&lt;/p&gt;&lt;p&gt;Your communication in relation to the appointment of Frank Gregory to the position of Ensign has been received.  I should be happy to oblige you if you feel any personal interest in the young man, but we have certain rules in these cases which are very easy to follow and from which I can not deviate.  I give every one in the squadron a chance for formation, if they are properly recommended.  
&lt;/p&gt;&lt;p&gt;Mr. Gregory would have to serve as a Master's mate before he could be made an Ensign.  There are many before him who have strong claims.  
&lt;/p&gt;&lt;p&gt;I have the honor to enclose you a General order on the subject of promotions &amp;amp;c.

&lt;/p&gt;&lt;p&gt;I went to Freeport Saturday night and saw Shaffer and returned last night.  We partially agreed to leave to night &amp;amp; join your at Milwaukee tomorrow for MacKinaw.  I telegraphed Jim to day  &amp;amp; also telegraphed [Ohaffer?] to come along to night &amp;amp; I expect him at midnight.  My wife is ready &amp;amp; her trunk is packed.  This my status.
&lt;/p&gt;&lt;p&gt;I have this evening read the glorious news of Meads victory in Pennsylvania, and yet I am [illegible] with apprehension for Grants condition.  The news from [below?] does not look right.  Grant has fallen back at some points on his line &amp;amp; the strength of Johnson is greater than we have supposed.  This is the [purport?] &amp;amp; substance of the situation as published today.
&lt;/p&gt;&lt;p&gt;Burnsides dispatch that 4,000 rebel cavalry are marching on Glascow means a cavalry raid on the eastern border of Kentucky &amp;amp; [illegible] across the ohio for they have crossed the Cumberland. [And?] with this threatening appearance of things near home I do not feel it right for both of us to be gone at the same time.  There is no telegraph at Mackinaw.  Green Bay is the nearest.  Something may be regained - probably not.  But if any important thing should turn out between the State &amp;amp; War Department and both of us should be out of reach I fear we should be blamed &amp;amp; justly so.
&lt;/p&gt;&lt;p&gt;I am exceedingly anxious to accompany you &amp;amp; have a few days rest &amp;amp; a little fresh air but under the circumstances I feel it my duty to forego that pleasure for the present.
&lt;/p&gt;&lt;p&gt;[illegible] Shaffer will "fill the bill" without me &amp;amp; I will wait until you return where I hope to be able to leave for a few days.  With any uncertainty about my duty I shall not and could not be content to be out of the state now.
&lt;/p&gt;&lt;p&gt;Do not I [less?] of you however let what I hear state in explanation of my be keep out, for a moment interfer with the pleasure of your trip.  Go ahead &amp;amp; enjoy yourself and stay until your strength is restored.  You will not have a better opportunity. &lt;/p&gt;&lt;p&gt;I went to Freeport Saturday night and saw Shaffer and returned last night.  We partially agreed to leave to night &amp;amp; join your at Milwaukee tomorrow for MacKinaw.  I telegraphed Jim to day  &amp;amp; also telegraphed [Ohaffer?] to come along to night &amp;amp; I expect him at midnight.  My wife is ready &amp;amp; her trunk is packed.  This my status.
&lt;/p&gt;&lt;p&gt;I have this evening read the glorious news of Meads victory in Pennsylvania, and yet I am [illegible] with apprehension for Grants condition.  The news from [below?] does not look right.  Grant has fallen back at some points on his line &amp;amp; the strength of Johnson is greater than we have supposed.  This is the [purport?] &amp;amp; substance of the situation as published today.
&lt;/p&gt;&lt;p&gt;Burnsides dispatch that 4,000 rebel cavalry are marching on Glascow means a cavalry raid on the eastern border of Kentucky &amp;amp; [illegible] across the ohio for they have crossed the Cumberland. [And?] with this threatening appearance of things near home I do not feel it right for both of us to be gone at the same time.  There is no telegraph at Mackinaw.  Green Bay is the nearest.  Something may be regained - probably not.  But if any important thing should turn out between the State &amp;amp; War Department and both of us should be out of reach I fear we should be blamed &amp;amp; justly so.
&lt;/p&gt;&lt;p&gt;I am exceedingly anxious to accompany you &amp;amp; have a few days rest &amp;amp; a little fresh air but under the circumstances I feel it my duty to forego that pleasure for the present.
&lt;/p&gt;&lt;p&gt;[illegible] Shaffer will "fill the bill" without me &amp;amp; I will wait until you return where I hope to be able to leave for a few days.  With any uncertainty about my duty I shall not and could not be content to be out of the state now.
&lt;/p&gt;&lt;p&gt;Do not I [less?] of you however let what I hear state in explanation of my be keep out, for a moment interfer with the pleasure of your trip.  Go ahead &amp;amp; enjoy yourself and stay until your strength is restored.  You will not have a better opportunity. &lt;/p&gt;&lt;p&gt;Gov. in view of the fact that the late Democratic Legislature refused to make any appropriations for relief of our sick and wounded soldiers now in the field, it is reasonable to presume that you are unable to extend to those brave sufferers that liberal hand which which your benevolent and patriotic heart would desire, and the cause of humanity, and the honor of your noble State demand.  Therefore, to enable you, so far as I may be able, to meet the emergency of the case, independently of the legislative appropriations, I propose giving you a deed of trust on my property in this village to secure the payment of  $300.00 payable in Four years from date with with seven percent and take the risk of the state redeeming it.  I have a policy of insurance on it for $1000.00 which runs to the 20th day of June 1868.  I owe $600.00 on it payable in&amp;#160;! &amp;amp; 2 years.  I have paid on $600 in cash.  It is now worth (as I verily believe) $1500.00 in Money.  This is an honest statement of the value and condition of the property on which I offer the security. In fact the whole success of grant in the brilliant victories he has since achieved depended upon the running of that blockade with our transports. We used those very transports to get our troops to Carthage &amp;amp; Perkin's plantation and to cross the Mississippi at the battle at Port. Gibson and they have been

