</p><p>Sir I hereby authorize you to raise a company of sharpshooters for one of my regiments and to report with the same to me at this camp with as little delay as possible. You will have every man completely examined by a competent surgeon and under no circumstances will you accept any but strong able bodied men. Neither will you muster in any private who has not made a string of ten shots at rest with globe or telescopic sights at two hundred yards not exceeding fifty meters or the same string at one hundred yards with the common open sights. Camp and garrison equipage uniforms etc will be furnished here also superior rifles, with sharps improved breechgate, cast steel barrel, patched ball, double triggers rifle stock all complete and in the best manner made to order and in my judgment greatly superior to any guns you can bring for this branch of the service. I shall endeavor to put all companies from the same state in

</p><p>The above is a copy of an authority from Col Berdan to me to raise a company for his brigade. I hereby apply to you 1- for a commission as captain or an order therefore according to the practice in such case. 2- for permission to recruit men in this state for said company. 3d for subsistence & clothing for my men and an order to have my men submited & quartered in Camp Douglas; 4- for such aid in the way of passes &c as is by law given to recruiting officers.
</p><p>I take the liberty to add that the men who will enlist in this celebrated corps are those who will not volunteer in the ordinary regiments of the line. They are to be reserved for special services, such as their qualities fit them for. If they do not enlist in this corps their services will probably be lost to the country.
</p>

<p>Even if they should enlist in some regular regiment of the line their efficiency would not equal that which they will have when they are kept for this specialty. The enclosed correspondence of Col. Berdan with the War Department shows the importance attached to this corps by the Federal Government, and it should be the pride of Illinois to contribute our quota to a body of men whose services have already been of so immense value to our cause.
</p><p>I wish to have the company raised as an “Illinois Company” & to be branded as “Illinois troops” I would like to have such a permission from the Governor to recruit in both the military departments of the state as would excite public attention and create an interest in the movement and this not only because I would like to have the sanction of the Governor of Illinois to what I am already authorized to do but because I hope that no little credit will accrue to the state from the conduct of this Company

</p><p>The General commanding the first Brigade of Illinois Volunteers, takes pleasure in meeting to-day, those who conferred honor upon his command, by their gallantry and good conduct on yesterday. Few of you had before seen a battle. You were but imperfectly disciplined, and supplied with inferior arms. Yet you marched upon a concealed enemy, of superior numbers, on ground of their own choosing.
</p><p>You drove them steadily before you for two miles of continued fighting, and forced them to seek shelter in their entrenchments at Belmont, beneath the heavy batteries at Columbus. You drove them from their position, and destroyed their camp - bringing with you, on retiring, two hundred prisoners, two field pieces and a large amount of other property.
</p><p>Reinforced from Columbus, they formed in large numbers in your rear, to cut you off, while the heavy guns were playing upon your ranks. Fighting the same ground over again, you drove them a second time. A portion of the command becoming separated from the rest, made a successful and well ordered movement by another route, and returned to the river. After a day of fatiguing marches, fighting as you marched, having been nearly six hours actually engaged, you re-embarked, and returned to your camps.
</p><p>On looking along your ranks to-day, the commanding General has cause to mourn the absence of many of his gallant men - the victims of inexorable war. Some laid down their lives on the battle field, offering their blood freely, and giving their last and most glorious moments to their country. Others bear honorable wounds, and suffer more than those who died, yet, it is hoped, to resume their duties and win new honors.
</p><p>While mourning the dead, and offering sympathy to the suffering, the General commanding gratefully acknowledges his gratitude, and offers the thanks of a grateful country and State to the officers and soldiers of Illinois, under his command, for their gallantry and good conduct.
</p><p>When again called upon, he hopes to find you equally prompt, and better prepared, for battle, and for victory.

</p><p>I have been called upon by Col. J. H Bell of Chicago with letter of authority from the War Department to organize a Cavalry regiment in this State, subject however to my approval.
</p><p>I think the letter was given Col B. supposing that an arrangement would be made to consolidate his with a regiment I had previously authorized Lt Governor Hoffman to organize, Command of which to be given Col Arno Voss of Chicago, an experienced Cavalry Officer- a personal friend of Govr H. and by other most respectful authority highly recommended.
</p><p>The arrangement for consolidation cannot be agreeably effected and I am much embarrassed by the authority given Col Bell, inasmuch as in giving the power to Govr Hoffman I only exercised the authority given Governor of all the States to accept and regulate the organization of military forces for the General Government.
</p><p>Govr. Hoffman and his friends have organized some [Fine?] Companies, some of which are already in camp-the men have spent time and money, and the organization of Bells regiment alone would produce great disappointment and dissatisfaction in the districts they were recruited in. Under these circumstances and these before alluded to I have declined to organize Col Bells regiment at present.
</p><p>The whole matter, in my opinion could not be better reconciled than by the organization of two more regiments and I would respectfully ask you to authorize them and Cols Voss and Bell will be commissioned and regiments organized, I believe, with great advantage to the service.

The Department is still in the hands of the State because it is supposed (as I am lead to believe from several conversations with the State authorities) she can and will take better care of her troops than the U.S. I consider myself on duty here for the expected benefit of the Illinois Vols & if the Q.M. Dept. were in my hands I should consider myself bound to answer all proper requisitions made by you for their comfort, and in their care where the U.S. could not give the assistance required, owing to want of necessary law or regulations the State [illegible] still have

<p>it in her power to give it, and the more easily, if she were relieved from the pecuniary obligation that her present position necessitates. If the wants of the State so far as my Department is concerned, are supplied by me it does not prevent you from appointing as many agents, as you may deem proper, to see that the Illinois troops are properly cared for no matter where they may be stationed & their agents would be of great assistance in furthering the objects of the Federal Government. I am willing to take the contracts, that have been made by the State, for all Quartermaster supplies, through Q.M. General [Ward?] presuming them to be reasonable & in compliance with regulations, this remark more particularly applies to the clothing contract as I have personally examined the clothing & find it up to the Army standard. I will also take the supplies on hand, if good enough for the troops, paying for them what the State paid, and I am further willing to send the supplies wherever you may desire and would be pleased if you sent your own agents with them to see that your wishes
