&lt;/p&gt;&lt;p&gt;I am no politician but have all my life belonged to the Democratic Party &amp;amp; expect to support the principles I always have as long as I live and whether you may appoint a Democrat or a Republican I have no choice or feeling but I do most earnestly protest against the appointment of Morris for one or two reasons In the first place as to his having

&lt;/p&gt;&lt;p&gt;I have had conversation upon the subject with several of our leading men and polititiares and the universal opinion is that he should be taken from the north part of the State, and also, with most, that he should be a republican-- I am myself of these opinions – If they are your views I wish to speak in behalf of my friend J.Y. Scammon   His appointment by you would secure you the friendship of the anti-Wentworth elements in 
&lt;/p&gt;
&lt;hr /&gt;this part of the State, which is by no means without power and influence   and this influence can be exerted in your behalf should you desire to go to the U S Senate when the Legislature meets  Nine or ten member can be sent from here pledged to support you for that place and I have assurance from Mr. Scammon and his friends that it shall be done if you appoint Mr. Scammon upon these assurance you may reley with full confidence 
&lt;p&gt;I should be extremely happy to see Mr. Scammon have the pointment at your hands. And yourself succeed him when the Legislature shall meet   We can give you

&lt;/p&gt;&lt;p&gt;Whilst abroad last year having a natural inclination, I made myself perfectly familiar with all the details that make the French Soldier and the French Army, superior to day to those of any other Nation. 
&lt;/p&gt;&lt;p&gt;On my return I found all the avenues approaching Place and Position in my own State so blocked up by those whose business seems to be that of Place Hunters, that, being a modest man, and never having held or asked for an office (although a Democrat heretofore) I was deterred from any attempt in that direction in Ohio.
&lt;/p&gt;&lt;p&gt;As I contemplated becoming a citizen of your State at any early day, I am desirous of going the duty of a citizen, so far as I can in this war movement, by aiding to place the army of Illinois, upon a footing of equality at least, if not of superiority with the Troops of 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;any other State
&lt;/p&gt;&lt;p&gt;In a very quiet way, during my recent visit to Cairo &amp;amp; Springfield I became convinced by observation &amp;amp; inquiry that Illinois is far behind some of her Sister States (at least) in preparation and arming her Troops, and in all those details that go to make up what is incomprehended in the term, “efficiency” I propose, if I am permitted, to make them, “efficient, in war.”
&lt;/p&gt;&lt;p&gt;I will furnish the most [appoved?] ordinance, and the most “efficient” (destructive) Projectiles, and will demonstrate the same, if the committee on arms will sufer the opening of bids for say, ten days, until I can return to Springfield  They have advertised for 12000 stands of Rifles, they may get the Kind advertised in a reasonable time but I doubt it, I have some important sugestions to make them also on this subject
&lt;/p&gt;&lt;p&gt;There are many details that go to make up the “morale” of any Army that seem to be but little understood by the authorities of Illinois, if it is possible I shall be pleased to aid in supplying any deficiency in these respects, when I become a citizen [she?] may command me.

That He held a commission from you as Col of the 10th Regt which gives Him Seigniority of Rank in the 1st Brigade  you will not be astonished when we inform you of our surprise at this mark of favor bestowed by the Govenor of the State of Illinois upon A Colonel who however much His merit may commend itsself to you is the Junior of every one of us by Election and commission,  we suppose this apparently unjust discrimination against the undersigned is based upon some misapprehension or mistake of facts, when we know that Col Morgan was Expecting no such mark of Executive favor.  But be this as it may, we feel it due to the respect we have ourselves to solicit from you an explanation of the cause of this (be it said with all due respect to the Govenor of the State of Illinois officially and personally) unusual proceeding.  we feel in frankness we have the right to do so And to further ask of you if such is your decision upon the Merits of those of us

