I thank you sincerely for your kind recommendation and I only regret that Mr Lincoln did not appreciate the services I was vain enough to imagine I had rendered the party - but so be it. Disappointment has only made me a more faithful

&lt;p&gt;and enthusiastic supporter of our Cause under the firm conviction that merit will find its reward sooner or later.

Judge then my disappointment when I discovered that Mr Lincoln refused to honor my application to be appointed Agent for the Sioux Indians. I have come to the conclusion that politics are mighty uncertain - but to the subject of my letter.

&lt;/p&gt;&lt;p&gt;I have had an interview with Mr. Morrison, and he frankly stated, a very considerable proportion of the men he could raise for the proposed regiment would not be willing to enlist with the prospect of having Judge Niles at the head of it; that he himself had some pride for the first place, and did not think Judge Niles would consent to take the second, nor would he (Morrison) feel comfortable as Colonel with the Judge in a subbordinate position; that he liked Niles as a man and believed he would make a brave and efficient officer, &amp;amp;c. &amp;amp;c. I therefore considered it impolitic to attempt any further negotiation with a view of bringing Niles and Morrison to work together. Neither Morrison or Niles can object to my course, and I am very sure the Judge will not have any just cause to complain of your Excellency for the position you have assumed in the premises.
&lt;/p&gt;&lt;p&gt;Morrison seems to be very favorable to my holding a commission in his regiment and expressed his entire confidence in my ability, and in the certainty of our agreement.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;He also assures me the democrats of his region, and acquaintance, would be well satisfied with me as an officer.
&lt;/p&gt;&lt;p&gt;I found Morrison fully alive to a sense of the important duty he has assumed, and I believe he is posse'd of sufficient military knowledge and a will to enable him to acquit himself with credit and contribute much assistance to the Government.
&lt;/p&gt;&lt;p&gt;The prospect is very flattering for an early completion of the regiment.
&lt;/p&gt;&lt;p&gt;Morrison expressed much good feeling for your Excellency (spoke of the kind manner in which you treated him) and said he did not doubt of being able to agree with you in regard to the other appointments for the regiment. He wished me to say to you, however, he will be greatly obliged to you if you will not come to any definite conclusion in regard to the other officers to be assigned to it until he can have another interview with you in regard to the matter; and he hopes to see your Excellency the first part of next week. His suggestions will then be respectfully submitted. In the meantime we shall both be engaged in pushing on the work in hand.

&lt;/p&gt;&lt;p&gt;Dear Governor:
&lt;/p&gt;&lt;p&gt;I have had an interview with Mr. Morrison, and he frankly stated, a very considerable proportion of the men he could raise for the proposed regiment would not be willing to enlist with the prospect of having Judge Niles at the head of it; that he himself had some pride for the first place, and did not think Judge Niles would consent to take the second, nor would he (Morrison) feel comfortable as Colonel with the Judge in a subbordinate position; that he liked Niles as a man and believed he would make a brave and efficient officer, &amp;amp;c. &amp;amp;c. I therefore considered it impolitic to attempt any further negotiation with a view of bringing Niles and Morrison to work together. Neither Morrison or Niles can object to my course, and I am very sure the Judge will not have any just cause to complain of your Excellency for the position you have assumed in the premises.
&lt;/p&gt;&lt;p&gt;Morrison seems to be very favorable to my holding a commission in his regiment and expressed his entire confidence in my ability, and in the certainty of our agreement.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;He also assures me the democrats of his region, and acquaintance, would be well satisfied with me as an officer.
&lt;/p&gt;&lt;p&gt;I found Morrison fully alive to a sense of the important duty he has assumed, and I believe he is posse'd of sufficient military knowledge and a will to enable him to acquit himself with credit and contribute much assistance to the Government.
&lt;/p&gt;&lt;p&gt;The prospect is very flattering for an early completion of the regiment.
&lt;/p&gt;&lt;p&gt;Morrison expressed much good feeling for your Excellency (spoke of the kind manner in which you treated him) and said he did not doubt of being able to agree with you in regard to the other appointments for the regiment. He wished me to say to you, however, he will be greatly obliged to you if you will not come to any definite conclusion in regard to the other officers to be assigned to it until he can have another interview with you in regard to the matter; and he hopes to see your Excellency the first part of next week. His suggestions will then be respectfully submitted. In the meantime we shall both be engaged in pushing on the work in hand.

&lt;/p&gt;&lt;p&gt;I know but little of what is expected of me and will be much obliged if you will give me full information.
&lt;/p&gt;&lt;p&gt;Have any companies been received intended for this Regiment.
&lt;/p&gt;&lt;p&gt;To whom shall companies after this report. My design is to go through all the counties in Southern Illinois, and urge the formation of cavalry companies, and unless instructed otherwise shall direct that they report to your Excellency and rendezvous at Springfield 
&lt;/p&gt;&lt;p&gt;Some authority may be required to transport them at the public expense over Rail roads and down the Ohio River, and possibly for their subsistence after leaving home and prior to

&lt;/p&gt;&lt;p&gt;I was informed by Mr Kirkham that Col Cavanaughs Regiment was intended to be stationed for a time on the Bank of the Ohio river to keep the peace between Kentucky and Illinois
&lt;/p&gt;&lt;p&gt;I think this eminently wise and that there is at this time a necessity for such a Regt. at Shawneetown or Metropolis. The smouldering fire is ready to burst out in that part of Kentucky opposite Illinois.
&lt;/p&gt;&lt;p&gt;Would it be proper for me to have a pass over the Illinois Central from Cairo to Sandoval and over the Ohio &amp;amp; Mississippi R R from Sandoval to Vincennes, I shall travel over those roads several times to get up Companies for the Regiment, and will of course incur a good deal of expense otherwise

&lt;/p&gt;&lt;p&gt;I have the honor to acknowledge receipt of your letter of 3d inst; and to state in reply, that I have no knowledge of the warrants referred to by you as entrusted to Mr A. B. Ives as the same have never been presented by him for my receipt. Mr Ives did present to me some weeks since an amount of Treasury notes corresponding to the sum for which warrant No 5,691 appears by your letter to have been issued, which notes Mr Ives claimed were for "swamp land indemnity" and belonging to Livingston County under the laws of this state, and being satisfied of this, I indorsed the notes in order that the same might be realized for Livingston County of which Mr Ives is agent in the matter of swamp lands.
&lt;/p&gt;&lt;p&gt;Mr Ives' residence and address is Bloomington Illinois. I trust and have no doubt that he will be able to explain his action in this matter satisfactorily to your department.

&lt;/p&gt;&lt;p&gt;I have the honor to acknowledge receipt of your letter of 3d inst; and to state in reply, that I have no knowledge of the warrants referred to by you as entrusted to Mr A. B. Ives as the same have never been presented by him for my receipt. Mr Ives did present to me some weeks since an amount of Treasury notes corresponding to the sum for which warrant No 5,691 appears by your letter to have been issued, which notes Mr Ives claimed were for "swamp land indemnity" and belonging to Livingston County under the laws of this state, and being satisfied of this, I indorsed the notes in order that the same might be realized for Livingston County of which Mr Ives is agent in the matter of swamp lands.
&lt;/p&gt;&lt;p&gt;Mr Ives' residence and address is Bloomington Illinois. I trust and have no doubt that he will be able to explain his action in this matter satisfactorily to your department.
