U. S. Mississippi Squadron Flag Ship Black Hawk July 8th 1863

Sir:

Your communication in relation to the appointment of Frank Gregory to the position of Ensign has been received. I should be happy to oblige you if you feel any personal interest in the young man, but we have certain rules in these cases which are very easy to follow and from which I can not deviate. I give every one in the squadron a chance for formation, if they are properly recommended.

Mr. Gregory would have to serve as a Master's mate before he could be made an Ensign. There are many before him who have strong claims.

I have the honor to enclose you a General order on the subject of promotions &c.