&lt;/p&gt;&lt;p&gt;The death of Judge Douglas leaves a vacancy in the Senate, which it will be the duty of Gov. Yates to fill, and we, of the old whig and this conservative branch of the Republican party, would be pleased to see Judge David Davis appointed to this position.
&lt;/p&gt;&lt;p&gt;Perhaps to no one man more than to Judge D. was Mr. Lincoln indebted for his nomination by this Chicago convention, and to that nomination may be ascribed our success in carrying the State elections.  We, the conservatives of the republican party, fell that in the distribution of the honors and patronage of the government, our friends have but almost entirely ignored and most painfully slighted. The contest in the Chicago Convention as you will know was between the extreme and radical and the conservative elements of the party, that the latter succeeded in this contest and that Mr. L. was their choice and their nominee; We have reason to feel sore and chagrined that those who opposed us in that struggle and whom we so signally defeated should now be in the ascendant and allowed to use that ascendancy and influence to overslaugh their conservative associates.  A glaring
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;instance of party wrong and reputation is manifest in the case of Judge D. to whom, notwithstanding his unquestioned claims, nothing has been tendered.  It would therefore be both proper and graceful that the position referred to be tendered to him.  Aside from considerations of party justice, his ability, capacity and personal qualities point to him as the proper person for the place; and especially as the critical and disjointed condition of public affairs require firm and energetic counsels and measures.  His firmness, his will and his clear and intuitive judgment will quality him for such, and the President, at this time more than any other, needs in the Senate one whom be can implicitly trust, and one in whom he would be willing to trust, and Judge Davis, from the long intimate and confidential personal and political relations between the President and himself, is emphatically such as man.  If he should need “back bones” the Judge would have an ample supply on hand.

&lt;/p&gt;&lt;p&gt;My Dear Sir,
&lt;/p&gt;&lt;p&gt;I am sorry to acknowledge &lt;u&gt;I feel compelled&lt;/u&gt; to trouble you a &lt;u&gt;second&lt;/u&gt; &lt;u&gt;time&lt;/u&gt;, about any one subject. But the truth is, I feel so &lt;u&gt;deeply grieved&lt;/u&gt;, &amp;amp; so &lt;u&gt;downright angry&lt;/u&gt;, and &lt;u&gt;indignant&lt;/u&gt; at the toadyism of those Republicans (towards our opponents) who have the impertinent &amp;amp; consummate &lt;u&gt;Impudence&lt;/u&gt; to urge, advise &amp;amp; recommend you to appoint a Douglass Democrat for U.S. Senator, that I feel as if the very ground upon which I walk ought to cry out against my remissness, neglect, or indifference, were I to remain silent, and see you blindly misled into the &lt;u&gt;gravest error&lt;/u&gt;, &lt;u&gt;blunder&lt;/u&gt;, &amp;amp; &lt;u&gt;crime&lt;/u&gt;, that you could possibly commit, under the vile pretence that it would be "&lt;u&gt;Patriotism&lt;/u&gt;" on your part to reward with the highest honours, and most lucrative moneyed compensation, the most &lt;u&gt;bitter&lt;/u&gt;, &lt;u&gt;most unscrupulous&lt;/u&gt;, vindictive, vituperative &amp;amp; most villainously lying slanderers, both of yourself personally, as well as of all your personal &amp;amp; political friends, supporters, &amp;amp; defenders, &amp;amp; of &lt;u&gt;our most holy political faith &amp;amp; principles&lt;/u&gt;. Such "&lt;u&gt;Patriotism&lt;/u&gt;", of rewarding &lt;u&gt;your&lt;/u&gt; &lt;u&gt;Enemies&lt;/u&gt;, &amp;amp; &lt;u&gt;disappointing&lt;/u&gt; and &lt;u&gt;punishing&lt;/u&gt; &lt;u&gt;all&lt;/u&gt; &lt;u&gt;your friends&lt;/u&gt; who have stood shoulder to shoulder in helping you through the long struggle to repel all the slanders &amp;amp; vicious onslaughts of our political assailants, &amp;amp; the Enemies of Truth, would most surely be the same sort of "Patriotism" for which Judas has

