Yates---Sir:---I have been trying since we arrived at this point to get a transfur from Col Palmer I have had two good offers from two different Colonels but the Colonel will not grant me a furloug to make the arrangements that are required. He says that if I can assure him that I can get a Commission he will give me a transfur Col Birge of St. Louis who is one that I refer to above telegraphed Col Palmer giving him assurances to the efect that if he would give me a transfur to his Reg't that I would get a commission but the Col is not yet satisfied Govenor I want you to get me a Commission If it is necessary I can send you certificates of my character as a soldier and proficiency in drilling men &c &c &c from Col Palmer Capt [Cane?] & others The office that I have now pays but very little and the condition of my affairs at home require that I should get more pay A. I know & think I appreciate to some extent at least the agrevation and vexation attending the constant application of individuals for every appointment within your gift. And have resolved that I will not be persuaded to ask of you another similar favor. Dr. J. W. Tuttle is a large stout healthy man of good habits & practical ability My Family Physician and every other Physician of our place express the utmost confidence in him as a practical Surgeon I saw him at a Coroners inquest over a Body killed in drunken [Shelaly?] fight. And to all appearances he was fully adequate to conduct the examination & give a minute detailed account of cause & effect. The Dr. desires to go into active service. Wants an oportunity not only to dress the Limbs of Wounded Soldiers. <hr /> but if opportunity presents to try the effect of cold lead on some Reble. Clark. E. Carr says his Bro Col. E. Anna Ills Sept 30th 1861 Hon Richard Yates Dear Sir please pardon me for this communication my self and son furnished a small lot of Lumber for the purpose of building shanties for our troops at this place Mr Webster said the money would be ready as soon as the lumber was delivered but owing to some disappointment in obtaining funds he left without paying for the lumber he was here some time after and recd power of attorney to collect for several of our citizens he said he woul forward the money or vouchers but we have never heared from him upon that subject since <hr /> I do not know who to write to upon the subject nor do I know where Mr Webster lives I know the whole matter is to some extent under your controll you would confere a favor upon many others as well as your old friend by writing me upon the subject and making some arriangements for us to get our pay I have written to Gen McClernand and Col Logan to know if they could give me any imployment in the army and take this opportunity of asking your assistance I have no claims upon you more than any other one of your personal friends have, but I am sure you could not confere a favor upon a more sincere and devoted personal frind and I always found you willing to help me when I called on you <hr /> in gone by days I have been nursing a sick family near three years and compelled to stay at home near all my time and could not have joined the army if I had been ever so anxious and able. I am too old to carry a musket and not well enough acquainted with tacticks to command a company without more tim than I would now have to learn. With S. Noble letter (no date) Camp at Ft. Massac September 30, 1861 To His Excellency Gov. Yates I have written you once in reference to the appointment of a major or majors in my Regiment. I hope before you make the appointment, you will notify me and let me recommend one at least. It is of the utmost importance to the Regiment that we have the right kind of men for officers. I have one of the best Regiments in the service and I am very anxious to have it the best. Give me good officers and I promise you that you shall never be ashamed of us. For one of the major I want Henry L. Noble he is now Captain of Company A in the 13th Regiment. He has had considerable experience and would suit me better than any man in the state - I would like if you appoint two to have the other appointee from the Regiment as are two or three captains well qualified. If you can possibly do so appoint Captain Noble and I will be under renewed obligations to you. With him and the officers I now have I should be willing to undertake anything that would be reasonable for any Regiment to undertake. We are getting along very well. I hope before you make the appointment, you will notify me and let me recommend one at least. It is of the utmost importance to the Regiment that we have the right kind of men for officers. I have one of the best Regiments in the service and I am very anxious to have it the best. Give me good officers and I promise you that you shall never be ashamed of us. For one of the major I want Henry L. Noble he is now Captain of Company A in the 13th Regiment. He has had considerable experience and would suit me better than any man in the state - I would like if you appoint two to have the other appointee from the Regiment as are two or three captains well qualified. If you can possibly do so appoint Captain Noble and I will be under renewed obligations to you. With him and the officers I now have I should be willing to undertake anything that would be reasonable for any Regiment to undertake. We are getting along very well.
