The undersigned U.S. Officers at Cairo Ill. and vicinity beg leave to recommend to your favorable consideration Major Joseph W. Merril Provost Marshall of the District of Cairo and a citizen of Illinois for the appointment of Colonel of one of the new Regiments about to be raised in this State. Major Merrill is a gentleman of considerable Military experience thoroughly loyal and for the last eight months has discharged the delicate and responsible duties of Provost Marshal of this important Military District in the most unexceptionable


manner. All the Major's friends in the army would be much pleased to hear of his promotion and we feel assured that you could not appoint a more popular and competent officer.
