&lt;/p&gt;&lt;p&gt;Our board of supervisors at a special Session held last may appropriated Ten Thousand Dollars ($10,000) for "war purposes" so much of said appropriation as might be needed to the amount of Two Thousand Dollars ($2000) was specially appropriated to assist in inlisting soldiers and procuring the necessary out fit and supplies not then furnished by the State
&lt;/p&gt;&lt;p&gt;There has been some 8 or 10 companies of infantry and cavalry sent from this county.  The board of Supervisors paid $400. towards uniforms for Capt Ellis Co raised under the [Ten?] Regiment
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;they have also expended some $800 in furnishing board to recruits for a few days Each after being mustered into the companies. prior to their leaving for the state encampments vouchers for which have been signed by the Captains of the several companies
&lt;/p&gt;&lt;p&gt;we do not desire to get rid of paying any part of the $10,000 appropriation, but if we can recover back from the state so much as we have paid out for the above purposes or any part thereof, there will be so much more of our fund to be applied to its leading object, to wit, the support of the families of the volunteers from this county.

As Dr Burke the Surgeon of this Hospital was sick, he requested me to take charge of it for the present, to which I assented, in hopes a Regiment might offer. Though Dr Burke was recieving 280 dolls pr month as Brigade Surgeon, I can only get 100 for the same services.  As no Regiment offers here, may I ask of you to give me a Regiment if in your power?  I have

&lt;p&gt;refrained from troubling your Excellency, because of the press of business demanding your attention, and would not do so now did I know any other course to pursue. The regiment was at first organized and mustered in as a three months regiment and was mustered out of the service Aug 1. at Cairo, their term of enlistment having expired. On the same day (Aug 1st) the regt was mustered in again for the term of "3 years unless sooner discharged", Previous to our being mustered in the second time, elections were held, by order of the Colonel, for Company officers, in some companies the officers were changed but I was re-elected as was, also, my two Lieutenants.
&lt;/p&gt;&lt;p&gt;In the first organization I was the senior Captain, it was partly decided by lot and I won it. In the second organization I am also the senior Captain by having had a previous commission of oldest date.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;At the time of the new election for Company officers there was no election held for Field Officers, that was deferred until Sept 24, nearly two months after we were mustered in the second time. The old Field officers retained their offices: - viz John McArthur Col. Augustus L Chetlain Lt Col and William D Williams Major.
&lt;/p&gt;&lt;p&gt;On the 23d Sept Col McArthur ordered an election for Field officers, but Maj Williams protested against an election for Major as there was no vacancy of that office, he was, however, subsequently: - Sept 25th - prevailed upon to withdraw his protest and then resigned, his resignation was accepted by Maj Genl Fremont to take effect Oct 1st '61. At the election spoken of Caps A. C. Ducut received 20 votes, S R Metmore (regimt Quarter Master) received 3 votes and Maj W D Williams received 2 votes. I received 3 votes. - there was only 28 votes cast in all.
&lt;/p&gt;&lt;p&gt;The law in regard to filling vacancies in the Volunteer regts is not very clearly understood by us soldiers, some think they are to be filled by elections. - others are of opinion that they are to be filled by your appointments and, still others, are of opinion that they are to be filled by promotions from seniority. The latter is the manner directed by the Army Regulations and we are considered in all respects as belonging to the U. S. Army.
&lt;/p&gt;&lt;p&gt;The position of the Field officers in our regt
&lt;/p&gt;

