Govenor of the State of Illinois

Dear Sir

Allow me to introduce to your favorable notice Lieut. A. H. Dillon late of the 26th Ill. Infantry.

I know him to be sternly opposed to slavery on principal and a sound Union man. He seeks permission to raise a Regt of colored volunteers in the West. To this work I think him peculiarly adapted. He is kind, capable, brave and honest.

Anything you can do to aid him to accomplish his purpose will result, I have no doubt, in good to the country, and will gratify