&lt;/p&gt;&lt;p&gt;used constantly ever since and in fact have been indispensable to our success.
&lt;/p&gt;&lt;p&gt;When the transports run the blockade it was considered a most daring attempt and we all felt a peculiar interest in Col Clark B. Lagow who volunteered to take command and who so succesfully carried the expedition through.
&lt;/p&gt;&lt;p&gt;Lagow is a citizen of Crawford Co. Ills---has a large family, has been in the war from the start---arose from a Lieutenancy to a Colonelcy.

Fulton county proposes to send one thousand men. They say they will have their revolvers along, and a few shot guns, under the straw, in their wagons. In these times I suppose we all should be vigilant and watchful, and for that reason I write to let you know what kind of matireal the convention will be composed of, so far as this vicinity is concerned. They will be prepared to indorse any thing their leaders dare propose. - I hope, Governor, that something will be done, at once, to counteract the evils of this convention.

&lt;/p&gt;&lt;p&gt;In compliance with the orders herewith communicated, I have the honor to transmit you the following copy of resolutions which were unanimously passed at the last regular meeting of the Springfield Union League:
&lt;/p&gt;&lt;p&gt;Resolved; That this council heartily endorse the action of His Excellency, Governor Yates, in proroguing the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;General Assembly; believing, that by this act he has added another, to his many claims, upon the affections and gratitude of every loyal citizen of Illinois
&lt;/p&gt;&lt;p&gt;Resolved; That the extraordinary character of the Legislature, in setting aside the important business of the Session, and devoting their energies to the success of private interests, and partisan purposes, warranted the exercise of this Constitutional prerogative; and that every day which it would have remained longer in Session must have resulted, only, in adding to the disgrace which it had already brought upon the State.
&lt;/p&gt;&lt;p&gt;Resolved; That we are confident that the Governor has at heart, the true interests of the State, and of her loyal sons in the field, and that in dismissing the traitorous Assembly he has evinced a 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;regard for their credit and fame, which recommends him to the approbation of every true patriot.
&lt;/p&gt;&lt;p&gt;Resolved; That we firmly and sincerely believe no benefit could be expected from the deliberations of a 
Legislative body, which found ample time, and leisure, to discuss, and pass Resolutions of Sympathy with traitors in arms against the Government, and exhibited no disposition to provide for the suffering sick and wounded sons of Illinois.

