Dear Sir.

It is now openly avowed by the Democrats that they will resist the Conscription Their Leaders speak it out in their public addresses - Let me suggest to you that in case it should be met with armed resistance, that your raise troops from the Loyal Counties in the North of this State, for a limited period, to protect union men and to see that the Laws of the Land are executed in this and other Counties -

                               Respectfully
                                Uri Manly

Gov. R. Yates.
