&lt;/p&gt;&lt;p&gt;The time has arrived for action. Treason must be put down and traitors punished. I know you are resolved, and I have full confidence the state will respond to your patriotism.
&lt;/p&gt;&lt;p&gt;Here, in Egypt, is where the traitors most do congregate, but I have faith to believe they will be [illegible].  "Thrice is he armed who hath his quarrel just," and this text is a sermon within itself.
&lt;/p&gt;&lt;p&gt;I enclose you an address which will be published tomorrow, which I trust will assist in calling out the patriotism in this county. It will prove to you there is &lt;u&gt;one&lt;/u&gt; at least (and I believe a few days hence it will be proved there are many more) willing to give the lie to the asserted disloyalty of Egypt. If you think it will be of service as an affect to what will be urged by Green &amp;amp; Co in the Legislature, you will please hand it to the &lt;u&gt;Journal&lt;/u&gt; and let it go out to the state at large that traitors do not hold undisputed sway in this region.
&lt;/p&gt;&lt;p&gt;I am hopeful we will have a company formed here and ready for a regiment to be made up in this District. I am too much of a Quaker to make a good officer, but as a private I will &lt;u&gt;try&lt;/u&gt; to do my duty.

&lt;/p&gt;&lt;p&gt;I would take the liberty of offering the following suggestions and in doing so only express the earnest desires of a great many of our patriotic citizens. viz - As soon as possible put from 1000 to 5000 men at Cairo - the most important port on the Mississippi and as secretly as possible - the secessionists have designs on it I have reason to beleive.  Let them fortify it thoroughly and make it the basis of operations for the South west.
&lt;/p&gt;&lt;p&gt;Secondly - If not done already open recruiting offices immediately at Alton Ill and Belleville or Illinoistown opposite St. Louis for the accommodating of the volunteers of St. Louis (of whom there will be many)  Alton would be a fine point as it is clearly opposite the mouth of the Missouri river and is connected by rail with all points in your state.  If

&lt;p&gt;the traitorous governor of Missouri and his legislature should precipitate that state into the Secession Movement Alton would be a very important point  It is only 22 miles above St. Louis and I think a battery there commands the mouth of the Missouri river.

&lt;/p&gt;&lt;p&gt;Whereas an insurrection against the Government of the United States has broken out in the States of South Carolina, Georgia, Alabama, Florida, Mississippi, Louisiana and Texas, and the laws of the United States for the collection of the revenue cannot be effectually executed therein conformably to that provision of the Constitution which requires duties to be uniform throughout the United States:
&lt;/p&gt;&lt;p&gt;And whereas a combination of persons, engaged in such insurrection, have threatened to grant pretended letters of marque to authorize the bearers thereof to commit assaults on the lines, vessels, and property of good citizens of the country lawfully engaged in commerce on the high seas, and in waters of the United States:
&lt;/p&gt;&lt;p&gt;And whereas an Executive Proclamation has been already issued, requiring the persons engaged in these disorderly proceedings to desist therefrom, calling out a militia force for the purpose of repressing the same, and convening Congress in extraordinary session to deliberate and determine thereon:
&lt;/p&gt;&lt;p&gt;Blockade of ports in certain States desired.
&lt;/p&gt;&lt;p&gt;Now, therefore, I, Abraham Lincoln, President of the United States, with a view to the same purposes before mentioned, and to the protection of the public peace, and the lives and property of quiet and orderly citizens pursuing their
&lt;/p&gt;

&lt;p&gt;lawful occupations, until Congress shall have assembled and deliberated on the said unlawful proceedings, or until the same shall have ceased, have further deemed it advisable to set on foot a blockade of the ports within the States aforesaid, in pursuance of the laws of the United States and of the law of nations in such case provided.  For this purpose a competent force will be posted so as to prevent entrance and exit of vessels from the ports aforesaid.  If, therefore, with a view to violate such blockade, a vessel shall approach, or shall attempt to leave either of the said ports, she will be duly warned by the commander of one of the blockading vessels, who will endorse on her register the fact and date of such warning, and if the same vessel shall again attempt to enter or leave the blockaded port, she will be captured and sent to the nearest convenient port, for such proceedings against her and her cargo as prize, as may be deemed advisable.
&lt;/p&gt;&lt;p&gt;And I hereby proclaim and declare that if any person, under the pretended authority of the said States, or under any other pretence, shall molest a vessel of the United States, or the persons or cargo on board of her, such person will be held amenable to the laws of the United States for the prevention and punishment of piracy.

