Governor State of Ill.

Dr. Sir,

I herewith transmit several letters, recommendatory of Mr. John B. Turchin for the Colonelcy of the 19th Regiment Illinois Volunteers. It was my intention to have delivered them to you personally, together with various documents now in the hands of Col. Turchin, received by him from the Russian Government, as evidence of his qualification for the place, but was prevented by accident. However, you have promptly responded to our wishes, as communicated by Telegraph, and for which we sincerely thank you. I have every reason to believe that


Col. Turchin is the right man & will do credit & service & honor to the State. Permit me to request that his Commission be made out, (or procured if from the general Government,) as soon as practicable, as the men are impatient for a head to bring them into proper discipline.

I would be much gratified, if consistent, to learn your intentions respecting the equipments of this Regiment & when & where they will be received - with a view to continue the good feeling now prevailing in the ranks & to aid in the matter if necessary.