Our old friend Genl Jackson's veto of the U S Bank bill pales in our esteem to your noble &amp;amp; high minded proroguing of this infamous Legislature &amp;amp; the consequent Killing of their infamous fraud the Wabash RR Bill. A measure which doubly endears you to us as a statesman &amp;amp; high minded uncorruptible official accept Governor our warmest thanks &amp;amp; sincerest esteem &amp;amp; believe us Truly Yours

Act is not a disinterested and spontaneous movment, but is in a great measure inaugurated and paid for by the present city railway monopoly whose abuse of the Public is a disgrace to Chicago. Although residing two miles from my office, I walk four fifths of the time, to avoid riding in, or on a car crowded with forty to seventy persons, where thirty cannot be &lt;u&gt;comfortably&lt;/u&gt; carried. I am not a party in interest in the charter now in your hands, but I believe that if it fails to receive your sanction, we shall be deprived of reasonable competition in city railway accommodations for a long time to come, and so enrich the present monopolists, that it will be almost impossible to escape from their crushing power.

&lt;/p&gt;&lt;p&gt;sir:
&lt;/p&gt;&lt;p&gt;I send herewith a "Copperhead" pin which one of our citizens took from the bosom of a "Copperhead". We, the Union men of this place regard it as being a Secesh. Emblem, analogous to a Secesh. flag. We think the serpent, the head of which you will notice near the termination of the word "Liberty", confirms this supposition. The "Copperheads" on the other hand, deny its being such an Emblem, and say there is no snake there
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Therefore, I have been directed by the Union League of Paw Paw to inquire of you as follows:
&lt;/p&gt;&lt;p&gt;(1) Is this a Secesh. Emblem?
&lt;/p&gt;&lt;p&gt;(2) Should any one be allowed to wear such an Emblem in public?
&lt;/p&gt;&lt;p&gt;(3) If not what means would you advise us to take to prevent it?

&lt;/p&gt;&lt;p&gt;We the undersigned citizens of Warsaw and members of the Union League have the honour to forward to you the following resolutions adopted unanimously at our last meeting
&lt;/p&gt;&lt;p&gt;1st Resolved by the Union League of Warsaw numbering near 300 members that the thanks of this league be tendered to Governor Yates for his patriotic course in dissolving the late legislative [illegible] ----  Resolved that a committee of 3 be appointed by the president to forward the foregoing resolution to Gov Yates
&lt;/p&gt;&lt;p&gt;In accordance with the latter resolution the undersigned have the honour to perform that duty.  and in doing this they venture to express the hope that you will on all fit [illegible] hereafter as you have done heretofore performed your whole duty to your state once the United states in such a manner as to merit the approbation of all loyal men.

&lt;/p&gt;&lt;p&gt;1st Resolved by the Union League of Warsaw numbering near 300 members that the thanks of this league be tendered to Governor Yates for his patriotic course in dissolving the late legislative [illegible] ----  Resolved that a committee of 3 be appointed by the president to forward the foregoing resolution to Gov Yates
&lt;/p&gt;&lt;p&gt;In accordance with the latter resolution the undersigned have the honour to perform that duty.  and in doing this they venture to express the hope that you will on all fit [illegible] hereafter as you have done heretofore performed your whole duty to your state once the United states in such a manner as to merit the approbation of all loyal men.

&lt;/p&gt;&lt;p&gt;Yours without Location or date safely reached me yesterday the perusal of which afforded me much pleasure as it showed that confidence in me which I hope ever to merit from those who try and trust my fidelity longest. also your well timed &amp;amp; brief note of four lines for Phelps and his friends I enclosed it to Phelps requesting him with great care to mail to Col. Dilworth as it might be of much value to him in his future Aspirations it was a "Demascus Blade" and shows that you know when &amp;amp; how to do a thing handsomly I have no doubt that the Col. will prize it highly and have serious thoughts of having it Fraimed. Well now Dick to business I have seen Nult since my last to you and have succeeded in getting a Note that he had hid a way he says for your benefit for $400 and have cashed it at par I receted Nult for four hundred dollars  Money paid on J. B. Doughlas claim Mult contended that the $400. was all that he ought to pay you as full satisfaction of the Doughlas debt I suppose he had to [trafick?] out the Debt but I told Nult that with him or Gains I would not make complete and final

