The Governor of Illinois:

&lt;/p&gt;&lt;p&gt;The 37th Regiment of Illinois Volunteers, Colonel T. O Osborne have pre-enlisted as "[Veteran?]" Regiment has been furloughed and will Soon proceed homeward.  I cannot permit it to leave my Command without expressing as far as I am able my entire Satisfaction with its Conduct under all Circumstances.  It will display to you personally a State of discipline and an excellence of Instruction  that will not be diminished by Contrast with the very best of our Volunteer Regiments and you may justly be proud of its past and present efficiency for which Col Osborne a most excellent officer deserves great praise.  Your Excellency will I am Sure afford Col Osborne every reasonable facility for filling his Command and you Can entrust the interests of Your Citizen Soldiers to no better hands.

&lt;/p&gt;&lt;p&gt;Sir I take upon myself the task of writing you a few lines for information in reguard to my time whether I will be discharged This summer or not. The Regiment was organized July the 30th 1861 and I enlisted in it in August the 10th 1862 with the promise of going out this summer. Then the 109th Regt was Consolidated with us April the 22nd 1863. There Regt was organized August the 15th 1862. They are now signing a pledge that they will reenlist at the expiration of two years of their preasent term of enlistment provided that Congress allows them the bounty of $400.2 and a 30 day furlow in there state also with the promise of electing there own company officers after our officers time is out that is next July and as there is but a few recruits in our regt the officer can't tell what will be done with us There is only three in our Co so we will stand no chance for any thing we cant agree any way and it will be worse then if you will let me know how it will be it will be a great favor.

&lt;/p&gt;&lt;p&gt;Sir I take upon myself the task of writing you a few lines for information in reguard to my time whether I will be discharged This summer or not. The Regiment was organized July the 30th 1861 and I enlisted in it in August the 10th 1862 with the promise of going out this summer. Then the 109th Regt was Consolidated with us April the 22nd 1863. There Regt was organized August the 15th 1862. They are now signing a pledge that they will reenlist at the expiration of two years of their preasent term of enlistment provided that Congress allows them the bounty of $400.2 and a 30 day furlow in there state also with the promise of electing there own company officers after our officers time is out that is next July and as there is but a few recruits in our regt the officer can't tell what will be done with us There is only three in our Co so we will stand no chance for any thing we cant agree any way and it will be worse then if you will let me know how it will be it will be a great favor.

&lt;p&gt;destitute of means with which to return.
&lt;/p&gt;&lt;p&gt;There is no fund for such cases as this.  Considering these things, we have proposed a celebration on the 22d of February next.  To Consist of Music and Addresses the proceeds of the occasion to be placed at the disposal of the Ladies Union Aid Society for the benefit of such persons.  Especially from Illinois, though this feature is not to be made public.

Honorable Sir
Your kindness I feel assured will prompt you to pardon me for encrouching upon your valuable time.  Dear Sir, I am in great perplexity &amp;amp; distress and I implore your assistance.  I wish to learn something in reference to the whereabouts of my husband Thomas Milligan.  You are personally acquainted with I think.  He has been engaged in recruiting &amp;amp; arresting deserters in Ill since June last under orders; I suppose from Springfield as he took his recruits to Camp Butler.  In November he wrote me from Camp Douglas stating he had arrived there a week previous and had been immediately detailed to sit on a general court martial then in session.  He expected to be relieved in a few days and should then start for Ohio to make us a visit if not prevented by his superiors.  He had been recruiting for Gen. Farnsworth who had been authorized to raise several regiments of Cavalry.  He also wrote me he should take command of a company or some office under Farnsworth.  The last letter I received from him was dated Nov 20th and written at Camp Douglas.  Since that time I have heard nothing of him.  I have telegraphed to the Commanding Officer at Camp Douglas and have made enquiries in various directions.   I [illegible] I entreat your Excellency to assist me.  I think I have an idea at least something of an idea of the arduous task your office imposes upon you and believe me if I had known of any other course to pursue that  [illegible] [illegible] I should not have troubled you with my grievous tale.  Permit me to hear from  your Excellency as soon as convenient.  Please pardon and overlook my presumption.

