I have the honor to acknowledge the receipt of your favor of Inst. in relation to Col. Dickeys arms. You are mistaken in supposing that the first lot of arms was forwarded by my order The regimental quartermaster of the 4th Illinois Cavalry gave a voucher, approved by Col. Dickey for the amount of the freight and I suppose that the Express Co will be satisfied with a similar voucher for the second lot. I informed Col. Dickey, that before any Q.M. could pay these extraordinary charges, that it would be necessary for him to procure the order of Gen. Ripley Chief of Ordnance, for the transportation of the arms by express. When this order is procured the charges can be paid.