&lt;p&gt;become immortalized throughout all time, and Eternity? and all that would be wanting on your part to secure to yourself a &lt;u&gt;parallel immortalization&lt;/u&gt; &lt;u&gt;with Judas&lt;/u&gt;, after you have in &lt;u&gt;like manner&lt;/u&gt; followed such treacherous advice that has been treacherously given you, to appoint a Douglass Democrat for Senator, would be be for you to follow the example of Judas all the way through by going &amp;amp; hanging yourself also, then the &lt;u&gt;parallel act &amp;amp; picture&lt;/u&gt; would be &lt;u&gt;complete&lt;/u&gt;. But &lt;u&gt;you would become equally eminent with Judas&lt;/u&gt;, by the &lt;u&gt;single act of appointing a Democrat&lt;/u&gt;, without hanging yourself, any more than by doing that one vile act of treachery &amp;amp; Treason, Jeff Davis, and Benedict Arnold, would not be one grain more conspicously preeminent as Traitors to God &amp;amp; their country, than you would instantly become by appointing a Democrat, and however strange it may seem, I am coolly convinced that &lt;u&gt;those very men&lt;/u&gt;, &lt;u&gt;both Republicans &amp;amp; Douglass men&lt;/u&gt;, who are now tempting you with that treacherously poisoned advice, &lt;u&gt;all full well know, they are tempting you to do that basely ungrateful act&lt;/u&gt; &lt;u&gt;towards your friends&lt;/u&gt;, who are &lt;u&gt;rightfully entitled&lt;/u&gt; to &lt;u&gt;enjoy&lt;/u&gt; &lt;u&gt;all political honors&lt;/u&gt;, by &lt;u&gt;virtue of the Republican Majority in this state&lt;/u&gt;, all those men who so advise you, know full well that such an act, so done by you, at this time, would be &lt;u&gt;your Moral&lt;/u&gt; &amp;amp; &lt;u&gt;your political Death &amp;amp; Destruction&lt;/u&gt;. You would become equally contemned &amp;amp; despised, both by &lt;u&gt;all Republicans&lt;/u&gt; &amp;amp; &lt;u&gt;by all Democrats&lt;/u&gt;, and the wilfully blind, or foolish, or rascally men, who now offer you such &lt;u&gt;abominably wicked advice&lt;/u&gt;, are no better than the heathenish wife of old Job, when she peremptorily advised her own husband Job to "Curse God, and die."  Governor Yates, I am not in
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the least degree afraid that you will either &lt;u&gt;now&lt;/u&gt; or &lt;u&gt;ever&lt;/u&gt; be guilty of of such a wilfully deliberate act of treachery &amp;amp; High Treason against &lt;u&gt;all your firmly fixed &amp;amp; life time principles&lt;/u&gt;, &amp;amp; against &lt;u&gt;all&lt;/u&gt; the &lt;u&gt;just &amp;amp; righteous claims of the whole Republican part of this State &amp;amp; throughout the U States&lt;/u&gt;, &lt;u&gt;against your Country &amp;amp; your God&lt;/u&gt;!!! Not one bit am I afraid of your ever being guilty of such a &lt;u&gt;terribly suicidal act of base treachery &amp;amp; Treason.&lt;/u&gt;  &lt;u&gt;I have known you too thoroughly, too intimately, &amp;amp; too well, ever since you &amp;amp; I first met as Brother Whigs together&lt;/u&gt;, &lt;u&gt;&amp;amp; always stood side by side&lt;/u&gt;, &amp;amp; &lt;u&gt;shoulder to shoulder&lt;/u&gt;, &lt;u&gt;in the House of Representatives&lt;/u&gt; as &lt;u&gt;brother members of the minority of that day&lt;/u&gt;, yes and ever since that day down to this hour, (altho you would not veto the Convenn Bill)  &lt;u&gt;I know you too thoroughly well&lt;/u&gt;, &lt;u&gt;to doubt your good faith&lt;/u&gt;, &amp;amp; &lt;u&gt;your Integrity of moral &amp;amp; political honour &amp;amp; honesty towards yourself&lt;/u&gt;, &lt;u&gt;your own good house&lt;/u&gt;, &amp;amp; &lt;u&gt;your own lasting fame through all History&lt;/u&gt;, to entertain the least degree of suspicion about the &lt;u&gt;manly&lt;/u&gt;, &lt;u&gt;straight forward&lt;/u&gt;, &lt;u&gt;promptness with which you will perform your Duty of appointing a U. S. Senator&lt;/u&gt;, and what I have thus lengthily written, is solely for the purpose of expressing my utter disgust, my real anger, &amp;amp; Indignation against all such base advice as that which is now given to you, to go &amp;amp; "Curse your own household &amp;amp; your own Israel"&amp;#160;!!! Who is it that now dare advise you thus to "&lt;u&gt;Curse&lt;/u&gt; &amp;amp; &lt;u&gt;blight the Republican party&lt;/u&gt; of your own State, &amp;amp; of the United States Senate", by filling the &lt;u&gt;Rebels seat&lt;/u&gt;, thus made vacant by the &lt;u&gt;most solemn Act of God&lt;/u&gt;??? Who is it???  Why Douglass held his seat by &amp;amp; through fraudulent apportionment, he was a minority candidate, Lincoln had about 5000 majority votes in Illinois more than Douglass in the election of 1858. for my seat, now vacant. Douglass was the Cats paw of the Southern Rebels in 1854 when he helped them to repeal the Missouri compromise!!!  Douglass helped the Rebels to bring on all this War of Rebellion!!! they bribed him with the false hope of making him their Democratic President. &amp;amp; for these reasons you are advised to reward his Chief Captains &amp;amp; supporters, I am sick of all this flattering, lying, toadyism of Douglass.

