&lt;/p&gt;&lt;p&gt;I had supposed that after nearly five years absence from Illinois, while laboring in a rather retired and humble station to assist in laying on a correct moral and religious basis the foundation for the future prosperity of Nebraska, those with whom I formerly co-operated in a similar work in Illinois, had almost if not altogether forgotten me. It was then peculiarly gratifying to learn this morning from O. H. Irish Esq, that you had made of him kind enquiries concerning my welfare, and including a proffer of assistance if desired.
&lt;/p&gt;&lt;p&gt;Hitherto I have, since my residence in the Territory, uniformly declined every offer of position that would involve me in party politics. This course was to me, as a missionary, an absolute necessity. Active participation in politics has ruined pecuniarily, politically and religiously every minister in this Territory within my knowledge who has embarked in it, by
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;becoming a candidate before the people for any office within their gift.
&lt;/p&gt;&lt;p&gt;Since my residence in Nebraska, my support has been principally derived from the Home Mission Society, and by the most rigid economy, and some self denial I have just about succeeded in making both ends meet, being neither one dollar richer or poorer to day than I was the day I entered Nebraska; that is to say: I had nothing when I arrived here, and I have it yet.
&lt;/p&gt;&lt;p&gt;From this you will see that a few months of suspension of my salary, would throw me in the back ground, from which it would be difficult to recover. My contract with the Society forbids engaging in any other pursuit that would add to my income, and while my family expenses are annually increasing (we have one boy, and four girls to feed, clothe and educate) there is no possibility of addition to my resources while engaged in missionary work.
&lt;/p&gt;&lt;p&gt;But a suspension from this work, or a curtailment of salary is not only possible but probable. The sources of revenue of the Society in whose employ I am, are already partially dried up by the diversion of a large proportion of the contributions usually flowing into our
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Society's treasury, to the support of volunteers engaged in defense of the Union, or by the rallying of the contributors for the same purpose. If the war should continue, it becomes almost an absolute certainty that all or nearly all engaged in this work will be thrown out of employment and of means of support.
&lt;/p&gt;&lt;p&gt;With all these facts, circumstances and possibilities, you will not be surprised that the conversation of Mr Irish this morning led me to think there might be a possible opening through you, to the means of living. I know your influence with President Lincoln, and that you will not hesitate to use it to benefit a friend, if in your estimation he is worthy; you know what my capabilities are, and whether you can
bring that influence to bear in my behalf, with a good conscience. 
&lt;/p&gt;&lt;p&gt;If I had capital, I would earnestly try to accomplish the end of sustaining my family through that; If I were physically capable of making an honest living by manual labor, I would not thus invite to you; but having no capital, and having comparatively little use of my left hand, I will say that I would most gratefully accept, and most faithfully try to fulfil the duties of any position to which I might be appointed for which I am competent, (I want no other),
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;within Illinois, Iowa, Kansas, Nebraska or Dacotah, provided its emoluments amounted to $1000. per annum.
&lt;/p&gt;&lt;p&gt;As this is my first effort at applying for position I may have blundered in it, but you will know how to make all allowances.
&lt;/p&gt;&lt;p&gt;Whatever may be the result of this, be assured of my best wishes for your success and prosperity, that in the administration of your Government you may be guided by Divine wisdom and that my prayers shall not cease to ascend for the perpetuity of our government and a blessing upon every effort made to maintain it against rebellion and treason.

