Dist. &amp;amp; one additional Regiment at Springfield for the period of thirty days.  The state has incurred a very heavy expense in organizing these Regiments, &amp;amp; the men went into camp under a pledge to respond to any call of the Federal Government &amp;amp; are now all anxious to be recd.  The additional call recd yesterday is only for six Regiments, which imposes on me the insidious necessity of leaving out four of the ten Regiments when all are anxious to go.  At the end of thirty days these four Regiments will be disbanded &amp;amp; return home most dissatisfied, unless they can be received and the state will from patriotic considerations have incurred a very large expense productive of no good.  Under the circumstances which are peculiar, &amp;amp; probably

Say to you if people are to be bully raged by Such a man as you are because they want the rights of the people sustained &amp;amp; the constitution maintained [and?] you want the rebels to pay a tariff on our Tobaco &amp;amp; corn &amp;amp; Produce of all kinds that we send to market &amp;amp; then invade our country by armed mobs. Peopple up here that can get a dollar to send for thare own County paper dont want to be called hell hounds &amp;amp; Black Abolition because they do not want to be run over by a set of scoundrels &amp;amp; traitors. I will say to you from the reading of your Herald that you would be on both sides if you could get a dollar or a subscriber to your paper. I will Say to you if you
persue the Same course you have done for some time you will have to go south or go at something else for a living for people in this country will not support such doctrine as was in the Last isue of the Herald, for my part I do not like to be called a hell hound by Such a Jack ass as you are

&lt;/p&gt;&lt;p&gt;Sir once more allow me to intrude if such it be to give you a few statements as to our advancing to that stand whare Union &amp;amp; the Preservation of the Laws is placed when the election came of hear it was so concidered that if the South Should Secede that egypt must follow I with others thinking more of our country than party began to work but it seemed a mountain that we could not clime we had party feeling to work against and worse than that we had the kindred ties to subdue for a great portion of our People are from Tennessee &amp;amp; other slave states whar they left there Parents there Kindred and old friends this was a hard Rock to move but Let me tell you with Patince and hard talk it can be over come if Judge Sloan could be drawed over it would help but he has greatly Lost his hold upon the people his Son is a warm union boy about 18 every day I can see that the scale is balanceing heavyer upon the goverment sid and I think it will all come right

a man from Randolph Camp Reports that
the Solders in that camp are much
dissatisfied he say a few days ago the Report
came then that the United States forces
ware comeing and that a great No of them
straddled there horses and Started for

&lt;p&gt;more Southern clime he also says that
the troops from Arkanses are held by far
Rather than a wish to stay when they started for
Randolph from Memphis that they was forced
to go aboard of the Boat he is a deserter and
seems to know all about it Mr Robt Morris from
New Orleans is hear and states that he
saw a man that told him the same as above
I know of no more at Present but if I
should Learn anything I will inform you
I think of my own opinion that the Davis Robers
intend to take fort Pickens before they
do any thing in Virginia I have thought
that they would commence fireing the 6th 
or 7th of June So as to help Tennessee get out
you know the excitement is all they live
upon

&lt;/p&gt;&lt;p&gt;Governor of Illinois and Commander in chief
&lt;/p&gt;&lt;p&gt;Sir:
&lt;/p&gt;&lt;p&gt;I have the honor to acknowledge the receipt of your Excellency's letter of the 22nd, and without any hesitation, desire to assure you, that in my application for a lieutenancy in the army, I had not the slightest wish to "displace" any officer already elected - I had supposed that the officers to be appointed by the Governor, in the thirty nine regiments, called for by the President, on the fourth of may, were entirely outside, and extra, to those who had already been Elected, in the first call for 75000 men The latter as I read the law were for only three months and were to be elected by their respective companies. The latter
were for three years, and their appointment was to be made by the "Governor of the state furnishing them"
&lt;/p&gt;&lt;p&gt;As a mere politician, and partisan, I well knew that I had no claims - I was opposed to the Election of Mr Lincoln and had I been in Illinois at the time of the election I
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;should have voted against him - But this is a question now far above and beyond every party consideration. It is a question now which involves the very existence of the government - Under these circumstances, and believing in my soul, that Mr Lincoln since his accession to the Presidency, has acted as a pure and Enlightened patriot and states man and that he has by his course eminently vindicated the honor and dignity of our country, I felt bound as an honest man to offer myself, and my services, to your Excellency -
but in doing so, I again most emphatically declare, that I had not the slightest desire to "displace" anyone Hoping your Excellency will believe me in this regard

