To his Excellency Governor Yates,

My Dear Sir,

If you have returned to Springfield as I suppose you may have done by this time, will you send me as soon as possible the papers, letters, & documents which you have completed as materials for the Biography? Either be so good as do this, or, what I should much better prefer, let one of the gentlemen of your staff come over here with them at once, and give me such notes from his own lips as I can make use of in the memoir. Mr. Loomis was good enough to say he would probably bring them but either of the two excellent good fellows I met with you, at the Tremont will do. There is no more time to be lost---not a day; and

P.S. If your officers are all busy I will come over at once.

My belief is that a very large sum will be made out of the [Laterno?] besides or rather without reckoning its political value.

I feel sure Ticknor & Fields of Boston will publish the memoir and I should like to do myself the honor of dedicating my forthcoming book to you, if you will allow me. It will have a wide circulation---will be printed, intact, both here and in England and will be out before the memoir of you can be got ready.

These are weighty considerations---all but my dedication offer---and I want to begin my work. Be sure I will give you a book of which you need not be ashamed.

Ever yours most truly,

Geo. L. Phillips

Sir I have been appointed by the Hon Secretary of War Commissioner for recruiting colored regiments, and shall for the present continue my Western organization, but I wish as soon as possible to recruit Colored regiments in all the Free States rather than send more men to Massachusetts. I wish committees of citizens of such states formed for that purpose wherever there is interest enough taken in this object to raise one or more regiments or even one Company of men. In Philadelphia a Committee of men numbering more than two hundred wealthy and influential citizens has been formed. They propose to raise the needed funds for recruiting expenses and proceed at once to fill up one or more regiments. It is

desirable that this example should be followed everywhere in all the free states These regiments will be filled in all cases up to the minimum of six hundred and forty men completely officered and thoroughly drilled. On arriving at their destination in the South they will be filled up to the maximum number of nine hundred and eighty men The plan of work will be this the regiment to be recruited in the same manner as we have heretofore obtained men for the Massachusetts regiments by agents appointed and as far as possible assisted by the Committee So soon as the recruits arrive at the regimental Depot then the Government will assume the charge of them The officers will be appointed by the War Department If a Committee can be formed in [blank] who will collect or otherwise obtain funds to the amount of six thousand four hundred dollars ($6400) I will authorize them to recruit a regiment for Illinois to be placed to the credit of the quota from

that state thus relieving so many other citizens from conscription. If they cannot raise the above amount, but will raise funds for one or more Companies I will give them authority accordingly

I have the honor to be Very Respectfully Yours [illegible]

If they cannot raise the above amount, but will raise funds for one or more Companies I will give them authority accordingly

but antislavery motives. It will not be necessary to

state that he has already been true and efficient

in this direction, his record is before the country, and

needs neither eulogy or apology. Neither is it necessary

apparent.

In addition to those considerations, his extensive

legal acquirements, large and accurate business ca-

associated with him, the capacity for receiving friendly

him as one of those most eminently fit to control our

national affairs, in any Cabinet office the friends of

freedom may elect to propose him for.

I trust you will receive this proposition as of na-

tional rather than sectional importance to be urged

particularly at this time when the country requires the

direct aid of its best men to meet fearlessly the great

questions of "Reconstruction," the amendments of the constitution and the remodelling of our finan-

cial system. Thereby correcting laws and usages that

growing out of a long period of chattel slavery, have

fastened on our policy to the detriment of republican

Congress and take such other course to forward the

application which has been already been made, as

in your judgement will best aid the object we have

Dear Sir

It having been determined by

the friends of Radical Reconstruction measures in

the rebel states to propose Gov. Andrew for a seat in the

Cabinet. I ask your cooperation not from political

but antislavery motives. It will not be necessary to

state that he has already been true and efficient

in this direction, his record is before the country, and

needs neither eulogy or apology. Neither is it necessary

to show you that he would carry great antislavery

strength to Mr Lincolns administration, that is also

apparent.

In addition to those considerations, his extensive

legal acquirements, large and accurate business ca-

pacity, his facility for cooperating with those who are

associated with him, the capacity for receiving friendly

advice from all who approach him, and of making his

decisions with care and deliberation, with a persistant

determination when the decision has been made, mark

him as one of those most eminently fit to control our

national affairs, in any Cabinet office the friends of

freedom may elect to propose him for.

Thereby correcting laws and usages that

growing out of a long period of chattel slavery, have

fastened on our policy to the detriment of republican

institutions all over the world.

If you agree with me in the propriety of this movement

please write to your senators and representatives in

Congress and take such other course to forward the

application which has been already been made, as

in your judgement will best aid the object we have

in view.

The formation of the Cabinet is now the pressing

matter upon the President and we shall find im-

mediate action necessary to secure the object we have

in view. Let our friends move at once.