&lt;p&gt;settlements but I would simply receipt either for any amount they would pay you and that he Nult must make a full statement in writing to you &amp;amp; that you &amp;amp; he must close the settlement  I have not collected any more from Engle but will get about $200. for each of us inside of 30 days  Nult has settled up with him we are entitled to considerable more if we can get justice which I will contend for hard Gains has not paid me yet but he will soon  John upham of Delevan sent me $30. the other day by a Redler who said upham wished me to send him a receipt &amp;amp;C I regreted that he sent it unless he has sent you the same or more as I have invariably treated your Interest in our Towns &amp;amp;c just as my own; however we will get along with Upham pretty well he will not try to cheat us out of more than every other years rent which is not sobad
&lt;/p&gt;&lt;p&gt;Now Yates I can begin to see our way for us to collect money sufficient to more than pay Hall if we can get a fair settlement out of him but there is the rub he is Mean an the Dollar so every person say that have had anything to do with him except you &amp;amp; I.  I hope we will be able to disagree with them; do you not recollect the $2 for horse to go to Washington

Rosecrans and Halleck and all the officers of my command.  I was informed yesterday that my promotion was objected to by the Chief Magistrate "on political grounds it is supposed!"  If I have any political principles that prevent my promotion they should also prevent me from remaining in the Army and from holding the position I have held since you honored me with the command of a Regiment.  Though I feel doubly outraged by such a decision on such grounds,  I shall never cease to be grateful to you - the only Illinois statesman who had ever recognized me as an Illinoisan - for your assistance - and for your patriotic and impartial course during the war - and for your efforts in behalf of our brave boys who have endured the hardships of war and pound out their blood for the safety of our Country and the honor of our state.

I know from former [illegible] that you will heed my request, while if I applied to some flippant  "Official" it might be cast aside or indifferently regarded!  I desire to serve my country in the most effective way that now is the common duty.  From hard experience (with Fremont and Hunter)  It appears I cannot stand field Service.  Beside I [shirk?] until in an exhausting frenzy from deliberately shooting down men and precision only is valuable.  Hence I desire to become identified with the Sanitary Commission - the [illegible] [illegible] [illegible] of our grand state.  I beg leave to submit briefly, [illegible]: You may remember my name Grigsby, of [Pekin?].  In 1858 you kindly recommended me to Lincoln &amp;amp; Herndon's office as a law student.  Although Mr Lincoln by letter (Aug 3d) encouraged me, and Mr Herndon subsequently at various times; still left Roberts' Law office in Pekin to attend the Normal University seeking thereby a more quiet literary life than in Court.  I served the Presidential Campaign in the Daily Pantagraph office at Bloomington and in November went to New York City - The September following I Came back to St Louis and Entered the Army "After Price".  Missouri is my native state: to her [I owed?] my first services - to drive from my birthplace the despoilers.  I was sworn into the service for  "3 years"  &amp;amp;c. - but was discharged at Leavenworth in March 1862.  Thereupon I went to St. Joseph, Mo. and engaged as starting the first Emancipation paper west of St Louis.  But when the militia was called out in July I went.  A month after Gen Loran granted me an indefinite permit out of the ranks to start a paper in Atchison Co. (N.W. of State) If first announced Gen. Loan for Congress, and with the St. Joseph Herald  advocated successfully his election.  After the Campaign, having just over $100.00 and my wages, I went into Iowa.  I helped run the Glenwood [Jnl?].  A fortnight since I left there, and am now employed on the Daily Gate city.  this is my record in brief and I state it as pertinent to [illegible] commendatory of the favor I ask of you. 
&lt;/p&gt;&lt;p&gt;My friends urge me to start a newspaper to help the men [illegible] the "Copperhead" [armies?] in Illinois.  This is my ambition - but what is my duty?  Thats it!  Really, Sir.  I have no heart for [illegible] [illegible] - forward &amp;amp; when I view the [words?] of my Country - when I hear the [events?] of my former Comrades and many dear friends around Vicksburg!   War is horrid to me - my whole nature revolts at the Spectacle of its deadly blight and Carnage - Nor am I able as has been fully attested, to stand the great nervous tension of active Campaigning - But I want to do all I can.  I do not wish to [survive?] the good of my country:  What is my life worth without a Republican Gov?  If any country must fall let me be buried in its [illegible].  This is the [final?] account of my heart.  I object (to myself) to much of the "conduct of the War": it lacks vigor &amp;amp; overwhelming determination - definite &amp;amp; mixed "policy"; but God forbid the I should Carp in such Grand Emergencies as now [illegible] up!. . .

Butler We will further agree to purchase for you at a nominal price one of the finest sugar Estates in Louisiana if you find it will be desirable to move your residence from the land of Copperheads to this beautiful climate to spend your winters near one of our places amidst the orange groves - please let me hear from you at once.  with great respect