&lt;/p&gt;&lt;p&gt;I have the honor to acknowledge the receipt of your Excellency's letter of the 22nd, and without any hesitation, desire to assure you, that in my application for a lieutenancy in the army, I had not the slightest wish to "displace" any officer already elected - I had supposed that the officers to be appointed by the Governor, in the thirty nine regiments, called for by the President, on the fourth of may, were entirely outside, and extra, to those who had already been Elected, in the first call for 75000 men The latter as I read the law were for only three months and were to be elected by their respective companies. The latter
were for three years, and their appointment was to be made by the "Governor of the state furnishing them"
&lt;/p&gt;&lt;p&gt;As a mere politician, and partisan, I well knew that I had no claims - I was opposed to the Election of Mr Lincoln and had I been in Illinois at the time of the election I

It is a question now which involves the very existence of the government - Under these circumstances, and believing in my soul, that Mr Lincoln since his accession to the Presidency, has acted as a pure and Enlightened patriot and states man and that he has by his course eminently vindicated the honor and dignity of our country, I felt bound as an honest man to offer myself, and my services, to your Excellency -

&lt;/p&gt;&lt;p&gt;Sir: 
&lt;/p&gt;&lt;p&gt;I hereby present my name as an applicant for the Office of Engineer in Chief as provided for in the Act of May 2, 1861. 
&lt;/p&gt;&lt;p&gt;If accepted I propose in addition to the duties prescribed in the said act, to undertake the following, which from education, and practical experience I conceive I am well qualified to perform, viz:
&lt;/p&gt;&lt;p&gt;To design, contract for, and superintend the repairs and improvements to be done to the present Arsenal under the appropriation made by said act.
&lt;/p&gt;&lt;p&gt;To prepare designs and specifications for a new Armory or Arsenal, suitable to the wants of the State, and if authority is given for its erection, to contract for, and superintend the same.
&lt;/p&gt;&lt;p&gt;To prepare for publication a full set of Regulations for Militia or Volunteers, based on those of the United States, to systemise the operations of its Staff and hold to an exact accountability all having public money or property in charge, the same to be adapted to an emergency such as the present sudden call for Volunteers, which has clearly shown the necessity for such a work, as well as the inapplicability of the
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of the Regular Army Regulations to such a crisis. 
&lt;/p&gt;&lt;p&gt;And in general to perform such other duties as may be required in the Capacity of Engineer.

if it was published in some paper &amp;amp; Leave out the names with a few Remarks it might do some good it is Rumered heare that the Mosurians intend to be friendly with Harney and get him naping and over run him Harny never has ben caught naping but it would not hurt to Let him know the talk four men staid hear Last Knight from New orlean one of them my acquaintince has mad 71 trips to the City as stearsman

&lt;p&gt;on the Road he was accausted and his carpet sack Broken open and what mony he had taken he knocked down and kicked two other hands of the same boat had there wages which was taken from him and left penyless the old man came to see me he lived in Newburgh Indiana and told me his distress and I said but little to him he went out and I found whare he was encamped I went down they all told me the same story out of any thing to eat Mr Kimball &amp;amp; Wilson went with me and we obtained bread and cofe and when the packet cam we aranged for them to go home they was quite thankfull tears came in the old mans eys as we done onley what it was our duty I have nothing more at present only that parties are dieing hard deaths in this conty it did not Require much change it some those Like myself I have voted one Democrat vote in my Life for Presadent to wit for S A. The company so organized, departed rejoicing in their treacherous mission of blood: and the men above named, are making efforts for another company, whose destination will be the same. They have mobbed the Press, and driven away the Editor. The few Union men therefore, privately petition your Excellency to quarter soldiers in Marion, for the protection of our lives, and property. The freedom of speech, and the freedom of the Press, is buried far down in this the &lt;u&gt;darkest hole&lt;/u&gt; in "Egypt."

