Horsman of this City who desires the appointment of Quartermaster in some regiment where you can bestow it. Hovey's regiment was ordered to leave here he was wanting one company of being full, and it was promised me that I would consent to the transfer of one of my companies I should in lieu thereof have the company of Capt. Herrick permanently assigned to me. This pledge was made repeatedly by Governor Yates, Adjutant General Mather and by others acting for them. I consented to this arrangement in good faith fully believing and trusting that it would be carried out. Even without this pledge upon the part of the State it does not seem right that I should be compelled to give up my companies to fill other regiments, especially when I am asked to fill my regiment without any assistance from the state.
