you can place me in the army, I should prefer the Quarter-Master's Department; but I am willing and anxious to go anywhere, and do anything so only I can be useful to my country, and earn a support for my family.

Please let me hear from you by return mail - address me at St. Louis, as I shall remain here until I get your answer - and, for God's sake, do the best for me that you can.

you can place me in the army, I should prefer the Quarter-Master's Department; but I am willing and anxious to go anywhere, and do anything so only I can be useful to my country, and earn a support for my family.

Please let me hear from you by return mail - address me at St. Louis, as I shall remain here until I get your answer - and, for God's sake, do the best for me that you can.

Very Respectfully

I am well acquainted with all that region of country near the present location of the Confederate army and the country lying between Alexandria and Warrenton, I propose to visit that section gather all the information possible which may be of service to the Federal Government and report the same to Headquarters I am satisfied in my own mind that I can gather information which will be of great benefit to our commanding officers when the next attack is made and I am willing to take the risk on my own head of being detected by the confederates. As a matter of course it would not be known to but few here that I was acting in the capacity of "spy". I have hinted the matter only to S.D. [Merserve?] and James H Steel Esq of this place who like myself deeply deplore the result of the late battle. All that I require is the necessary funds to pay travelling expenses &c and am ready to start at a moments notice

I should like to be of some Advantage to the Government in the present struggle and an idea suggested itself to my mind to day which I have thought proper to lay before you.

With respect I am yrs &c

To His Excellency

Richard Yates Esqr

Governor of Illinois

Springfield

Sir

In April last when the war broke out, in fact a little while before the Presidents proclamation, I wrote you from Chicago, where I reside, asking an appointment to some field office in any regiment of volunteers going out from this state to serve our country.

Some short time after I wrote I met you at Springfield when you did me the honor to say that you would entertain my application favorably.

Since then I have been serving as Captain in the 12th Regiment, 1st Brigade, part of the time at Caseyville and part of the time here in Cairo. The time for which we at first enlisted expires Aug 2d at which time we shall, of course, be mustered out. I have enrolled myself with a company to serve for three

years and shall be mustered in again as soon as mustered out and am determined to serve as Captain through the whole war unless, indeed, I should be so fortunate as to be promoted or advanced by you. The office I now hold, and expect to hold, is a good one but a field office of Major, Lieutenant Colonel or Colonel is better. a soldier always lives upon advancement or hope of advancement. I indulge in that hope and depend upon you for the advancement.

My object in writing you now is to say that I am still an applicant for such an appointment if there be any office unfilled and if you think me fit to fill it. I would remind you that I served nearly two years in Mexico. I have, within the last three months service, refreshed my memory in all I learned there and am now fitter for a high office than I was at the out-break of the civil war. Further, on my first applying I brought a good letter from your friend Dr Dyer of Chicago and was otherwise favorably noticed. I mention

these facts for fear that you may have lost sight of me and my recommendations.

There are quite a number of Brigades and Regiments filling in the state to which you must appoint field officers. I should esteem it a great favor to receive any such an appointment at your hands.

Your Obdt Servt

James R. Hugunin

Governor of Illinois

I beg leave to respectfully represent to your Excelency, the destitute condition of this Town and vacinity, and the perilous situation that we occupy in consequence of the Beligerent attitude assumed by our neighbours in Northern Kentucky, they are all the time recruiting and raising companies for the aid of the South, and we know not what day or night we may be attacked by them in this portion of the State where nothing but the Ohio River intervenes between us and the rebbels. it would be very easy for them to bring a company of their volunteers over here before the started them South, and burn and destroy our Town, and Kill off its defenseless citizens, which the have threatened to do.

We have a home guard organized, and there has been a company of volunteers raised here whos services will be tendered your Honour this week, and if they are accepted, and ordered away we will be in a still more defenceless condition.

I will give you ample security that they will be returned when called for. For the truth of my statement, and loyalty to the government, I refer to Col J C Sloan surveyor of the post of Cairo. And to Gen Prentis commandant at the same place, and Jno Olney at or near Cairo
