Sir –

Mr H.L. Higgins, a brother of Judge Van H. Higgins desires to enter the Service. He has had much experience as a soldier, & in my judgment has the qualities which will make him a useful & efficient officer. I have not the pleasure of knowing him very intimately, but if

he has the qualities of the Judge, it is very desirable that he should go into the service.

From my knowledge of him, & what I hear of him from reliable sources I cordially & earnestly reccommend him to you. I shall feel personally obliged if you will give him an appointment.
