Dear Sir.
Your letter regarding pardon of James Phillips has been received but The Governor has been so busy during the last few days that he [illegible] to take action on it. He left this morning for Washington and will return in two weeks.
In the mean time it would be well if you could [receive?] a letter from the Judge before whom Phillips was tried recommending his pardon, and I think there will be little difficulty in obtaining it.