On the reverse side of this manuscript is found the note "original copy from Pub. Printers Office Washington" which leads some to speculate that this manuscript is most likely the copy of Lincoln's proclamation generated by Secretary of War (Seward's) office and forwarded to the Public Printer's Office, Washington, D.C., for publication. &lt;/p&gt;&lt;p&gt;Whereas an insurrection against the Government of the United States has broken out in the States of South Carolina, Georgia, Alabama, Florida, Mississippi, Louisiana and Texas, and the laws of the United States for the collection of the revenue cannot be effectually executed therein conformably to that provision of the Constitution which requires duties to be uniform throughout the United States:
&lt;/p&gt;&lt;p&gt;And whereas a combination of persons, engaged in such insurrection, have threatened to grant pretended letters of marque to authorize the bearers thereof to commit assaults on the lines, vessels, and property of good citizens of the country lawfully engaged in commerce on the high seas, and in waters of the United States:
&lt;/p&gt;&lt;p&gt;And whereas an Executive Proclamation has been already issued, requiring the persons engaged in these disorderly proceedings to desist therefrom, calling out a militia force for the purpose of repressing the same, and convening Congress in extraordinary session to deliberate and determine thereon:
&lt;/p&gt;&lt;p&gt;Blockade of ports in certain States desired.
&lt;/p&gt;&lt;p&gt;Now, therefore, I, Abraham Lincoln, President of the United States, with a view to the same purposes before mentioned, and to the protection of the public peace, and the lives and property of quiet and orderly citizens pursuing their

&lt;p&gt;lawful occupations, until Congress shall have assembled and deliberated on the said unlawful proceedings, or until the same shall have ceased, have further deemed it advisable to set on foot a blockade of the ports within the States aforesaid, in pursuance of the laws of the United States and of the law of nations in such case provided.  For this purpose a competent force will be posted so as to prevent entrance and exit of vessels from the ports aforesaid.  If, therefore, with a view to violate such blockade, a vessel shall approach, or shall attempt to leave either of the said ports, she will be duly warned by the commander of one of the blockading vessels, who will endorse on her register the fact and date of such warning, and if the same vessel shall again attempt to enter or leave the blockaded port, she will be captured and sent to the nearest convenient port, for such proceedings against her and her cargo as prize, as may be deemed advisable.
&lt;/p&gt;&lt;p&gt;And I hereby proclaim and declare that if any person, under the pretended authority of the said States, or under any other pretence, shall molest a vessel of the United States, or the persons or cargo on board of her, such person will be held amenable to the laws of the United States for the prevention and punishment of piracy.

ment here among all classes in regard to

few Democrats, stand firmly by the
government. When the news of the attack
on Sumter first arrived, together with
the call for troops, the Democrats were
nearly unanimous against the Govern-
ment - some, and not a few, were expressing
decided secession sentiments. Fortunately,
however, our Court was in session, and
we induced Judge Palmer and Judge
Woodsen to address the people. Their
speeches were conservative and patriotic,
and had a tendency to turn the tide of
public sentiment, so that very many
Democrats are now disposed to do right.
Yet there is a strong opposition, and some
open secessionism. Nevertheless, we are gain-
ing on them.
&lt;/p&gt;&lt;p&gt;Our boys are trying to raise a
company of volunteers, and some
&lt;/p&gt;&lt;p&gt;Clayton, AC
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;names have been enrolled. But they
make slow progress, in consequence
of the obstacles constantly thrown in
their way by the secessionists. What
we need is, some prominent, influ-
ential Democrat to come and stir
them up. I understand McClernand
is doing much good in Sangamon
and Morgan, in allaying party feeling
and arousing the patriotism of the
Democrats. You know what he is
doing, and what his views are better
than me; but if he is all right, the
feeling is very strong among the friends
of the country here that he could do
an immense amount of good here as
well as in Greene County. I have, there-
fore, been urged to write to you an
earnest request to send him down,
if in your judgment it may seem
best. It seems to me it is very im-
portant that public sentiment in
Southern Illinois should be brought
right if possible; for if Missouri
and Kentucky should secede, I am
well satisfied an effort will be
made to carry Southern Illinois out
with them, or if they fail in this, to
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;throw as many obstacles in the way
of the Government as possible.
I have heard such sentiments openly
proclaimed. I have no idea they
could succeed, but they might give
us a good deal of trouble. But a
few speeches from the right kind of
men in these strong Democratic
counties, would soon make us essentially united.
&lt;/p&gt;&lt;p&gt;I send this by Mr. Jarboe, and
trust you will give it your attention, and
if you can find time should be glad
of a word of encouragement from you.
You may be assured that I shall stand
firmly by you and the Administration,
and use my little influence in behalf of