&lt;/p&gt;&lt;p&gt;Sir.
&lt;/p&gt;&lt;p&gt;As your State has responded to the call of the President for Volunteers rising in present conflict, and very heavy Expenses have in consequence been incurred in raising, subsisting, transporting &amp;amp;c. the same prior to their muster into the service of the United States, by the State or patriotic citizens of the State, for which some provision for reimbursing the State or citizens will probably be made by Congress, I beg to make the following suggestions to your Excellency, and solicit the charge of the accounts for settlement, as Agent for the State.
&lt;/p&gt;&lt;p&gt;At the time the Volunteers were called for by the President for service during the Mexican War, large sums were appended by the various States on account of the troops prior to their muster into service. Congress on the 2d June 1848, passed an act to refund to the States and individuals the amounts so appended "upon proof being made to the satisfaction of the Secretary of War that the amounts so Expended were necessary and proper for the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Troops." Certain rules were established and the claims of the States &amp;amp;c were Examined with the various vouchers showing the Expenditures, and allowances made, at that time I was Employed in the Office of the Third Auditor of the Treasury, (an accounting office for the War Department) and Examined and settled many hundred claims of the States and individuals who had Expended money or furnished clothing, subsistence, transportation or other necessary supplies for the Volunteers afterward mustered into the service. My reports on such claims were uniformly approved by Govr. Marcy then Secretary of War. My Experience while in the office in settling this class of claims, and subsequent to my resignation, acting as agent for claimants, makes me familiar with the rules and regulations of the officies, and I believe that I can so arrange the accounts of your State and attend to them while undergoing the Examination of the accounting officers of the Treasury, that much inconvenience will be saved yourself and the officers of your State.
&lt;/p&gt;&lt;p&gt;If your Excellency deems proper to appoint me Agent for your State, thus authorizing me to attend to the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;settlement of such claims as the State may now, or hereafter have against the United States for money Expended on account of the Volunteer force raised under the Presidents call, I will feel very grateful and render all the service in my power. Should you so decide, you can at your convenience direct that one sett of the duplicate vouchers, muster rolls, and other papers relating to the Expenditure be sent to me, on the receipt of which I will arrange and abstract them for presentation at the proper officies of the War and Treasury Department, and render all the necessary attention until they are Examined and properly settled. No money found due the State can pass through my hands, as all drafts for amounts allowed, will as required by law, be made payable to the order of the Govr. or Treasurer of the State.
&lt;/p&gt;&lt;p&gt;As there is, of course, no provision made by the laws of your State for compensation for such Employment, I wish to say in regard to compensation for the services I may render, that I will be perfectly satisfied with such action as your Legislature may deem proper to take, having confidence that it will approve your
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Employing me, and will grant me a reasonable compensation. There shall be no importuning Either your Excellency or your Legislature in regard to compensation.
&lt;/p&gt;&lt;p&gt;May I ask your consideration of my proposal, and an intimation that you are willing to receive and Examine testimonials (which shall be of the highest character) relative to my ability to discharge the duties of the place solicited, and as to my character, business reputation and responsibility? &lt;/p&gt;&lt;p&gt;As your State has responded to the call of the President for Volunteers rising in present conflict, and very heavy Expenses have in consequence been incurred in raising, subsisting, transporting &amp;amp;c. the same prior to their muster into the service of the United States, by the State or patriotic citizens of the State, for which some provision for reimbursing the State or citizens will probably be made by Congress, I beg to make the following suggestions to your Excellency, and solicit the charge of the accounts for settlement, as Agent for the State.
&lt;/p&gt;&lt;p&gt;At the time the Volunteers were called for by the President for service during the Mexican War, large sums were appended by the various States on account of the troops prior to their muster into service. Congress on the 2d June 1848, passed an act to refund to the States and individuals the amounts so appended "upon proof being made to the satisfaction of the Secretary of War that the amounts so Expended were necessary and proper for the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Troops." Certain rules were established and the claims of the States &amp;amp;c were Examined with the various vouchers showing the Expenditures, and allowances made, at that time I was Employed in the Office of the Third Auditor of the Treasury, (an accounting office for the War Department) and Examined and settled many hundred claims of the States and individuals who had Expended money or furnished clothing, subsistence, transportation or other necessary supplies for the Volunteers afterward mustered into the service. My reports on such claims were uniformly approved by Govr. Marcy then Secretary of War. My Experience while in the office in settling this class of claims, and subsequent to my resignation, acting as agent for claimants, makes me familiar with the rules and regulations of the officies, and I believe that I can so arrange the accounts of your State and attend to them while undergoing the Examination of the accounting officers of the Treasury, that much inconvenience will be saved yourself and the officers of your State.
&lt;/p&gt;&lt;p&gt;If your Excellency deems proper to appoint me Agent for your State, thus authorizing me to attend to the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;settlement of such claims as the State may now, or hereafter have against the United States for money Expended on account of the Volunteer force raised under the Presidents call, I will feel very grateful and render all the service in my power. Should you so decide, you can at your convenience direct that one sett of the duplicate vouchers, muster rolls, and other papers relating to the Expenditure be sent to me, on the receipt of which I will arrange and abstract them for presentation at the proper officies of the War and Treasury Department, and render all the necessary attention until they are Examined and properly settled. No money found due the State can pass through my hands, as all drafts for amounts allowed, will as required by law, be made payable to the order of the Govr. or Treasurer of the State.
&lt;/p&gt;&lt;p&gt;As there is, of course, no provision made by the laws of your State for compensation for such Employment, I wish to say in regard to compensation for the services I may render, that I will be perfectly satisfied with such action as your Legislature may deem proper to take, having confidence that it will approve your

