Sir:

Learning that there are numerous incomplete companies at Camp Butler, it would be of great advantage to this Regiment and perhaps to the public service if the deficient companies of the regiment could be filled by assigning the men of the former (with a Lieutenant) to this Regiment. I want 240 men to fill my Regiment. Six companies have less than the minimum prescribed by law. If you can possibly send me some of these companies, or unassigned recruits, I will guarantee so far as lies within my province, a first or second Lieutenancy in the Regiment for every lot of 20 men or more.
