Hon. Richard Yates

Dear Sir

Will you please inform Col. Gridly what disposition was made of my application as Med Examiner for sick and disabled Soldiers who are home on Furloughs and who are unable to return. Since I saw you I have been extending the Furloughs of such soldiers. But I think it would be much better if I was appointed. That such provisions should be made for the soldiers I have long been satisfied. It must be apparent to anyone who will reflect for a moment that such should be the case. It is much better for the soldiers to remain home 20 or 30 days or if necessary longer in order that he may return and be of service to the Country. And they can improve much faster with kind and dear Friends and proper Medical treatment than for them to return to the Hospital or their Regiment. If I could be appointed as Medical examiner for the District I think I could perfect a plan that would be for the benefit not only for the soldiers but for the Government. I have been in the Practice of Med for 25 years and I think I am prepared to know


if a Soldier is unfit for duty and I think I would act in good faith for both Parties. Soldiers are not in a condition to go to Springfield who are Feeble and Debilitated to report and it is useless to put them in the Hospital. Neither are they prepared to incur the expense of going from Home as most of them are in [shortened?] circumstances. I sent a certificate of Disability of a Soldier since I saw you to Col James Oakes and he returned it to me saying the soldier would have to go to his Regiment or to the nearest Hospital for treatment. I have extended the Furloughs of quite a good many since I saw you from 20 to 30 days owing to this Condition. The way I do is to give them a certificate of Disability and sending a Duplicate to the Regiment or Hospital in regard to their Condition and how long I think it will be before they will be fit for duty. I don't wish to bring myself into any trouble in doing so neither do I wish to bring the Soldiers into Trouble. Therefore I hope I may be appointed by the proper authorities in order to make the examination valid all around. Any references that may be required in regard to My Standing as a Practicing Physician I can furnish if required. let me hear from you and you will oblige Yours Truly
