Jacinto, July 29th 1862

Sir:

First Lieut Willis G. Whitehurst 38th Ills Vols being under orders for Springfield to recruit for this Regiment, I take the liberty of recommending him to your Excellency for an appointment as Major in one of the new Regiments now being enrolled.

Lieut Whitehurst has been constantly in service since the organization of his Regiment, and his experience and intelligence fully qualify him for the position sought. He has been ever faithful to his duties and I am confident will prove worthy of the trust for which I recommend him.
