Dr. D. Skilling,

Winchester Ills.

Dear Sir:

In reply to your letter in behalf of the Ladies of the Soldiers Aid Society, the state has provided no way for the transportation of donations, to our volunteers. The only way these expenses can be paid is to keep an account of the same, & file a bill therefor with Army Auditors, which, the Gov. [illegible] me today, he will cheerfully approve & recommend the payment of.

I enclose you a pass for the individual you may select to accompany your supplies -- if not required for that purpose, please return immediately to me here. Wishing the patriotic & benevolent enterprize of our ladies every success

I remain Dr Sir, very [truly?]

[Illegible] Secy. to Gov.
