I must report what I told you in New York when I first arrived there that whatever I help you you must allow me to do so by installment. Say two thousand upon my arrival home and the balance as fast as possible perhaps all in within one month. When you asked for a check in New York I supposed you would be able to help me sure So that I could spare the money. But I have given up all hopes of your even being able to assist consequently whatever

I do for you must come from my own enertions and I do not think you have many friends that has or will do more than myself. You do not seem to remember that everything you have undertaken for me has proven a failure as far as you are concerned this last operation costs us terribly in getting other parties to do what you completely failed in now I am not finding fault for I think your intentions are good enough and I do not intend to shirk but you must ease me along. If you had succeeded in this matter it would be

a different thing. I would be the last man to ask you to favor me in time but under the circumstances I think I am closing the liberal thing. I shall leave here in the morning for home if you have not talked to Chase it is likely You do not want to. You might have prepared his mind for whatever we might have thought not to ask for. But never mind I have other plans which may work if they do all right. I will try and give you money fast as you will want it.

Dear Sir

Your friend

N B Taylor

The check given by Taylor was given to me in good faith as I will show you when I reach Chicago which I hope will be the first of next week. From the fact that he was not willing to draw for the whole amount to which I was entitled, I thought it best to send you the telegram which I did as that would place the same to my credit on your books. I therefore depend upon you as my friend as well as upon you as banker to hold the money for me.

I have been making speeches to the Union clubs, and been better received than you would imagine. I go from here to Washington where I am to meet certain persons from Massachussetts & New Hampshire. I write this in confidence and hope you will not name it to any one as I do not expect to be the candidate but hope to be in a position where I will

Sir,

I have the honor to acknowledge the receipt of your communication of the 5th Ultg requesting that authority may be granted to the Surgeons in charge of the U.S. Hospitals in Illinois, to furlough a reasonable percentage of the sick and wounded soldiers, who require leave of absence to improve their health.

I am instructed to inform you that the system of granting furloughs, extensively, to soldiers sick in General Hospitals, has resulted injuriously to the service, as they are separated from their Regiments, for indefinite periods; many remaining absent upon frivolous pretexts, or dishonest certificates long after expiration of furlough, or restoration to health.

It is not, therefore, deemed expedient to grant furloughs to convalescent soldiers, except in extreme cases, where change of location is required to expedite recovery; in such cases application should be made to this Office through the usual Military channel by the Surgeon in charge of the Hospital.