Will you allow me to lay my suggestions before your consideration, of the high claims that our &lt;u&gt;old veteran white headed friend&lt;/u&gt; Cyrus Edwards, &amp;amp; Mr Browning have upon the confidence of the majority party of Illinois. - Two more trusty men two more patiently enduringly faithful men cannot be found on Earth, I love them both with a Fathers &amp;amp; a Brothers abiding love, and the Republican party owe to each &amp;amp; to both of them vastly more than will ever be rendered to either of them, for their long life of faithful labours have been generously given to aid the cause of political &amp;amp; moral truth, &amp;amp; they have never been honoured or rewarded with any other position that that of hard work 
&lt;/p&gt;&lt;p&gt;I trust your strong love of justice will lead you to choose between these two good, &amp;amp; amiable, as well as reliable men.
&lt;/p&gt;&lt;p&gt;All other Republicans whom I have heard named as aspirants for the honor of being appointed U.S. Senator, are all young men some of whom have already enjoyed a reasonable share of public honors, one senior aspirant was entrusted to represent the dignity &amp;amp; the rights of Illinois at Washington last February, &amp;amp; was fairly weighed in the balance, &amp;amp; &lt;u&gt;was&lt;/u&gt; most unfortunately for himself &amp;amp; Illinois &lt;u&gt;found wanting&lt;/u&gt;. that was surely &lt;u&gt;honor&lt;/u&gt; &amp;amp; &lt;u&gt;trial&lt;/u&gt; enough for one man to carry through life, no matter however acknowledgedly great &amp;amp; good in almost all other respects, we all know that old dignitary to be.
&lt;/p&gt;&lt;p&gt;In venerable appearance, in dignity, &amp;amp; suavity of manners &amp;amp; gentlemanly deportment &amp;amp; &lt;u&gt;in rightful voting&lt;/u&gt;, &lt;u&gt;no man living could more gracefully represent Illinois than our good old Patriarch Cyrus Edwards&lt;/u&gt;, of Virginia or Maryland born, &amp;amp; of Kentucky raised, by a worthy old sire, who had been the patron, tutor, &amp;amp; friend, of attorney Genl Wm Wirt.
&lt;/p&gt;&lt;p&gt;And for modesty, good sense &amp;amp; moderation, based on solid &amp;amp; firm principles of political sincerity to the Republican cause, &amp;amp; to the Constitution of the U.S. nobody's speeches &amp;amp; remarks in support of his votes would read better than Mr Edwards, &amp;amp; for seniority of claim, Mr Edwards stands our unrivalled Senior in Illinois and from a Boy, I have loved &amp;amp; cherished a deep rooted love &amp;amp; veneration for honoring the truly good old men before they leave this world to go to their everlasting rest from toils &amp;amp; labors.
&lt;/p&gt;&lt;p&gt;There is a beautiful fitness towards our State, &amp;amp; towards Mr Edwards, that stands unequalled &amp;amp; unrivalled both ways, and his appt would reflect ever lasting honor &amp;amp; credit, both upon yourself as Govr, &amp;amp; upon our whole State, &amp;amp; upon our President, that would stand now &amp;amp; for ever, superior &amp;amp; above all other appts that can be made from Ills &amp;amp; when I wrote last I did not think of him - and I am sure we owe no greater debt of Gratitude to no man, than to Mr Edwards, &amp;amp; I believe Mr Browning will thus far agree with me
&lt;/p&gt;&lt;p&gt;But if Mr Edwards should for any reason &lt;u&gt;be sent to the Grave unhonored &amp;amp; unrewarded&lt;/u&gt; - Then Sir, Mr Browning &lt;u&gt;stands without a rival&lt;/u&gt; as the Senior Claimant, amongst a host of Junior aspirants, no matter how worthy they may all be as his Juniors, still they are his Juniors, only, &amp;amp; no more!!!

