Dear Sir

The Regiment under my command (4th Kansas) has never been able to fill its ranks or companies in consequence of the inability of our state to furnish men enough for its several Regiments. Upon consultation with Col. Palmer, I have concluded to write you with a view to obtain your consent and aid in getting companies from Illinois. I am told that there are many scattered companies in the State not belonging to any regular Regimental organization. I of course could not expect to obtain them to the exclusion of Illinoisians from the officers. Fortunately my regiment is so situated that all the Field and Staff offices are vacant except my own (Colonel) and the adjutant - thought the latter could I think be made vacant. I have now some 400 men including a small battery and Co. of Cavalry attached. I also think the companies could be so amal-


gamated as to leave room for the introduction of at least 4 or 5 more. My anxiety to fill up the Regiment to the maximum is such that I would be willing to transfer it to your hands if it would be necessary in order to have it filled. We possess now some advantages not perhaps enjoyed by any other - to wit - that of being empowered to have mustered into U.S. service companies with less than the minimum number of rank and file. This is under a special order of the War Department. [Commands] have also been made specially by the same by which it will be completely armed and equipped.

I present to you this proposition and would respectfully request an answer as to your views. Should yhou feel inclined to gratify me, I leave the terms [illegible] to yourself. I do not know that I can present any greater inducements than those in your own power to offer to the companies. But being an Illinoisan myself I know of no other state to which I could so confidently resort at that from which I came - if the project met your approval.
