&lt;/p&gt;&lt;p&gt;Your kind letter informing me that you had written Mr. Stanton in my behalf was rec'd some time ago.  I answered it at the time but the letter may not have reached you.  I feel deeply obligated to you for your efforts in my behalf as also do my friends at home.
&lt;/p&gt;&lt;p&gt;I am informed that no transfer can be made to the Regular Army, as Pay Master, until there is Congressional action as the number is limited by law; this is probably true but the thing will be managed in this way.  Those Paymasters 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;whom it is decided to transfer to the Regular Army will be retained until Congress meets and a law is passed for their transfer:  the remainder of our Corps will be mustered out as soon as the present press of business, arising from mustering out the Army, is over.
&lt;/p&gt;&lt;p&gt;The whole gist of the matter is to be retained now by the Department until next winter with a view to a transfer.  Now is the time to arrange matters as very soon lists will be made subtracting those who will be mustered out.  Your influence with Mr. Stanton I am certain could make the retention in my case a certainty.  Unless the matter is attended to I fear I will be mustered out in October next. 
&lt;/p&gt;

&lt;p&gt;Another thing that could be done and would amount to the same thing could be to get my nomination for Brevet Lt. Colonel (which has been done in some cases in the Pay Dept.) on the ground of meritorious services for the past four years.  This would be easily done now and would place me in a position of rank which would almost secure my transfer to the Regular Army.
&lt;/p&gt;&lt;p&gt;May I ask you to give your immediate attention to this subject just as time is now quite important in this matter.

&lt;/p&gt;&lt;p&gt;Your kind letter informing me that you had written Mr. Stanton in my behalf was rec'd some time ago.  I answered it at the time but the letter may not have reached you.  I feel deeply obligated to you for your efforts in my behalf as also do my friends at home.
&lt;/p&gt;&lt;p&gt;I am informed that no transfer can be made to the Regular Army, as Pay Master, until there is Congressional action as the number is limited by law; this is probably true but the thing will be managed in this way.  Those Paymasters 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;whom it is decided to transfer to the Regular Army will be retained until Congress meets and a law is passed for their transfer:  the remainder of our Corps will be mustered out as soon as the present press of business, arising from mustering out the Army, is over.
&lt;/p&gt;&lt;p&gt;The whole gist of the matter is to be retained now by the Department until next winter with a view to a transfer.  Now is the time to arrange matters as very soon lists will be made subtracting those who will be mustered out.  Your influence with Mr. Stanton I am certain could make the retention in my case a certainty.  Unless the matter is attended to I fear I will be mustered out in October next. 
&lt;/p&gt;

&lt;p&gt;Another thing that could be done and would amount to the same thing could be to get my nomination for Brevet Lt. Colonel (which has been done in some cases in the Pay Dept.) on the ground of meritorious services for the past four years.  This would be easily done now and would place me in a position of rank which would almost secure my transfer to the Regular Army.
&lt;/p&gt;&lt;p&gt;May I ask you to give your immediate attention to this subject just as time is now quite important in this matter.

Allow me the privilege of naming a few things which as a citizen of Illinois and a Soldier of the Union I feel a deep interest in, viz: Canada under foreign rule is (and will in future be more so) a great barrier in the natural outlet between the Great West and the Atlantic &amp;amp; between our farmers and our market: and as such stands in the way of our national prosperity.  We must have Canada either by fighting or by diplomacy.  Please keep that in view when you confirm a Secretary of State.  If Mr. Seward is smart enough to secure by diplomacy or in case of failure in that, brave enough to fight for it, he is the man for the West and for the
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;place. If not some one else should be placed there. Again, the Army of Freedom &amp;amp; of the Union, are not going to rest content with merely putting down this rebellion and in extirpating slavery. The question of races must also have a sure  foundation for a peaceful solution as between us and the blacks.  And for that reason we must have a place easily &amp;amp; cheaply accessable for African Colonization in future years should we find that the best interests (which some now think) of both races will demand by vote, their separation from each other.  Mexico offers to us such a place having all the requisites viz ease of access, proper climate, soil &amp;amp; productions, and greater than all a homoginious race to the African or negro.  Besides, our National honor and credit abroad demand of us that we should send Mr. Maxmillian out of that country with a huge flea in his ear, just as soon as we get our present job off our
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;hands.  We will have to do this by fighting and so we want the proper man for Sec of War.
&lt;/p&gt;&lt;p&gt;Our disiplined colored soldiers aided by a few thousand white troops and our navy would do that in our campaign and thus the Mexicans having been saved from French and Austrian despotism, would welcome to her soil the wives &amp;amp; sisters &amp;amp;c of the soldiers of the Army who had done the job.  And we should have a natural and easy solution to the question of races.  The blacks would go willingly, where they could enjoy the greatest freedom &amp;amp; equality should the future prove it to be for their interest so to do.

Many more held themselves in readiness to go but no room at that time was left.  I wrote to you in July last in regard to the acceptance of a Regt and was discouraged in the matter. Men who had already enlisted were anxious to go (thinking there was no opportunity of entering the service in their native state made arrangements to go as a Missouri Regt
&lt;/p&gt;&lt;p&gt;Just as this arrangement was ef-
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;fected and some of the cos. enlisted had gone your second call was made and those companies which were to follow, preferring to enter the service at home went into Ills. Regts

&lt;/p&gt;&lt;p&gt;One other reason might be named as bearing on this point viz – After coming to St Louis that portion of the Regt there was ordered out in twelve days after their arrival, giving no opportunity to fill up which perhaps might have been done,  notwithstanding the embargo your second call laid upon recruiting in Illinois for a Missouri Regt

                  <text>Fort Massac was built in 1757 by the French military during the French and Indian War. The fort was named for French Naval Minister Claud Louis d'Espinchal, Marquis de Massiac in 1759. The French abandoned the fort in 1763 and the Chickasaw burned it to the ground.&lt;br /&gt;&lt;br /&gt;During the Revolutionary War, George Rogers Clark led his regiment to an area near the fort, however the fort was not rebuilt until 1794 as a means of protection for United States commercial and military interests in the Ohio Valley. &lt;br /&gt;&lt;br /&gt;The fort participated in the War of 1812 as the war was coming to an end and was then abandoned once again. The fort was eventually dismantled by local residents and by 1928 little of the fort's building remained. Fort Massac was named the Illinois' first state park in 1908.&lt;br /&gt;&lt;br /&gt;Photographs in this collection include images of the state park's grounds and a monument dedicated to George Rogers Clark.</text>