&lt;/p&gt;&lt;p&gt;On a memorial, signed by their Excellencies, the Governors of Ohio, Illinois &amp;amp; Indiana, and handed to me yesterday, by the second of those high functionaries.
&lt;/p&gt;&lt;p&gt;1.  The signers are of "opinion that the U. States should, at an early day, take possession of prominent points in Kentucky - such as Louisville, Covington, New Port, Columbus, &amp;amp;c. Memphis, New Orleans &amp;amp;c &amp;amp;c and the railroads leading from the same, South."
&lt;/p&gt;&lt;p&gt;Independent of this paper, the U.S. had occupied New Port, adjoining Covington, and Col. Anderson had been directed to establish his head quarters as the Commander of the Department of Kentucky, at Louisville, and in conjunction with the Surveyor of the Customs, there, to restrict exports thence by land &amp;amp; water.  And Major General McClellan had been instructed to give reasonable aid to the friends of the Union across the Ohio &amp;amp; across the Mississippi.  Under this authority he might, if he had thought it expedient, have occupied Columbus.  But many of the wisest &amp;amp; best Union men in Kentucky have strongly intimated that thrusting protection upon their people is likely to do far more harm than good, &amp;amp; probably, the danger can be better estimated at home, than by friends abroad.
&lt;/p&gt;&lt;p&gt;2.  The memorial suggests that if Col. Anderson cannot find loyal Kentuckians enough to sustain the Union cause in Kentucky that 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;regulars might be employed &amp;amp;c.  But Col. A. had already raised two regiments of loyal Kentuckians &amp;amp;c.
&lt;/p&gt;&lt;p&gt;3. The signers next say that if their "suggestions be approved, Major General McClellan should, at once, be advised &amp;amp;c." &amp;amp; add: "It is important that the plan of the campaign, in the West, should be fixed upon, &amp;amp; that the Major Genl. of the Division should be furnished the means, &amp;amp; be instructed to shape the military movements of his Department so as to carry it into effect at the earliest period"
&lt;/p&gt;&lt;p&gt;Promising that it is for the Government to furnish the means, I in great deference to their Excellencies, beg to say that, in two letters addressed to Major Genl. McClellan, dated, respectively, the 3d &amp;amp; 21st instant, I had given, to the best of my poor abilities, a plan of campaign (somewhat unlike their suggestions) in order that he might shape his "military movements" &amp;amp; prepare his means of execution accordingly.
&lt;/p&gt;&lt;p&gt;4.  The suggestions of the governors conclude with this proposition:  "Authority ought also to be given to occupy points in Tennessee &amp;amp; Missouri."
&lt;/p&gt;&lt;p&gt;In discussing the memorial before Gov. Yates &amp;amp; several U. States Senators, it was urged by some of the latter, &amp;amp; I think, concurred in by his Excellency, that Memphis ought to be immediately occupied.  This would, certainly, be to begin a campaign without preparation.  (Let us suppose Memphis to be threatened:  Before the expedition could

