&lt;/p&gt;&lt;p&gt;I have got a thousand (1000) men of Infantry between 20 and 35 years of age and who nearly all have seen service at Europe.  - These men want to {joine?] the United States Army if the passage to New York can be paid in advance out of the States Bounty. - The passage with a Steamer from Hamburgh to New York will be about $40.00 in gold for each men, and from the different places in the country where the men are to Hamburgh about $4.  I have got recommendations letter from Bradford R. Wood.  United States minister of Copenhagen to Hon: Wm H. Seward Secretary of State of Washington.  I also have a letter to the Secretary of war, but I thought this project can better  be [arranged?] through the governor of the State.
&lt;/p&gt;&lt;p&gt;I have served the United States since the war broke out until in January resigned my commission as Captain of Co I 82 Ills Vol. and went to see my family at Denmark.

&lt;/p&gt;&lt;p&gt;Sir - The great interest you take in everything tending to the success of the Union Cause, and your influence at Head Quarters induce me to Call your attention to the want of proper weapons in some of the Illinois regiments.  As an example, -most of the active duty that our regiment has done, has been scouting along the rail road after guerillas.  They are generally armed with a carbine or shot guns and two good revolvers, our men, (some of them acting as mounted infantry) with a musket and a iron one at that, not reliable at over 150 yards.  Their weapons, in guerilla fighting at least, are far the best.
&lt;/p&gt;&lt;p&gt;For a nation with a superabundance of means to send out troops with inefficient weapons is ruinous to the nation, and wholesale murder for the men.  If one half or even a quarter of our armies were armed with a good revolving rifle, and a couple of heavy revolvers, one regiment would be equal to three or four as at present armed, and if then mounted so they could move with rapidity (but if fighting on foot) more could be done in two months than has been done in two years.  But be this as it may, there
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;is no excuse for permitting union troops to meet rebels at a disadvantage in arms.  Col Case made applications at department head Quarters for a better weapon, for our mounted men at least, the reply was that they had not got them.
&lt;/p&gt;&lt;p&gt;With all due deference to great military men I have no doubt that fifty millions of Dollars invested in the most efficient weapons, would do more to bring the rebellion to its end, than ten times the amount invested in praying and feeding troops armed with inefficient weapons.
&lt;/p&gt;&lt;p&gt;If you can do anything to remedy this I think it would be a great benifit to the national Cause.
&lt;/p&gt;&lt;p&gt;We are all delighted at the easy method by which you got our legislature out of difficulty when it was unable to adjourn.

&lt;/p&gt;&lt;p&gt;Sir - The great interest you take in everything tending to the success of the Union Cause, and your influence at Head Quarters induce me to Call your attention to the want of proper weapons in some of the Illinois regiments.  As an example, -most of the active duty that our regiment has done, has been scouting along the rail road after guerillas.  They are generally armed with a carbine or shot guns and two good revolvers, our men, (some of them acting as mounted infantry) with a musket and a iron one at that, not reliable at over 150 yards.  Their weapons, in guerilla fighting at least, are far the best.
&lt;/p&gt;&lt;p&gt;For a nation with a superabundance of means to send out troops with inefficient weapons is ruinous to the nation, and wholesale murder for the men.  If one half or even a quarter of our armies were armed with a good revolving rifle, and a couple of heavy revolvers, one regiment would be equal to three or four as at present armed, and if then mounted so they could move with rapidity (but if fighting on foot) more could be done in two months than has been done in two years.  But be this as it may, there
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;is no excuse for permitting union troops to meet rebels at a disadvantage in arms.  Col Case made applications at department head Quarters for a better weapon, for our mounted men at least, the reply was that they had not got them.
&lt;/p&gt;&lt;p&gt;With all due deference to great military men I have no doubt that fifty millions of Dollars invested in the most efficient weapons, would do more to bring the rebellion to its end, than ten times the amount invested in praying and feeding troops armed with inefficient weapons.
&lt;/p&gt;&lt;p&gt;If you can do anything to remedy this I think it would be a great benifit to the national Cause.
&lt;/p&gt;&lt;p&gt;We are all delighted at the easy method by which you got our legislature out of difficulty when it was unable to adjourn.