capital out of that clause in the
President's Proclamation, wherein he
says the first duty of the volunteers
will be to re-take the forts. They
&lt;/p&gt;

&lt;p&gt;have succeeded in making very many
good men, who would otherwise
give their influence to the Administration, believe that he means by
this to pursue an indiscriminate
aggressive war against the whole
South with a view to subjugate it.
They are circulating very industriously
a report to the effect, that you recently
said that in a late conversation
with the President, he declared to
you it was his intention to pursue
this war until the last dollar
of the money and the last drop of the
blood at the command of the
Administration are exhausted! Absurd as this is, many are foolish
enough to believe it; and if
you think it of sufficient importance, and consistent with your
position, to authorize me to deny
it, I think it would have a
good effect.

&lt;/p&gt;&lt;p&gt;We write you at the urgent request of several of our Republican Citizens, to make a statement of our condition with regard to the war troubles of the country. There are about twenty families of decided Republican character in this immediate neighborhood - most of them fruit cultivators who have emigrated here from the North - who are threatened with serious difficulty.
&lt;/p&gt;&lt;p&gt;Union is perhaps the most intensely Pro-Slavery county in the State. Many of the most active and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;influential Democrats are heartily in sympathy with the rebel States. They are maddened by the present
attitude and activity of the Federal Government, and would gladly reek their vengeance on such Republicans within their reach as have assisted to establish it.
&lt;/p&gt;&lt;p&gt;Many of them swear that they will drive out every free Negro and "Black Republican" from the county. They only two days ago kidnapped two free colored men in this village and without any pretense of legal authority took them to one of the adjoining Slave States. The open denunciation of this outrage by some of our citizens has added to the hatred with which they regard Northern men. There are many desperate characters
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;hereabouts who would be prompt to engage in any affray that promised plunder - Especially if it should receive the countenance of influential men.
&lt;/p&gt;&lt;p&gt;Well, it is a fine country, and we propose to stay in it. We are not frightened. We cannot be intimidated simply by threats. We hope that no such mad enterprise will be undertaken. But we believe that our lives and property are in danger. We are mostly without arms. None of us are properly prepared for defence in
such an emergency. Many of us cannot just now command the means to equip properly. We want Sharp's Rifles and Revolvers. We are in the midst of an ex cited community, and we are a
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;small minority, so that the most effective weapons of defence are indispensable if any are needed.
&lt;/p&gt;&lt;p&gt;Is it within the policy of the State to supply any exposed communities with the means of defence? If so can we have any help? If so please inform us that we may take roper precautions in regard to shipment
&lt;/p&gt;&lt;p&gt;Of course it would be highly impolitic, situated as we are to organize a military company - We must quietly and secretly prepare for the defence of our own firesides. Hence we wish to conduct this matter with proper caution. Of course any arms that may be furnished

head-quarters of Secessionism in Illinois. Execrations of our Government are said to be loud &amp;amp; frequent in that "nest of rebels".  We are reliably informed that prominent men there have sworn to tear up the Central RR in case any troops are attempted to be shipped South on it, to Cairo or below -

&lt;/p&gt;&lt;p&gt;He is an ardent lover of his Country, and will stand by her flag unto the End.
&lt;/p&gt;&lt;p&gt;His capacity for business is of a high order. and he is known in our Community as an honorable &amp;amp; highly successful business man. Having an ample private fortune, his patriotism prompts him to take the field for this Country. His services would be valuable in the Department in which he seeks a place