S. Senator&lt;/u&gt;, and what I have thus lengthily written, is solely for the purpose of expressing my utter disgust, my real anger, &amp;amp; Indignation against all such base advice as that which is now given to you, to go &amp;amp; "Curse your own household &amp;amp; your own Israel"&amp;#160;!!! Why Douglass held his seat by &amp;amp; through fraudulent apportionment, he was a minority candidate, Lincoln had about 5000 majority votes in Illinois more than Douglass in the election of 1858. for my seat, now vacant. Douglass was the Cats paw of the Southern Rebels in 1854 when he helped them to repeal the Missouri compromise!!!  Douglass helped the Rebels to bring on all this War of Rebellion!!! they bribed him with the false hope of making him their Democratic President. &amp;amp; for these reasons you are advised to reward his Chief Captains &amp;amp; supporters, I am sick of all this flattering, lying, toadyism of Douglass.

Will you allow me to lay my suggestions before your consideration, of the high claims that our &lt;u&gt;old veteran white headed friend&lt;/u&gt; Cyrus Edwards, &amp;amp; Mr Browning have upon the confidence of the majority party of Illinois. - Two more trusty men two more patiently enduringly faithful men cannot be found on Earth, I love them both with a Fathers &amp;amp; a Brothers abiding love, and the Republican party owe to each &amp;amp; to both of them vastly more than will ever be rendered to either of them, for their long life of faithful labours have been generously given to aid the cause of political &amp;amp; moral truth, &amp;amp; they have never been honoured or rewarded with any other position that that of hard work 
&lt;/p&gt;&lt;p&gt;I trust your strong love of justice will lead you to choose between these two good, &amp;amp; amiable, as well as reliable men.
&lt;/p&gt;&lt;p&gt;All other Republicans whom I have heard named as aspirants for the honor of being appointed U.S. Senator, are all young men some of whom have already enjoyed a reasonable share of public honors, one senior aspirant was entrusted to represent the dignity &amp;amp; the rights of Illinois at Washington last February, &amp;amp; was fairly weighed in the balance, &amp;amp; &lt;u&gt;was&lt;/u&gt; most unfortunately for himself &amp;amp; Illinois &lt;u&gt;found wanting&lt;/u&gt;. that was surely &lt;u&gt;honor&lt;/u&gt; &amp;amp; &lt;u&gt;trial&lt;/u&gt; enough for one man to carry through life, no matter however acknowledgedly great &amp;amp; good in almost all other respects, we all know that old dignitary to be.
&lt;/p&gt;&lt;p&gt;In venerable appearance, in dignity, &amp;amp; suavity of manners &amp;amp; gentlemanly deportment &amp;amp; &lt;u&gt;in rightful voting&lt;/u&gt;, &lt;u&gt;no man living could more gracefully represent Illinois than our good old Patriarch Cyrus Edwards&lt;/u&gt;, of Virginia or Maryland born, &amp;amp; of Kentucky raised, by a worthy old sire, who had been the patron, tutor, &amp;amp; friend, of attorney Genl Wm Wirt.
&lt;/p&gt;&lt;p&gt;And for modesty, good sense &amp;amp; moderation, based on solid &amp;amp; firm principles of political sincerity to the Republican cause, &amp;amp; to the Constitution of the U.S. nobody's speeches &amp;amp; remarks in support of his votes would read better than Mr Edwards, &amp;amp; for seniority of claim, Mr Edwards stands our unrivalled Senior in Illinois and from a Boy, I have loved &amp;amp; cherished a deep rooted love &amp;amp; veneration for honoring the truly good old men before they leave this world to go to their everlasting rest from toils &amp;amp; labors.