Wm Butler state Treasurer, that in the event of a change in the Commissary at Springfield, I would like to be ordered to that post. The reasons upon which I based my letter to Butler grew out of an accidental meeting with some Illinois friends whilst I was on an Official visit at Washington about the date of my letter to Col. B. who informed me that it was not unlikely that Capt A. Edwards, C. S. would either be Sent to some other post or into the field &amp;amp;c. and it was further suggested that, I would most likely be acceptible not only to our party friends but to the people generally.
&lt;/p&gt;&lt;p&gt;It would please me beyond expression if I could once more be located amongst my dear friends and fellow citizens of Illinois. I claim no other place than Jacksonville as my home, My last vote having been cast there with Dick Yates and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Lincoln as file leaders, and that too after the question was raised as to my right to vote in conseqences of absence. I presume that issue being settled by Loco foco judges it would not be raised again, as I was then and have been ever since in the servise of the U. States. Should Capt E. be ordered to other fields and I could be apprised of the fact in time and that I would be acceptable I might make some exertion to get ordered to Springfield.
&lt;/p&gt;&lt;p&gt;I have no complaints to make as to my present pass---it is probably not excelled in many respects. Situated on the sea side where the wild waves brake at my feet---in constant view of all manner of shipping---oysters, fish, crabs, hard or soft, clams, lobsters, and wild fowl in great abundance always at hand. Again, the salt water bathing is certainly a great luxury and conducive to health. Cape Lookout was a watering place, and was a most fashionable resort for the invalid and the pleasure seeking previous to the rebellion. The Govt took possession about a year ago as a military post together with all the beautiful cottages---one of which I occupy (a "cottage by the sea") with all the furniture, most of them owned by rebels. I think I will buy two
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;one for you of course. My wife and daughter are with me and enjoy themselves very much. Most of the officers have their families with them and their ladies and children have a great time bathing in the surf---can wade out a long distance and no undertow---hard sandy bottom. many of the women look like fence rails on emerging from the water as they run all dripping to their quarters. I have many hearty laughs at them. I wish that you and your family could be here to enjoy the sea bathing. Tell "uncle Jessie" that it would take all the kinks out of him in a short time.  in one week after free ablutions in the healing qualities of the salt bath he might be dangerous amongst the sea nympths so plentiful along this coast, more especially if he partook freely of the luxuries we fish from the water.
&lt;/p&gt;&lt;p&gt;We are expecting bloody work every hour---all the morning I have heard heavy cannading. It may be at Norfolk or vicinity, or Richmond, or Acqua Creek or somewhere else. But, "conquer we must for our cause it is just---let this be our motto, and in God be our trust"

Thank God there is one man that has nerve enough to do his duty fearless of Consequences go on and future generations will rise up and call you blessed.  
&lt;/p&gt;&lt;p&gt;Every day I feel that I am getting better and am impatient at being restrained from entering into the service of my Country.  I wrote you sometime since tendering my services when able.  I propose to raise  a Company of men to act in any emergency that may arise.  There is undoubtedly from  100 to 300 copperheads meeting daily for drill in the west part of the county.  I want to be ready for them. And place this community in such a position as we will be able to take care of ourselves and not be compelled to [prepare?[ after the devilment has been done.  I am now satisfied that there is a armed force in this County determined to resist the Draft and activity to further the ends of the enemies of our Country.  I have never thought so until lately, but

&lt;hr /&gt;I am constrained to believe what I see, and for one I am for being in earnest about this matter; when I left the Service I was loath to believe that there could be one so base as to wish to array himself against this government but Allas I find there are such and there name is [Lejoin?]  I am for  pitching into them before they have the advantage of us as they have of Missouri and unless there are steps taken to prevent it that before three months rolls away we will be Compelled to mourn over our apathy and inaction when it is too late  Can I get Arms for those men that I can Enroll for any service that we may be called upon to perform  I would like Enfield Rifles and one Six Pounder  Answer me immediately if you think such a course would be advisable and if it is possible to get Arms.  Let me know fourthwith if you please.

&lt;/p&gt;&lt;p&gt;After my compliments and best wishes to your future welfare I desire to thank you in behalf of the cause of My Country so that noble act of quashing that hell Deserving Copper Head Legislature.  Thank God there is one man that has nerve enough to do his duty fearless of Consequences go on and future generations will rise up and call you blessed.  
&lt;/p&gt;&lt;p&gt;Every day I feel that I am getting better and am impatient at being restrained from entering into the service of my Country.  I wrote you sometime since tendering my services when able.  I propose to raise  a Company of men to act in any emergency that may arise.  There is undoubtedly from  100 to 300 copperheads meeting daily for drill in the west part of the county.  I want to be ready for them. And place this community in such a position as we will be able to take care of ourselves and not be compelled to [prepare?[ after the devilment has been done.  I am now satisfied that there is a armed force in this County determined to resist the Draft and activity to further the ends of the enemies of our Country.  I have never thought so until lately, but

&lt;hr /&gt;I am constrained to believe what I see, and for one I am for being in earnest about this matter; when I left the Service I was loath to believe that there could be one so base as to wish to array himself against this government but Allas I find there are such and there name is [Lejoin?]  I am for  pitching into them before they have the advantage of us as they have of Missouri and unless there are steps taken to prevent it that before three months rolls away we will be Compelled to mourn over our apathy and inaction when it is too late  Can I get Arms for those men that I can Enroll for any service that we may be called upon to perform  I would like Enfield Rifles and one Six Pounder  Answer me immediately if you think such a course would be advisable and if it is possible to get Arms.  Let me know fourthwith if you please.

