&lt;/p&gt;&lt;p&gt;gentleman and soldier. The
&lt;/p&gt;&lt;p&gt;Colo and all his officers I find
&lt;/p&gt;&lt;p&gt;very zealous in the performance
&lt;/p&gt;&lt;p&gt;of all their duties, and exceedingly
&lt;/p&gt;&lt;p&gt;anxious to learn, and have receiv
&lt;/p&gt;

&lt;p&gt;ed all my advice and sugges
&lt;/p&gt;&lt;p&gt;tions with the greatest Kindnefs -
&lt;/p&gt;&lt;p&gt;I am satisfied that if the Colo
&lt;/p&gt;&lt;p&gt;Rgt was propperly equipped
&lt;/p&gt;&lt;p&gt;and clothed, he would soon
&lt;/p&gt;&lt;p&gt;have a very efficient one - His
&lt;/p&gt;&lt;p&gt;men, as the Gen is doubtlefs aware,
&lt;/p&gt;&lt;p&gt;are destitute of comfortable clo
&lt;/p&gt;&lt;p&gt;thing, the arms very insufficient,
&lt;/p&gt;&lt;p&gt;(unfortunately the men having no
&lt;/p&gt;&lt;p&gt;confidence in them) and but few
&lt;/p&gt;&lt;p&gt;cartrige boxes and belts - Equipped
&lt;/p&gt;&lt;p&gt;as they are, it would
&lt;/p&gt;&lt;p&gt;be doing injustice to these
&lt;/p&gt;&lt;p&gt;men to send them into the field,
&lt;/p&gt;&lt;p&gt;and i cannot therefore, too strongly
&lt;/p&gt;&lt;p&gt;urge the authorities, the necessity
&lt;/p&gt;&lt;p&gt;of sending forward as early
&lt;/p&gt;&lt;p&gt;as possible a good supply of
&lt;/p&gt;&lt;p&gt;clothing, and all the military accou
&lt;/p&gt;&lt;p&gt;trements, for the complete equip
&lt;/p&gt;&lt;p&gt;ment of the Rgt The Colo has
&lt;/p&gt;&lt;p&gt;labored under many disadvantages

&lt;/p&gt;&lt;p&gt;having been previously used as
&lt;/p&gt;&lt;p&gt;stables and corn sheds. The quar
&lt;/p&gt;&lt;p&gt;ters are now habitable, but very
&lt;/p&gt;&lt;p&gt;much crowded. A small expen
&lt;/p&gt;&lt;p&gt;diture of money for lumber, to
&lt;/p&gt;&lt;p&gt;make bunks, will make
&lt;/p&gt;&lt;p&gt;them very comfortable, and if
&lt;/p&gt;&lt;p&gt;there is any probability of this
&lt;/p&gt;&lt;p&gt;post being occupied any
&lt;/p&gt;&lt;p&gt;length of time, I regard this
&lt;/p&gt;&lt;p&gt;expenditure absolutely neces

&lt;/p&gt;&lt;p&gt;Mr. Charles M Ferrill informs me that some two months since he sent you a petition signed by some sixty or seventy persons asking you to appoint him to the Office of Notary Public and Public Administrator of this (Hardin) County, but has not been able to hear any thing from you since. He asks me to write you upon the subject. Now, Mr. Ferrill was not one of our party at the last Presidential Canvass, he was a Douglass democrat. He is now one of the most devoted Union men we have in our country. He is for the administration, and says that Mr. Lincoln is doing now, what ought to have been done long since, he is no simpothiser. I will say to you, that Mr. Ferrill is eminently qualafied for the Office asked for. A gentleman in whom you may safely rely, such an appointment will be satisfactory with me, and every Republican in this County. My name does not appear on his petition for the reason I was away from home at the time.

He asks me to write you upon the subject. Now, Mr. Ferrill was not one of our party at the last Presidential Canvass, he was a Douglass democrat. He is now one of the most devoted Union men we have in our country. He is for the administration, and says that Mr. Lincoln is doing now, what ought to have been done long since, he is no simpothiser. I will say to you, that Mr. Ferrill is eminently qualafied for the Office asked for. A gentleman in whom you may safely rely, such an appointment will be satisfactory with me, and every Republican in this County. Capt Ketchesons Company was fully organised, - and full, and the Company tendered to your Excellency before Mr. Ellis commenced getting up a Company.
&lt;/p&gt;&lt;p&gt;This Company is composed of hardy vigorous men, farmers &amp;amp; mechanics who have given up their situations and have been all kept in our City under constant drill and military discipline for some times - and if they are passed over, and a company taken organised since they were, and the members of which are still engaged in their regular avocations we think the effect will be bad here &amp;amp; and to be deprecated. &lt;/p&gt;&lt;p&gt;Isaac D. Yocum being first duly sworn deposes and says that on the 23d day of April A.D. 1861, he, the said Yocum, was the owner of a certain two story frame building situate at the junction of the Ohio &amp;amp; Mississippi levees in the City of Cairo, Illinois, as also of the stables, sheds, fences and improvements thereunto attached - and the furniture in said buildings contained - that the said building and improvements were situate on leased ground and then occupied by him, the said Yocum, for a dwelling house and Hotel. Deponent further states that the said building &amp;amp; improvements were situate adjoining the
camp of the Illinois Volunteers stationed at Cairo - that on the day above mentioned General Swift, who was in command of the said Illinois troops
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;informed this deponent that he needed the said building, improvements &amp;amp; furniture for the use of himself &amp;amp; staff &amp;amp; troops &amp;amp; that he wanted immediate possession of the same. Deponent further states that the said General Swift agreed to pay this deponent the sum of Two Thousand Dollars (2000$) for the said building, stables, sheds, improvements &amp;amp; furniture and informed deponent that he was acting for the State of Illinois and that the said state would pay the said sum.
&lt;/p&gt;&lt;p&gt;Deponent states that he at once removed his family from said building and delivered possession of the said property, including household furniture, to the said Genl Swift - and that the same was at once occupied by the said Genl Swift, his staff &amp;amp; officers; and that the said property all along since then &amp;amp; still is occupied and used by the military and for military purposes.
&lt;/p&gt;&lt;p&gt;Deponent further states that