&lt;p&gt;Employing me, and will grant me a reasonable compensation. There shall be no importuning Either your Excellency or your Legislature in regard to compensation.

&lt;/p&gt;&lt;p&gt;Mr Litherland is a very reliable young man and a devoted Union Man and a staunch Republican.  and it was very unfortunate for him and for the credit of our County the Besore should have had any thing to do with organizing a Company.  he Besore was Elected Captain very unexpectedly.  there were three candidates for captain two Republicans and one democrat.  Besore had been up to the april term of our court a Secessionist and I believe still is.  Hence his political admirers are pleased with his having broken up our Company.
&lt;/p&gt;&lt;p&gt;Mr Litherland and a few others good men whose unionism is undoubted can and will raise another company at once.  providing your Excellency will receive them into the service.

&lt;/p&gt;&lt;p&gt;I am most decidedly opposed to the policy of the "Tribune" of this city, in intimating that you, as the Chief Executive of this State, should appoint as the successor of the lamented Douglass, some one of his political friends - I am very sorry to see Republican journals especi

&lt;hr /&gt;
&lt;p&gt;ally those of influence &amp;amp; power in the State, &amp;amp; in the party pursue any such cause. The party is not responsible for the acts of Providence, nor do I think that because of His interposition Douglass has been removed, that therefore it follows that there is any moral or political obligation resting upon you, to fill his place with one of his political friends or followers, more especially, with such a man as
the Hon J C Allen, your late competitor - The Senator, I think should be from the northern portion of the State, for reasons, that will at once suggest themselves to you, &amp;amp; if so who is the best man.  Wentworth, Ogden and others are mentioned, but are they the best men?
&lt;/p&gt;&lt;p&gt;Let me suggest for your careful reflection (&amp;amp; I do

&lt;/p&gt;&lt;p&gt;Governor of Illinois,
&lt;/p&gt;&lt;p&gt;Dear Sir,
&lt;/p&gt;&lt;p&gt;I feel deeply grieved, surprised, &amp;amp; &lt;u&gt;insulted&lt;/u&gt;, with an Article in the Chicago Daily Tribune of the 4th inst. impudently recommending the appointment of some Douglass Democrat, to fill the present vacancy in the U. S. Senate from Ills.
&lt;/p&gt;&lt;p&gt;I promptly take this earliest moment to exhibit to your Excellency my disinterested &amp;amp; honest convictions of my present Duty to you, as one of your earliest &amp;amp; oldest personal &amp;amp; political friends, admirers, &amp;amp; supporters. And I assure you that I feel my first duty to you as my friend &amp;amp; as my Governor, is to beg you to Say to &lt;u&gt;that man&lt;/u&gt; who has given and to all men who may ever give you such an unworthy &amp;amp; unholy recommendation. "I Richard Yates, Gov" of Illinois say to thee, &lt;u&gt;"Get thee behind me Satan"&lt;/u&gt;, and &lt;u&gt;carry all thy mistaken&lt;/u&gt; &amp;amp; &lt;u&gt;wicked advice with thee"&lt;/u&gt;, all &lt;u&gt;dost thou impudently think me such a Dog&lt;/u&gt;, as to &lt;u&gt;place all my confidence of trust in&lt;/u&gt;, and &lt;u&gt;give the highest rewards to, my most bitter, unscrupulous&lt;/u&gt;, &amp;amp; &lt;u&gt;unrelenting Enemies&lt;/u&gt; who are now in a minority??? And dost thou think me such a &lt;u&gt;base &amp;amp; detestable ingrate&lt;/u&gt;, as to &lt;u&gt;withold all my confidence, faith, &amp;amp; firm trust from,&lt;/u&gt; and &lt;u&gt;degrade, disgrace, and drive from me, and from all honorable Office, &amp;amp; reward all my standfast &amp;amp; faithful friends &amp;amp; Supporters both personal &amp;amp; political?&lt;/u&gt; who now are in a handsome majority (thank God for it,) in Illinois?? and I hope are in a majority in all the states now loyal to our Govt.

