Dear Sir:

You telegraphed me that Captain Dunlap Brigade Qr Master, Gen McClernand's Brigade had not had a settlement with your Department. I suppose you did not get, or perhaps I did not properly convey, my idea.

I desire to know whether he had accounted to the United States for Twenty Five thousand dollars ($25,000.) which he received from the Treasurer of the State of Illinois, in United States Treasury Notes, and whether that amount does not stand to the Credit of the State of Illinois as having been charged to him on his accounts.


He received some Two hundred and forty thousands Dollars ($240,000), I believe, on his accounts, and had himself charged in your Department with the Twenty Five Thousand Dollars ($25,000.) advanced to him by the State. I enclose herewith a copy of his statement to me. As I desire the adjustment of this sum, you will confer a favor by informing me how the matter stands, as between the State and the United States.