&lt;p&gt;was peculiar to the 1st Brigade along. From the fact that they were mustered out of the service Aug 1st did it make those positions such as were to be filled by yourself as original appointments? In the election for our Field officers held Sept 24th there was no vacancy in the Majority as, the then occupant, averred, he tendered his resignation Sept 25. and it took effect Oct 1st, the election was, therefore, one day or six days too early.
&lt;/p&gt;&lt;p&gt;The inferences to follow from my statements here made are. - If the offices are elective, and if the election of Sept 24th was properly held, Capt A. C. &lt;/p&gt;&lt;p&gt;When I first suggested to the Govr. the idea of my undertaking to form a regiment, there were three companies enlisting here and there seemed to be a pretty general expressed opinion that if I would take hold of the matter, a regiment could be got up in this vicinity in a very short time. I have no doubt that I might then have succeeded very Easily, but those companies have since united with other regiments. it would be much more uncertain now. It is very possible, &amp;amp; indeed very probably that another regiment can be collected here in a reasonable time, &amp;amp; as near as I can judge, very few persons in this section would be more likely to succeed, than myself but I think it scarcely worth while for me to undertake it on condition. I have no desire to act in the matter, merely for the sake of making a figure; I did not ask or expect the Gov. to give me an appointment merely to gratify or benefit me; unless the condition of the country is such as to make it apparent that I might be useful beyond peradventure. I do not conceive it to be my duty to engage in that direction

&lt;/p&gt;&lt;p&gt;Your requisition on the Executive for an Order on the Adjutant General of this State to assign a Company commanded by Capt. Krumme now attached to the 46th Regiment, Coll John A Davis, to the 43rd Regiment Col Raith and your letter explanatory thereof, are receive and duly considered.
&lt;/p&gt;&lt;p&gt;Referring you to my letter of yesterday for the reasons, I reply respectfully, declining to make the order, promising however, on the returning of the Governor to lay all correspondence, between us, before him.  In relation to the power of the General Government to order troops as “soon as enlisted” without reference to [illegible] either the organization of companies or regiment has been completed, I submit that a discussion of that
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;question is not now necessary as I understand the Secretary of War has directed that the organization of companies and regiments shall be conducted under the direction of the Governor's of the respective loyal States.  If so, the duties thus enjoined upon the Governors, implies the right to determine the manner, and time of the organization, always to be exercised, of course, with reference to the necessities of the public service.  How Illinois has discharged that duty, the record which she has made in the past few months will testify.
&lt;/p&gt;&lt;p&gt;The “moral cruelty” which you suggest, would be inflicted by declining to detach Capt Krumme's Company from the 46th, and assigning it to the 43rd I think is overestimated.  The four companies of the 46th came from Stephenson County and the 43rd principally from St Clair County, distant about two hundred and fifty miles, and if there is such an attachment existing between the respective companies of these regiments, as you intimate, could not this “moral cruelty” be as well avoided by detaching companies from the 43rd and attaching them to the 46th as well as the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;reverse.   I doubt not, both these regiments can soon be filled up and ready for service, and deem it better for both that a reasonable time should be given for that purpose.

&lt;/p&gt;&lt;p&gt;Within the last few days Col Turner who was mustered into service one day before me claims Seniority on that ground.  My impression is and was that you ranked us and mustered our regiments and that this was and is conclusive
&lt;/p&gt;&lt;p&gt;According to the order of the War Department of 26th Aug 1861 which is [illegible] to be applied was Turner would be the Senior Col of the State and myself and Wyman who were mustered on the same day would have to draw lots for the Second place  The question is important now for upon it depends whether Col Turner or myself shall command a Brigade
&lt;/p&gt;&lt;p&gt;Be good enough to inform me what is the real state of this question and if this order of the 26 Aug prevails it overrules your action and makes Cook Oglesby &amp;amp;c junior to many of us  Our regiment is in fine health and we are ready for work

&lt;/p&gt;&lt;p&gt;Gov Richard yates with tears in my eyes and almost a broken hearted woman grant or do me the kindness as i am a poor heart broken woman about my son that was stolen or [illegible] away by capt mumford or second Lieutenant took to [illegible] in the cavalry company from Robinson his name is Bruce Hamilton he is 16 years the last day of August 1861 I have got thre Boys in the army without him 1 23 another 21 the other i think they [have?] but [illegible] some wagonseller got him to help him to save some soldier as he said he is a [Twin?] Boy never [stayed?] a way a knite before he went to cut corn for him they got him a horse run here on lie fore the company a young boy is easy persuasion i think it unfair i have not knowed myself asleep since he left he has been gon 7 days