Dear Governor
&lt;/p&gt;&lt;p&gt;Mrs Carlin, the wife of our mutual  acquaintance Wm H. Carlin Esq, of this City, will deliver you this, and I bespeak for her your kind Offices.  She informs me that her husband was arrested by military authority some ten days ago, and taken to St Louis where he is now in prison.  She also informs me that the charge against him is general disloyalty, the truth of which charge she positively denies.  Whether he is loyal or disloyal I do not and cannot know, and all I can say upon that subject is that I know of no act of his inconsistent with his fidelity to his government.
&lt;/p&gt;&lt;p&gt;But whether loyal, or a traitor, he is entitled to a fair and speedy hearing and a discharge if not shown to be guilty of any violation of law.
&lt;/p&gt;&lt;p&gt;His family consists of females alone, his wife and daughters, who are unprotected in his absence.
&lt;/p&gt;&lt;p&gt;Mrs Carlin, who is a most estimable woman, is of course anxious for the release of her husband, and visits you to solicit your interposition and aid, and I take the liberty of asking that you will aid her so far, as, in your judgement, may be compatible with your duty, and the interests of the country.

&lt;/p&gt;&lt;p&gt;We take the liberty of sending you copies of letters addressed to us by Genl John C. Fremont, Gen. Cassius and Hon. Horace  [illegible] on the subject of the Pacific Railroad.  Your attention is respectfully but earnestly invited to their perusal, and an expression of your own views solicited.  
&lt;/p&gt;&lt;p&gt;We are engaged in a work having for its object the construction of that road.  To secure this end, by increasing the confidence of capitalists, we believe it only necessary to acquaint them with the well-considered opinions of our eminent men.  The interest of the country is already awakened, and the Government has manifested a wise desire for its early completion, by making a generous donation of public lands and a liberal proffer of national credit.  Money is [beginning?]  [illegible]  [illegible]  [illegible] we are again beginning to beat with the vigor of exuberant health.   The possibility of a foreign war, which shall close to us the Illinoisan routes to pour Pacific States, creates a national argument impossible to resist, and calls for the zealous co-operation of Statesmen, even more imperatively that the urgent demands of trade claim the support of Capitalists.  However magnificent may be our prophetic visions of Asian commerce, flowing in fertilizing streams across our continent, and of tides of European emigration scattering the productive wealth of free labor over our prairies, and through our mountain Parks, capable of yielding to the touches of industry, the richest fruits of mineral and pastoral enterprise - yet it is of infinitely greater present moment to contemplate the contingency of such a war as many make a Pacific Railroad the only rout by which Armies of the Republic  [illegible] [illegible] be moved in [influence?] from one extremity to another of its vast  exterior.

&lt;/p&gt;&lt;p&gt;I notice by the papers of to day that you have issued orders  "under the authority of the War Department to raise a force of soldiers for the guard &amp;amp; protection of the State of Illinois from hostile aggression."
&lt;/p&gt;&lt;p&gt;On the 3rd of August 1862, you addressed a letter to the Sec'y of War in which you say, "I respectfully ask that two of the "Union Repeating Guns" be furnished to each of the Regiments now forming in this state.  I believe they will add greatly to the efficiency of our troops"---which letter was handed to me by Maj  [Rowlands?]
&lt;/p&gt;&lt;p&gt;The American Arms Company, whom I represent, made about 60 of these guns on the special order of the President of the United States, a part of which I personally delivered to the "Army of the Potomac" at Yorktown &amp;amp; the White House, &amp;amp; several of them were used with great effect &amp;amp; advantage at Williamsburg, Warwick, Gaines Mills &amp;amp; other
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;battle fields, as I have the written testimony of Major Genl. Sickles, Col. Van Wyck 56th Reg NY Vol. &amp;amp; other officers of high rank &amp;amp; intelligence to prove---&amp;amp; a part I delivered to the Arsenal at Washington.
&lt;/p&gt;&lt;p&gt;Shortly after receiving your letter to the Secy of War (which is now before me) I called at the War Dept. in Washgtn &amp;amp; not being able to see the Sec'y I handed your letter to Mr. Watson Asst. Secr, together with a letter of the same purport from Gov. Curtin of Pennsylvania, &amp;amp; was contemptously told that "they paid no attention to letters from Governors of State there, for any one who has personal or political influence could get any kind of a recommendation from them."
&lt;/p&gt;&lt;p&gt;Genl'. Wool, Fremont, &amp;amp; Sickles---Col. [Serrill?], Graham, all the Colonels of the Pennsylvania Regiment, &amp;amp; others, have made requisitions for the guns in the Arsenal at Washington, &amp;amp; they could not get them. But Genl. Ullmann got 8 of them last week, &amp;amp; has taken them with him to the South. 20 of them are now in the Arsenal, &amp;amp; in [govt?]
&lt;/p&gt;