&lt;p&gt;Governor Yates, I feel in all honour, &amp;amp; in all duty, bound to recommend Mr Browning of Quincy, as &lt;u&gt;the most suitable, &amp;amp; the man in the State of Illinois,&lt;/u&gt; in &lt;u&gt;every Sense of the word&lt;/u&gt;, and &lt;u&gt;in every view of the whole case&lt;/u&gt;, for &lt;u&gt;your appointment&lt;/u&gt;, as the United States Senator from Illinois, to fill the present vacancy in that Office.
&lt;/p&gt;&lt;p&gt;And I beg leave to say, that &lt;u&gt;I am very confident, all Illinois will approve more heartily of that appointment than of any other Selection that can be made, Common honesty, common Justice, common Gratitude&lt;/u&gt;, for a &lt;u&gt;life time of faithful services rendered &amp;amp; performed by Mr Browning, whose experience &amp;amp; qualifications, stand preeminently superior.&lt;/u&gt; And common &amp;amp; &lt;u&gt;universal approbation will applaud your sending Mr Browning as our U. S. Senator at this time&lt;/u&gt;, to support &amp;amp; defend &lt;u&gt;our Illinois President&lt;/u&gt; &amp;amp; his administration, in &lt;u&gt;all their plans to uphold our blessed Government&lt;/u&gt; against &lt;u&gt;All its opponents and against all Enemies&lt;/u&gt; both &lt;u&gt;open&lt;/u&gt;, &amp;amp; &lt;u&gt;covert&lt;/u&gt;. &amp;amp; &lt;u&gt;both Douglass &amp;amp; all his supporters ever have been,&lt;/u&gt; &amp;amp; &lt;u&gt;ever will remain&lt;/u&gt; the &lt;u&gt;secret&lt;/u&gt; &amp;amp; the &lt;u&gt;open Enemies&lt;/u&gt; of &lt;u&gt;yourself &amp;amp; Lincoln&lt;/u&gt;, and &lt;u&gt;all of them ever will remain opposed to all our Republican doctrines principles, &amp;amp; actions. And they all would be at this moment if they durst.&lt;/u&gt;
&lt;/p&gt;&lt;p&gt;You will always have my most cordial &amp;amp; hearty support, praise, &amp;amp; recommendations for your appointing Mr Browning,
&lt;/p&gt;&lt;p&gt;But candour compels me to say, that if you become seduced from a just &amp;amp; honest performance of you Duty, &lt;u&gt;to your friends&lt;/u&gt; by appointing any Douglass Democrat, Bah! I never can forgive you! and the masses of the twenty thousand majority of Illinois &lt;u&gt;never will forgive you&lt;/u&gt; and &lt;u&gt;all the Douglass Men will never Stop laughing at you.&lt;/u&gt;

&lt;/p&gt;&lt;p&gt;The only apology I can offer for this intrusion is the deep interest in the subject of which I am to speak and I trust this may be sufficient.
&lt;/p&gt;&lt;p&gt;By reason of the death of Judge Douglas, the duty devolves upon you to appoint his Successor. The Tribune of Chicago favors the policy of appointing a Douglas Democrat as his successor. I hope I may be pardoned, but I wish to express my earnest protest against such an
appointment, and in this I express the sentiments of every Illinoisan I
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;have met, and quite a number of western men from several states. Like the entire mass of the loyal citizens of the north and as is the solemn duty of all men north and south, he has manifested his devotion to the Union, but why Douglas Democrats are to be paid for this loyalty is incomprehensible. During his life and almost the whole of it, the Tribune and the entire northern republican Press has never ceased to denounce him as the impersonation of Demagoguism and more than these any living statesman responsible for the
present difficulties, - that they are but the culmination of his labors and doctrines. Now to make him a demi-god seems totally preposterous.
&lt;/p&gt;&lt;p&gt;It does seem to me the [illegible] frustration of the most simple elements of Common Sense, that when this war is over, to have pushed a course that will
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;give up the final Settlement to men whose whole life is a guarantee that they will so settle it as to disgrace those who must take the responsibility, and that forever, I cannot bear the thought of it, and am astonished beyond all language can express at the conduct of the Tribune I have not met a man from Illinois who is not thoroughly indignant that those should be set aside by a Journal so influential who risked everything to defeat the party - now to be rewarded for a duty, not a choice, and by every good citizen and every good man.
&lt;/p&gt;&lt;p&gt;Permit me to say further that your firm, manly course with regard to the State militia meets with the most unqualified approbation and is a source of undisguised pride to every man from Illinois. Please pardon this intrusion, but I could not help it.

