To his Excellency, Richard Yates, Governor of the State of Illinois. at Springfield Ills.

Before this letter will have come to hand your Excellency will have recd a letter from Chas Kinsey of this place. Of its contents I am unadvised, but judging of its import, I deem advisable that your Excellency should be informed of the fact that this man Kinsey did, on the morning of the 19th Inst. hoist above the top of his own residence, a campaign flag, bearing the inscription of "Douglas, Johnson & Nonintervention" - and that he refuses to take it down to the great annoyance of the Loyal Republicans with whom he has hitherto professed to act - and to the great delight of the sympathisers with Southern treason and rebellion in this Community. Mr. Kinsey cannot be ignorant of the fact that this act of his is a public repudiation of the legally constituted authorities of the United States, and the substitution of men in their stead, who have been legally and Constitutionally rejected by the American people at the ballot box. Mr. Kinsey is now expecting an appointment from Mr. Lincoln. I have notified Mr. Lincoln of his conduct.


With a devotion the union, the enforcement of the laws, & the suppression of rebellion, unsurpassed by any man, I am your most obedient servant.
