The bearer Mr Donald Manning goes to Memphis for the purpose of attending on his brother a member of the 124th Ills Regt who is confined in hospital at Memphis.

Mr Manning is a loyal citizen of this State, and I would request you as he is a poor to render him any assistance in the way of free transportation on a Government boat, which may be in your power.