&lt;p&gt;when the said Genl Swift left Cairo, several days afterwards, he informed deponent that the officer succeeding him in command would see that the said sum of $2000.00 was paid to this deponent. &lt;/p&gt;&lt;p&gt;Isaac D. Yocum being first duly sworn deposes and says that on the 23d day of April A.D. 1861, he, the said Yocum, was the owner of a certain two story frame building situate at the junction of the Ohio &amp;amp; Mississippi levees in the City of Cairo, Illinois, as also of the stables, sheds, fences and improvements thereunto attached - and the furniture in said buildings contained - that the said building and improvements were situate on leased ground and then occupied by him, the said Yocum, for a dwelling house and Hotel. Deponent further states that the said building &amp;amp; improvements were situate adjoining the
camp of the Illinois Volunteers stationed at Cairo - that on the day above mentioned General Swift, who was in command of the said Illinois troops
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;informed this deponent that he needed the said building, improvements &amp;amp; furniture for the use of himself &amp;amp; staff &amp;amp; troops &amp;amp; that he wanted immediate possession of the same. Deponent further states that the said General Swift agreed to pay this deponent the sum of Two Thousand Dollars (2000$) for the said building, stables, sheds, improvements &amp;amp; furniture and informed deponent that he was acting for the State of Illinois and that the said state would pay the said sum.
&lt;/p&gt;&lt;p&gt;Deponent states that he at once removed his family from said building and delivered possession of the said property, including household furniture, to the said Genl Swift - and that the same was at once occupied by the said Genl Swift, his staff &amp;amp; officers; and that the said property all along since then &amp;amp; still is occupied and used by the military and for military purposes.
&lt;/p&gt;&lt;p&gt;Deponent further states that
&lt;/p&gt;

&lt;p&gt;when the said Genl Swift left Cairo, several days afterwards, he informed deponent that the officer succeeding him in command would see that the said sum of $2000.00 was paid to this deponent. Deponent also states that the said said sum of $2000.00 has not been paid to him or any part thereof - and
further deponent saith not.

Enclosed I hand you the application of a small corps of six female nurses, who desire to be called on to do Hospital duty &amp;amp; to attend to sick or wounded soldiers, wherever they may be needed.
&lt;/p&gt;&lt;p&gt;They are all very fine women &amp;amp; of excellent character &amp;amp; able and efficient.  
&lt;/p&gt;&lt;p&gt;They are all members of different churches here in good standing &amp;amp; have certificates from their respective pastors &amp;amp; from physicians and others fully endorsing them &amp;amp; their competency &amp;amp; usefulness for the labors they propose to undertake. 
&lt;/p&gt;&lt;p&gt;They will give no troble but provid efficiently to the performance of their duty

&lt;p&gt;if called upon as I hope they may be promptly - I believe if this system of good female nurses may once properly inaugurated it would never be abandoned - I know no six women so likely to inaugurate it with credit as the 6 whose applications I enclose.

&lt;/p&gt;&lt;p&gt;Section 1. Be it enacted by the General Assembly of the State of Indiana, That the Attorney General be, and he is hereby authorized to commence and prosecute to final judgment, such judicial proceedings as in his opinion are, or may be necessary for the purpose of procuring the abatement and removal of the feeder dam erected by authority of the State of Illinois across the Calumet River, for the purpose of supplying water to the Illinois and Michigan Canal, or of procuring the height of said dam to be reduced so that it will not cause the waters of said riverto overflow any lands in the State of Indiana.
&lt;/p&gt;&lt;p&gt;Sec 2. If in the opinion of the Attorney General it shall be proper and expedient to do so, the State of Indiana may be made plaintiff, alone or jointly, with one or more citizens of this State, in any judicial proceeding contemplated by the first section of this act, or such proceedings may be prosecuted in the name of one or more citizens of this State as plaintiffs, without making the State a co-plaintiff, and such proceedings may be instituted and prosecuted against any person

part of the Governor to procure the same to be abated, then the Attorney General is authorized to enter into an agreement for the abatement of said dam within one year from the time the Governor shall apply for its removal, as above provided. Such agreement shall be between the State of Indiana and the State of Illinois, or the proper officer or officers thereof.
&lt;/p&gt;&lt;p&gt;Sec. 4 If a satisfactory agreement cannot be made as provided for in the proceeding section, then the Attorney General shall commence suit immediately, as provided in the first and section sections of this act.

In like manner when the Companies return, you will require a certified copy, signed by the Captain, and countersigned by the Colonel.  Companies cannot contain over 114 in all, officers, privates and musicians.  If from any cause, one or more persons whose names appear upon the muster roll of any Company, are not mustered into service at the place of rendezvous, such persons may be passed back to the place from which they came, upon the certificate of the Colonel, in which it must be stated why they are not received.  Colonels are only authorized to issue a certificate to such persons as are rejected for cause.  A furlough will not entitle a person to a pass.
