I thought best qualified to fill the place And now I find this has not been respected. A captain certainly should know who is the proper one to be reccommended in his company for promotion. Whilst I know I am but Captain and the Men under me but privates - Men that are making monuments of their Bones at thirteen dollars per month and quarter Rations to gratifying the ambition of Damnable Demagouges fit companions for the Damned in Hell, I still think they are not Dogs that there wishes their comfort should at least have a little weight in the scramble for Position

&lt;p&gt;What encouragement is there for men to do their duty. What is to emulate them in their long marches what to cheer in their days of watching and their nights of vigilance when an Executive, "By the Grace of God," becomes the sovereign, and pays no respect to what common sense in the absence of Military usage would dictate. Napoleon said "Bayonets think" yes and Bayonets act, they have acted upon the field, while traitors have been plotting evil and scrambling for Position for Pets and favorites and after this war is ended and its history began to written and finished in Blood, fearful will be the reckoning of those who have trifled and trampled upon all the rights and the few privileges of the Poor Soldier. The congratulations of Executive and Congresses is but poor consolation for the Poor Soldier when all prospect for promotion is cut off by the one Man Power There will be no more Hobbies to ride. the "Almighty Nigger" and the "dignity of Labor" are about played out. and Men are thinking, men will act different. the Men of my company when they heard your Great Speech at Tuscola uttering the sentiments of at least the equality of white men and that giving to Labor that dignity that it required thought as I did that you were honest in it, but Alas!! Actions speak louder than words

&lt;/p&gt;&lt;p&gt;Two Illinois Regiments.
&lt;/p&gt;&lt;p&gt;We begin to fear that it is almost hopeless to call on the constituted authorities to give any thing like vigor and efficiency to military movement in the districts under command of Don Carlos Buell and men of his kidney.  The continuance of such sticks in place, after they have demonstrated their worthlessness, is a confession that the war is to be carried on as it has been carried on heretofore, and that the vigor and courage of the Republic are to be frittered away in the objectless duties which these slave-worshipers impose upon their men.  But we can at least hope that our Illinois troops, now under Buell, may be ordered to another field where they will have a chance to meet the foe, and where their exertions for the Union may not be confined to the guarding of the chicken-roosts and truck patches of their rebel enemies.   Two of the best regiments that Illinois has sent into the service-- the 19th and the 24th --made up of as good material as can be found anywhere – are now under the grievous weight of Don Carlo's displeasure; are broken up into squads of twenty men each, and are scattered, or are to be scattered, along 150 miles of railroad, to guard the track, stop leaks in water tanks, and keep rebel geese from being run over by the trains-- a kind of service that new recruits can best perform, and that is intentionally disgraceful to have who have been a year in the field.  For this purpose these regiments were taken from the front where they have been from the beginning, and were sent to the rear. Their offense is a grave suspicion on the part of Gen. Buell that they do not love slavery and hate secession—that they are inclined to wage war as if in an enemy's country.

&lt;/p&gt;&lt;p&gt;Two Illinois Regiments.
&lt;/p&gt;&lt;p&gt;We begin to fear that it is almost hopeless to call on the constituted authorities to give any thing like vigor and efficiency to military movement in the districts under command of Don Carlos Buell and men of his kidney.  The continuance of such sticks in place, after they have demonstrated their worthlessness, is a confession that the war is to be carried on as it has been carried on heretofore, and that the vigor and courage of the Republic are to be frittered away in the objectless duties which these slave-worshipers impose upon their men.  But we can at least hope that our Illinois troops, now under Buell, may be ordered to another field where they will have a chance to meet the foe, and where their exertions for the Union may not be confined to the guarding of the chicken-roosts and truck patches of their rebel enemies.   Two of the best regiments that Illinois has sent into the service-- the 19th and the 24th --made up of as good material as can be found anywhere – are now under the grievous weight of Don Carlo's displeasure; are broken up into squads of twenty men each, and are scattered, or are to be scattered, along 150 miles of railroad, to guard the track, stop leaks in water tanks, and keep rebel geese from being run over by the trains-- a kind of service that new recruits can best perform, and that is intentionally disgraceful to have who have been a year in the field.  For this purpose these regiments were taken from the front where they have been from the beginning, and were sent to the rear. Their offense is a grave suspicion on the part of Gen. Buell that they do not love slavery and hate secession—that they are inclined to wage war as if in an enemy's country.

Missouri Volunteers, since I left Ills and had the pleasure of waiting on you at Springfield Ills., I take this opportunity of asking a favor of you, which I then foolishly declined; namely, I should like to be promoted to the Ills service, where I served as 1st Lieut in the 9th Reg in the three months service. Nearly a year ago, when at Springfield Ills, I thought the danger in Missouri was eminent, and I was determined to meet the enemy on the first occasion regardless of position. I have since,
with deep regret, found out, that it is a very embarrasing position for an officer in the Missouri service, who was born and raised in Ills. and who is justly pround of what Ills has done in this war, not only in battle, but also through the energy of its executive department, so much in contrast with Missouri. Outside of this, I always would be prefer, serving as a volunteer in my own native State, where a just executive eye sees and watches vigilantly, that justice is done to every soldier. During these eleven months I have served
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;in a Regt which has gained a reputation for its bravery in battle and its patient endurance of hunger and hardships and I may say that the two companies A and B from Belleville Ills. everywhere sustained their reputation for bravery and endurance surpassed by none in the Regt. As Riflemen and skirmishers this Regt. has a high reputation in the whole southwest army. I should prefer such a Regt. because I have, during a march of 1100 miles through an enemy's country, become theoretically and practically acquainted with
this branch of the service on different occasions. 
&lt;/p&gt;&lt;p&gt;Any promotion to the Ills. service whether Infantry or cavalry would be preferable to my remaining here and would be hailed with pride.

&lt;/p&gt;&lt;p&gt;I take the liberty of introducing to your acquaintance my personal Friend Jesse Bishop Esqr (for the last two years a resident of this place) who visits Springfield for the purpose of consulting with you on &lt;u&gt;war matters&lt;/u&gt; -  You can rely on his being an &lt;u&gt;honest high-minded patriotic Gentleman&lt;/u&gt;, one worthy of trust every time, and thoroughly imbued (from the commencement of this struggle with Traitors), with the importance of prosecuting the &lt;u&gt;war vigorously&lt;/u&gt;.  He is a quiet retiring modest man, but has done much in his way to aid us in raising recruits heretofore, and will continue to do so to the end, whether he does it as a private citizen, or under a commission from your Honor.