The report grew out of no promise or even intimation from me, but from the fact that Judge Caton would resign only upon condition of Mr. Beckwith's appointment. Judge Caton wrote me of date New York Decem 16th, 1863 that he declined any intention to dictate, but that he would give me the opportunity of appointing Mr Beckwith by his resignation tc. I determined to say nothing to any one until I could see Judge Caton in person. I saw the Judge to day-- I found him determined to hold on to the office unless Beckwith was appointed. He said he could not do otherwise -- he felt compelled to hold on unto to the end unless Mr B. was appointed - that such was the only way he could make the resignation satisfactory to his friends, tc  After full consultation with our best friends, and the best consideration I could give the subject, I thought it best to accept Catons resignation and give the appointment to Beckwith. I do not want you to feel bad towards me in this matter because I saw I could not get the chance to appoint you -- my refusal to appoint Beckwith would do you no good-- Our friends prefer Beckwith to Caton and have now hope of fairness at his hands. &lt;/p&gt;&lt;p&gt;Sir: While you present your Report on Enlistments to the People of Illinois "with the profoundest satisfaction," We the Loyal people feel that much is due to our worthy Governor for saving our State from the Draft. I well remember, Sir, how &lt;u&gt;curses&lt;/u&gt; loud &amp;amp; long in Egypt were heaped upon your head when this war commenced because, forsooth, &lt;u&gt;you&lt;/u&gt; were sending soldiers to Cairo "to stir up strife &amp;amp; cause bloodshed." Many of the same men that thus denounced you are now loud &amp;amp; long in commendation &amp;amp; praise of our patriotic Governor. While Some others of them are filling the honored graves of patriots---heroes &amp;amp; martyrs in the grand &amp;amp; awful strife.
&lt;/p&gt;&lt;p&gt;To your Excellency, first of all; then to Gen. Logan all we loyal Egyptians profoundly grateful for your efforts in Saving us from the horrors of civil war. Nor will we be unmindful of the illustrious dead--Gen. Lyon &amp;amp; Senator Douglass! But to  you who were "first in this war" &amp;amp; who will be "first in peace," if
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;God spare your life, as well as "first in the hearts of your countrymen"---to your Excellency, I repeat, we feel under deep &amp;amp; lasting obligations for saving our homes in South Illinois from ruin &amp;amp; desolation! Had the rebels &amp;amp; traitors at Camp Jackson succeeded in getting possession of rolling stock on the Ohio &amp;amp; Miss. R. R.---had the enemies of our country commanded the Ohio river---had their troops been stationed at Cairo, we who were loyal would have been compelled to leave our homes &amp;amp; escape for our lives! I saw the storm gathering &amp;amp; trembled for the result. Yet I took my stand boldly &amp;amp; fearlessly &amp;amp; "all was right" in the end. History will present these matters in a proper light to an admiring world!! Gen. Logan--never a rebel sympathiser---has now an honorable fame of which any soldier might well feel proud. His few &lt;u&gt;first&lt;/u&gt; speeches on the war will be redeemed by his &lt;u&gt;giant efforts&lt;/u&gt; at home &amp;amp; his &lt;u&gt;superhuman exertions&lt;/u&gt; in the field to save our country. While we will cherish the memory of the heroic dead---Douglass &amp;amp; Lyon---in our heart of hearts. But your masterly State Papers with your patriotic &amp;amp; earnest appeals to the People are "On Fame's eternall, beadroll worthie to be fyled." These Papers while "stumping" Egypt, first for the war, &amp;amp; now for

&lt;p&gt;recruits, I have quoted &amp;amp; read all over South Illinois. We feel not only &lt;u&gt;proud&lt;/u&gt; of our Governor, but we are truly thankful to you for your &lt;u&gt;Sleepless vigilance &amp;amp; untiring labors&lt;/u&gt; in the righteous cause of our nation &amp;amp; the rights of mankind. I am well aware, Sir, that you are pressed with cares, &amp;amp; responsibilities, but can you not send me a few words of encouragement &amp;amp; cheer, that, on my return, I may read to the 81st Regiment? The heroes of Thompson's Hill, Raymond, Jackson, Champion Hills &amp;amp; Vicksburg will rejoice to hear direct from their Governor: while the words would inspirit &amp;amp; arouse the new recruits we are sending to the Regiment. I want to do all in my power to instil lofty patriotism &amp;amp; heroic endurance among the members of my Regiment. I am exceedingly anxious that the 81st Regiment should still continue to enjoy a fair &amp;amp; honorable record---a record of which not only Egyptians but all Illinoisans may, also, feel proud. I believe the example of Dollins, Hammaok, Farmer, Warnock, Lippincott, Ward, &amp;amp; a host of other heroes &amp;amp; martyrs will not be lost upon the 81st Illinois Infantry. I am well aware, Sir, that you are pressed with cares, &amp;amp; responsibilities, but can you not send me a few words of encouragement &amp;amp; cheer, that, on my return, I may read to the 81st Regiment? I desire to say that the recommendation so fully accords with my own views, that I shall be very glad to acknowledge by my active aid the kind courtesies I have received at your hands in times past. I believe your services to the state and especially your honorable record in connection with the war entitle you to the position of Senator- and I have no doubt that could the voice of the unbiased masses be heard, you would be selected with great unanimity.
&lt;/p&gt;&lt;p&gt;A year ago I did not feel as though I ever wanted to help anybody again, or hardly to help myself, I have experienced so much of the treachery, falsehood and meanness of pretended friends. But since my vindication and triumph I view the world a little differently. I have passed through troubled 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;waters, but I never had a doubt that sooner or later the truth would come to light and justice be done me. Plato and Wilcox who wanted to destroy me in order to get my place are now (to use a slang phrase) "hunting their holes" and I am happy in knowing that among the people I am held in their former regard.
&lt;/p&gt;&lt;p&gt;But not to trouble you with my personal fortunes, I wish simply to repeat that if you are to be a candidate for the Senate I am for you wholly &amp;amp; heartily and I trust you will not fail to draw on me in any way where I can be of service. &lt;/p&gt;&lt;p&gt;I notice in the State Journal of the 28th January an article from the Canton Register in which your name is mentioned for Senator. I desire to say that the recommendation so fully accords with my own views, that I shall be very glad to acknowledge by my active aid the kind courtesies I have received at your hands in times past. I believe your services to the state and especially your honorable record in connection with the war entitle you to the position of Senator- and I have no doubt that could the voice of the unbiased masses be heard, you would be selected with great unanimity.
&lt;/p&gt;&lt;p&gt;A year ago I did not feel as though I ever wanted to help anybody again, or hardly to help myself, I have experienced so much of the treachery, falsehood and meanness of pretended friends. But since my vindication and triumph I view the world a little differently. I have passed through troubled 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;waters, but I never had a doubt that sooner or later the truth would come to light and justice be done me. Plato and Wilcox who wanted to destroy me in order to get my place are now (to use a slang phrase) "hunting their holes" and I am happy in knowing that among the people I am held in their former regard.
&lt;/p&gt;&lt;p&gt;But not to trouble you with my personal fortunes, I wish simply to repeat that if you are to be a candidate for the Senate I am for you wholly &amp;amp; heartily and I trust you will not fail to draw on me in any way where I can be of service. I think we shall return to the legislation our last member Mr. Mann and he is one of my warm friends
