Dear Sir, learning that there is some prospect of promotion for Capt. James Rainey of the Ill, 15th, Regt, I cheerfully, & without solicitation on his part give him this humble note of approval.
Having been tolerably intimate with him during our long campaign through Missouri, & Tennessee, I have a most favorable opinion of his soldier like conduct & moral character.
Of his knowledge in Tactics & Military strategy, others will doubtless inform you who are Judges of it, but I heartily commend him as a consistent, practical man.
