Volunteers, - a Station being offered fitting my experience in military matters - compared with other appointments -- I make the following extract from Capt Cullums Register of Officers and Graduates of the U. S. M. Academy - Edn of 1850 - viz "George W. Long Promoted Bat 2nd Lieut, 1st Artillery July 1st 1824 - 2nd Lieut 4th Artillery July 1st 1824 - Instructor of Mathematics Artillery School of Practice Fort Monroe Va 1825-26 - Acting Asst Professor of Natural Experimental Philosophy Military Academy from Aug 1st 1828 to Feby 1st 1829 - First Lieut Feby 2nd 1832 - Resigned Dec 31st 1835 - Chief Engineer of Louisiana from 1835 to 1838 -
&lt;/p&gt;&lt;p&gt;Including four years cadetship, you can perceive that my connection with the Army was Sixteen and a half years - during which I served in the arms of Artillery, Infantry, Ordinance, Commissary, Quartermaster, Topographical &amp;amp; Military Engineers - the latter embracing near six years of the last of my Military life -- Since residing in this State now exceeding twenty-five years I have at sundry times been engaged in civil engineering the last of which was on the U.S. [illegible] of the [Ill. Long Promoted Bat 2nd Lieut, 1st Artillery July 1st 1824 - 2nd Lieut 4th Artillery July 1st 1824 - Instructor of Mathematics Artillery School of Practice Fort Monroe Va 1825-26 - Acting Asst Professor of Natural Experimental Philosophy Military Academy from Aug 1st 1828 to Feby 1st 1829 - First Lieut Feby 2nd 1832 - Resigned Dec 31st 1835 - Chief Engineer of Louisiana from 1835 to 1838 -
&lt;/p&gt;&lt;p&gt;Including four years cadetship, you can perceive that my connection with the Army was Sixteen and a half years - during which I served in the arms of Artillery, Infantry, Ordinance, Commissary, Quartermaster, Topographical &amp;amp; Military Engineers - the latter embracing near six years of the last of my Military life -- Since residing in this State now exceeding twenty-five years I have at sundry times been engaged in civil engineering the last of which was on the U.S. [illegible] of the [Ill. The experience in St. Louis, where Fremont has authorized the making up of several Regiments at the same time has shown the great impropriety of such as course.  He has now some ten fragments of Regiments, and not one full yet.  He has now issued an order to consolidate them thereby disappointing a great many men, and in fact imposing on some, who enlisted under particular men as officers, who are now thrown out. I would suggest not to commission Gov. Hoffman to raise men, until my Regiment is full.  I will get this week two fine Companies from Sigels former Regiment (Illinoisans) who have fought at Carthage &amp;amp; Springfield, but who prefer now to enroll in Illinois. I expect to have at the end of the week some 6 Companies in Camp.  I have offers of parts of Companies from various parts of the State but it takes time to consolidate them and fix them up.  Direct the Adjutant General to send me a certain number of Passes, the names of Captais to be left blank.  I have an immense trouble with the Railroad unless I have such passes.  There is no telegraph office open

&lt;/p&gt;&lt;p&gt;I understand that Gov. Hoffman offers to make up another German Regiment. The experience in St. Louis, where Fremont has authorized the making up of several Regiments at the same time has shown the great impropriety of such as course.  He has now some ten fragments of Regiments, and not one full yet.  He has now issued an order to consolidate them thereby disappointing a great many men, and in fact imposing on some, who enlisted under particular men as officers, who are now thrown out. I would suggest not to commission Gov. Hoffman to raise men, until my Regiment is full.  I will get this week two fine Companies from Sigels former Regiment (Illinoisans) who have fought at Carthage &amp;amp; Springfield, but who prefer now to enroll in Illinois. I expect to have at the end of the week some 6 Companies in Camp.  I have offers of parts of Companies from various parts of the State but it takes time to consolidate them and fix them up.  Direct the Adjutant General to send me a certain number of Passes, the names of Captais to be left blank.  I have an immense trouble with the Railroad unless I have such passes.  There is no telegraph office open

Mr. Lincoln, knowing him personally, has appointed him Brigade Commissary with rank of captain--  I very much desire that he shall be permitted to preserve his rank, and if required to do any duty other than that to which he is appointed as for instance Aid to Genl Pope, that you will assign him to such special duty so that he will still retain his rank. 
&lt;/p&gt;&lt;p&gt;I must ask your indulgence for being anxious in this matter and plead as my apology the fact that I regard Mr. Butler as a

I recommended him to Genl but found that the General had already discovered in him ability of a high order and had determined to place him on his staff.  In any enterprise requiring trust, responsibility, prudence, tact, energy and courage I could consider his services invaluable. 
&lt;/p&gt;&lt;p&gt;He is the son of our able State Treasurer and he and myself are especially anxious to secure for him your kind attentions and regards.  Should it be inconsistent with your view for him not to retain at least his present rank as Captain, we could take care of him well in this State and secure for him a position much higher than that he now holds, but we feel very anxious that he should be under your direction, if he can have such opportunities of rendering effective service for which we believe he possesses ample qualifications if properly directed &amp;amp; matured.

Mr. Lincoln, knowing him personally, has appointed him Brigade Commissary with rank of captain--  I very much desire that he shall be permitted to preserve his rank, and if required to do any duty other than that to which he is appointed as for instance Aid to Genl Pope, that you will assign him to such special duty so that he will still retain his rank. 
&lt;/p&gt;&lt;p&gt;I must ask your indulgence for being anxious in this matter and plead as my apology the fact that I regard Mr. Butler as a

I recommended him to Genl but found that the General had already discovered in him ability of a high order and had determined to place him on his staff.  In any enterprise requiring trust, responsibility, prudence, tact, energy and courage I could consider his services invaluable. 
&lt;/p&gt;&lt;p&gt;He is the son of our able State Treasurer and he and myself are especially anxious to secure for him your kind attentions and regards.  Should it be inconsistent with your view for him not to retain at least his present rank as Captain, we could take care of him well in this State and secure for him a position much higher than that he now holds, but we feel very anxious that he should be under your direction, if he can have such opportunities of rendering effective service for which we believe he possesses ample qualifications if properly directed &amp;amp; matured.

I had the honor to receive your telegram of Saturday (though not until late last night), and also that of today, tendering me the colonelcy of a Regiment of Illinois Volunteers.  I replied by telegraph that I could not accept though I regretted it very much.  It would be improper for me to dismiss so flattering an offer from your Excellency without explaining my reason for so doing.  The regiment to which I have belonged since the beginning of this war is being converted into a light-artillery regiment.  The work we have undertaken is a very great one, and will demand the united efforts of all engaged in it.   Therefore, although my position in the regiment is a subordinate one, I do not feel at liberty to abandon