&lt;p&gt;[order?], as I am informed---&amp;amp; paid for.
&lt;/p&gt;&lt;p&gt;Our Company have 20 nearly completed, &amp;amp; a manufactory expressly for them, from which we can turn out 2 or more a week. 
&lt;/p&gt;&lt;p&gt;The Navy Dept. has ordered 4 for Admiral Porter on the Mississippi, &amp;amp; I am informed, (altho. I have not yet received the official order) that he has made a requisition for one for each boat of the Western flotilla.
&lt;/p&gt;&lt;p&gt;I trust your Excellency will excuse this long communication. You know the guns. You know that two of them manned by 10 men each, will deliver as many shots in a given time, as a Regiment, &amp;amp; with greater range &amp;amp; accuracy. At this critical moment, when so much depends upon the events of the next few months every well wisher to our Country should adopt the best means for its defense &amp;amp; for offence.  I write a statement of facts, &amp;amp; if your Excellency still desires the Regiments of Illinois to have the most effective arm ever known, I shall be happy &amp;amp; honored to hear from you.

&lt;/p&gt;&lt;p&gt;I notice by the papers of to day that you have issued orders  "under the authority of the War Department to raise a force of soldiers for the guard &amp;amp; protection of the State of Illinois from hostile aggression."
&lt;/p&gt;&lt;p&gt;On the 3rd of August 1862, you addressed a letter to the Sec'y of War in which you say, "I respectfully ask that two of the "Union Repeating Guns" be furnished to each of the Regiments now forming in this state.  I believe they will add greatly to the efficiency of our troops"---which letter was handed to me by Maj  [Rowlands?]
&lt;/p&gt;&lt;p&gt;The American Arms Company, whom I represent, made about 60 of these guns on the special order of the President of the United States, a part of which I personally delivered to the "Army of the Potomac" at Yorktown &amp;amp; the White House, &amp;amp; several of them were used with great effect &amp;amp; advantage at Williamsburg, Warwick, Gaines Mills &amp;amp; other
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;battle fields, as I have the written testimony of Major Genl. Sickles, Col. Van Wyck 56th Reg NY Vol. &amp;amp; other officers of high rank &amp;amp; intelligence to prove---&amp;amp; a part I delivered to the Arsenal at Washington.
&lt;/p&gt;&lt;p&gt;Shortly after receiving your letter to the Secy of War (which is now before me) I called at the War Dept. in Washgtn &amp;amp; not being able to see the Sec'y I handed your letter to Mr. Watson Asst. Secr, together with a letter of the same purport from Gov. Curtin of Pennsylvania, &amp;amp; was contemptously told that "they paid no attention to letters from Governors of State there, for any one who has personal or political influence could get any kind of a recommendation from them."
&lt;/p&gt;&lt;p&gt;Genl'. Wool, Fremont, &amp;amp; Sickles---Col. [Serrill?], Graham, all the Colonels of the Pennsylvania Regiment, &amp;amp; others, have made requisitions for the guns in the Arsenal at Washington, &amp;amp; they could not get them. But Genl. Ullmann got 8 of them last week, &amp;amp; has taken them with him to the South. 20 of them are now in the Arsenal, &amp;amp; in [govt?]
&lt;/p&gt;

&lt;p&gt;[order?], as I am informed---&amp;amp; paid for.
&lt;/p&gt;&lt;p&gt;Our Company have 20 nearly completed, &amp;amp; a manufactory expressly for them, from which we can turn out 2 or more a week. 
&lt;/p&gt;&lt;p&gt;The Navy Dept. has ordered 4 for Admiral Porter on the Mississippi, &amp;amp; I am informed, (altho. I have not yet received the official order) that he has made a requisition for one for each boat of the Western flotilla.
&lt;/p&gt;&lt;p&gt;I trust your Excellency will excuse this long communication. You know the guns. You know that two of them manned by 10 men each, will deliver as many shots in a given time, as a Regiment, &amp;amp; with greater range &amp;amp; accuracy. At this critical moment, when so much depends upon the events of the next few months every well wisher to our Country should adopt the best means for its defense &amp;amp; for offence.  I write a statement of facts, &amp;amp; if your Excellency still desires the Regiments of Illinois to have the most effective arm ever known, I shall be happy &amp;amp; honored to hear from you.