&lt;/p&gt;&lt;p&gt;I have the honor to report myself and command, in very comfortable quarters, in the Illinois Central R.R. stone deport, my men, are all well and in fine spirits anxiously waiting for the balance of their arms and equipment - Col G Waagner - Chief of Artillery, in the Ohio Dept. requests me to make out a full requisition on him, for all the necessary equipment for my battery, and assures me that he will use all his influence with the War Department, to put us on a war footing, at the earliest possible moment. 
&lt;/p&gt;&lt;p&gt;I hope your Excellency will take this matter into your consideration immediately, and for the honor of the State you represent, see that the battalion is properly equipped, by the state, and that we be not behind our sister states in this respect.

&lt;/p&gt;&lt;p&gt;I have recd yours of June 5th and reply that the State employed the steamer, City of Alton only for a special purpose to wit the obtaining arms, ammunition, &amp;amp;c from the St. Louis Arsenal - and that being accomplished had not other claim upon her.  
&lt;/p&gt;&lt;p&gt;I believe she would answer the Government of the United States a most useful purpose, and I would strongly recommend you to negotiate with Capt Mitchell 
&lt;/p&gt;
&lt;hr /&gt;for her purchase for the United States.
&lt;p&gt;She's represented as superior in speed and other valuable respects to any boat on the Western waters - and just such a boat as is, at this time, indispensable to the United States Government.

First be cause he is the Man. 2nd be cause this portion of the Military tract has here to fore been passed by, and thirdly because he is one of the first men of Illinois, has worked hard for our principles when it cost something to stand for principle, and he has always been passed by.

They are well drilled and I am informed really a splendid Regiment. They are very anxious to enter the United States Service. I should apply directly to Mr Lincoln or Cameron but they say Illinois has already recd more than her quota. It has occurred to me to write you and inquire whether there is not some way in which you can aid me in getting This Regiment into the United States Service. Could it not be got in, in the quota to which Missouri is entitled, or be applied for by you to Govt as necessary to defend the Arsenal, or in some other way.

They are well drilled and I am informed really a splendid Regiment. They are very anxious to enter the United States Service. I should apply directly to Mr Lincoln or Cameron but they say Illinois has already recd more than her quota. It has occurred to me to write you and inquire whether there is not some way in which you can aid me in getting This Regiment into the United States Service. Could it not be got in, in the quota to which Missouri is entitled, or be applied for by you to Govt as necessary to defend the Arsenal, or in some other way.&lt;/p&gt;&#13;

&lt;/p&gt;&lt;p&gt;The demise of Stephen A. Douglas, leaves a vacancy in the U.S. Senate the filling of which, for two sessions at least, devolves upon yourself. Will you allow me to present the name of O. H. Browning, for that responsible position. There is a mawkish sentimentality springing up to have a conservative Democrat appointed. And pray how long have the democrats been "conservative"? Only since our beloved country has commenced a struggle (not its death struggle I trust,) for its very existence, which has been precipitated upon us by - Democracy -!
&lt;/p&gt;&lt;p&gt;There are numberless reasons why Mr B. should have the office under notice. First. He has always (as I understand) been an unswerving, consistent old line Whig as well as a thorough Republican. Second. He is a very able man, just such as we need in the councils of our nation at this crisis. Third: If I am not mistaken the particular region of our State from which Mr B. hails, has never yet had a member in the U.S. Senate.
&lt;/p&gt;&lt;p&gt;Trusting that the foregoing suggestions may meet with your approbation, and that you will pardon a comparitive stranger in thus addressing you, I am Very Truly