&lt;/p&gt;&lt;p&gt;There is a beautiful fitness towards our State, &amp;amp; towards Mr Edwards, that stands unequalled &amp;amp; unrivalled both ways, and his appt would reflect ever lasting honor &amp;amp; credit, both upon yourself as Govr, &amp;amp; upon our whole State, &amp;amp; upon our President, that would stand now &amp;amp; for ever, superior &amp;amp; above all other appts that can be made from Ills &amp;amp; when I wrote last I did not think of him - and I am sure we owe no greater debt of Gratitude to no man, than to Mr Edwards, &amp;amp; I believe Mr Browning will thus far agree with me
&lt;/p&gt;&lt;p&gt;But if Mr Edwards should for any reason &lt;u&gt;be sent to the Grave unhonored &amp;amp; unrewarded&lt;/u&gt; - Then Sir, Mr Browning &lt;u&gt;stands without a rival&lt;/u&gt; as the Senior Claimant, amongst a host of Junior aspirants, no matter how worthy they may all be as his Juniors, still they are his Juniors, only, &amp;amp; no more!!!

Eternal vigilance is the price of Liberty and the right of self-Government. this is what I have lived for, and fought for, and will still fight for as long as I live, and I hope to teach the same to my Children, and promulgate the same principle to my fellow man on every occasion that offers.
&lt;/p&gt;&lt;p&gt;I am a stranger to you but sometimes a stranger may prove more deserving of confidence than an acquaintance. I mean all I say and more to in one sense of the word if you repose a trust in me I will not disappoint you. I may be egotistical I may be selfish. if I could explain to you what I feel I should be glad. I will do my best I wish promotion tis true, but what soldier or man does not. but I wish it as a means to an end to be accomplished. I will not deny that I have a pride as a soldier for my grandfathers fought for our Independence under General Washington. my first lessons as a soldier were under G. W. Morgan. Col of the 2nd Ohio Rgt in Mexico, as a private for one year. at our discharge we organized the regiment over and I went back for during the war and was a sergeant and served untill peace was made. at the breaking out of this rebel war I assisted to raise one Company for 3 months service and one for 3 years at Cairo, and was Elected 1st Lieut and, was Commisioned by your Excellency

&lt;hr /&gt;
&lt;p&gt;Now sir I should like to wear the Eagles a while as a means to an end. the end is this, in confidence. with the assistance of others, I intend to establish an unconditional paper at Cairo this summer or next fall, and devote all my time and energy to the reestablishment of our union, and to its perpetuation. as a resigned Lieutenant. I think I would not have the advantage that I should have as though I had been a Colonel: now if I could have that I would be forever gratefull to you, and and repay you as my Patron. in the best manner you would require as far as I was able. I will do all I can. believe me.
&lt;/p&gt;&lt;p&gt;as I understand there are to be three more Regiments organized. if I could have Command of one to be stationed at Cairo, I truly blieve it would greatly aid me in our projected Enterprize of the paper. and some things more besides.
&lt;/p&gt;&lt;p&gt;I think I can give you assurance that when I am placed at the post or on other duty that I obey orders I will refer you to my late. Lt. Col. Thos. H.