&lt;/p&gt;&lt;p&gt;I wrote to you on the 25th of last month about the traitors in our County seat &amp;amp; I now write to you again on the same subject by the urgent request of many union men boath Republicans &amp;amp; Democrats &amp;amp; we sincerely hope that you will thoroughly investigat the whole business &amp;amp; crush out treason at home as well as abraud. 
&lt;/p&gt;&lt;p&gt;On the 25 inst a No of our Citizens in Marion met by agreement a No of others at Wardsvill about 9 miles south of town &amp;amp; formed a secetion company of 85 men, elected their officers &amp;amp; wer then addressed by James Pulley our Rept, John A Clemeson, our states Atorney, Robert Hunley &amp;amp; John Cunningham &amp;amp; I am
informed that they all made as strong secetion speaches as they were caipable of making &amp;amp; that they aided &amp;amp; assisted the 85 rebells &amp;amp; that some of them went with them to the Ohio river &amp;amp; saw them safely land in
Paduch Ky on their way to Memphis Tenn to fite under Pillow &amp;amp; against our Country.

&lt;/p&gt;&lt;p&gt;I was in Marion on Yesterday the 28 inst &amp;amp; was informed that thes same pretious rascals were trying to form an otherer company with fair prospects of success, for Jeff Davis. &amp;amp; I was urged &amp;amp; pressed on all sides &amp;amp; by all parties to write to you &amp;amp; get you to thoroughly investigate the whole business &amp;amp; bring all of their leaders to justice for if you do not attend to this business &amp;amp; effectually put down treason here God only knows what will become of us down here in Southern Ill. The Union cause is now gainning ground here every day &amp;amp; we have almost a majority in this Co, but the Devils in human form do but little else but drink whiskey &amp;amp; hatch treason &amp;amp; if they were well treated according to their Crimes &amp;amp; be put where all traitors ought to be we would not only [have tried?] in Marion but would soon have a large majority of Union men in this Co. Do not understand me to say that I was an eye witness to the above statements but I can find men who were &amp;amp; I believe the evidence is abondant against them &amp;amp; can be procured when needed. I did
here our States Atorney say that the last treason acts that our legislature passed could or would

&lt;p&gt;not be enforced in this Co &amp;amp; our Clerk of our Circuit Cort agreed with him &amp;amp; I did here Jim Pully say about the middle of last april with an oath that he would vote for Dick Yates Malitia bill if he Yates or Lincoln would attempt to make Cairo a military point for if they did attempt to do so the railroad would be destroyed &amp;amp; the bridges torn up. I have their Marion section resolutions that they passed last April, but I cannot go in to particulars. Something must be done &amp;amp; that speadily, Can you send a rigiment to Marion &amp;amp; proclaim Martial law catch the ringleaders, take them where justice will be done them say Springfield &amp;amp; try
them, if you cannot do these things cannot the Martial Mr Phillips bring a few companies with him, catch them &amp;amp; they be tryed in the u.s. district Cort for I do assure you that it would be worse than nonsense to try them in this Williamson Co. I cannot mail this letter at Atilla my post office address for if I did it would pass through Marion &amp;amp; the post office there is in the hands of the traitors, Patrick Lang ought to be made P.M. at Marion immediately, he is not only a good Republican &amp;amp; union man but is responcible, honest &amp;amp;

&lt;p&gt;&amp;amp; capible of discharging the duties of of a post Master, but whilst those traitors remain undisturbed he dare not recive the apointment for if he were to, it would cost him his life. Lang is a merchant in Marion &amp;amp; lives in daily dread of being mauled simply because he supported our national &amp;amp; state ticket &amp;amp; still holds on to it. If you write to  me please direct your letter to Fitts Hill Franklin Co Ill. A good many beleive that if these things continue &amp;amp; the traitors are not arrested &amp;amp; put in close quarters &amp;amp; their treason crushed out that bandit parties will be formed &amp;amp; our property stolen, houses burned &amp;amp;  the union men murdered &amp;amp; sutch things are not unlikely for most of the traitors are out of money, out of credit deep in debt &amp;amp; but little to live on &amp;amp; too lazy to work. Once more, I asks you in the name of the Union men of this Co to attend to these apealls immediately &amp;amp; Immediately put an end to their treason.
