The House overruled this by substituting for the 8th the 22d inst. The resolve, thus amended, was returned to the Senate, which disagreed to the amendment - 12 to 11. In this dead lock, they adjourned for the night. Now the State Constitution expressly provides:
&lt;/p&gt;&lt;p&gt;Sec. 13. In case of disagreement between the two Houses with respect to the time of adjournment, THE GOVERNOR SHALL HAVE POWER TO ADJOURN THE GENERAL ASSEMBLY TO SUCH TIME AS HE MAY THINK PROPER, provided it be not to a period beyond the next Constitutional meeting of the same.
&lt;/p&gt;&lt;p&gt;Gov. Yates hereupon next morning adjourned the Legislature without day.
&lt;/p&gt;&lt;p&gt;Hereupon The World sees fit to say:
&lt;/p&gt;&lt;p&gt;"The Republican Governor of Illinois has deliberately undertaken to prorogue the Legislature of that State for two years, or in other words to suspend the Constitution and proclaim himself the sole representative of the power of the people. This is substantially what was done by Louis Napoleon in those famous days of December, 1851, which made him first dictator and then Emperor of the French. He abolished the legislative assembly of France just as Governor Yates has assumed to abolish the Legislature of Illinois, and upon an exactly similar pretext, that its course was dangerous to the public welfare."

&lt;/p&gt;&lt;p&gt;I will not offer any apology for troubling you with this, “An appeal” on behalf of the young men of our state, who are connected with the Medical Profession, as I know the interest you feel in the welfare of every citizen particularly the young, will not only secure me a favorable hearing, but also enlist your sympathy and assistance in their behalf.  I will be brief in stating my cause.  When the Surgical Department connected with the Illinois Volunteers, was being organized the Government Sent an experienced Army Surgeon who acted very maternally in reducing the Corps of Surgeons to an effective working condition.  Every effort on the part of the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;2   [Dec 1861]
&lt;/p&gt;&lt;p&gt;Director was promptly seconded by the energy and willingness of the Surgeons under his supervision.  The results was that few states have a more thoroughly organized Medical Department than our own.  Thing's were progressing Smoothly until we found that our Brigades were being suppled with Surgeons from the East, who knew little and cared less, about our Soldiers, or their habits customs or diseases.  They came here ostensibly to get experience, but they are eminently careful in collecting their salaries.  This experience which is indeed valuable is just so much taken from the Surgeons of the North West, to whom it rightfully belongs  Had the matter ended with the appointment of the Brigade Surgeons, it might have been quietly submitted to, but since the exotics have obtained a foothold, their positions have been used as a lever to hoist others into place.  Not a vacancy occurs in our Hospital, but that some Brigade Surgeon, who is himself an interloper, has a pet of his own to fill the place.  If an

Now this thing is not only unjust, but it is most damnably annoying.  And I am tired of it. Or what I would like better let the field be open to all young men of the Medical Profession, who are now in the ranks of the Illinois Volunteers, &amp;amp; who can bring a proper certificate of character and qualifications. This will meet the difficulty, and stop the imposition, the injustice of which you can see at a glance.  Take care fo the Young Men Uncle Jesse and they will take care of you.  
&lt;/p&gt;&lt;p&gt;Any action the Govr and Yourself may take in this matter, will be reported though channels, by which it will reach every young, ambitious, road-side, Physician in the State, and it shall be accompanied with a statement of the facts in the case. &lt;/p&gt;&lt;p&gt;I will not offer any apology for troubling you with this, “An appeal” on behalf of the young men of our state, who are connected with the Medical Profession, as I know the interest you feel in the welfare of every citizen particularly the young, will not only secure me a favorable hearing, but also enlist your sympathy and assistance in their behalf.  I will be brief in stating my cause.  When the Surgical Department connected with the Illinois Volunteers, was being organized the Government Sent an experienced Army Surgeon who acted very maternally in reducing the Corps of Surgeons to an effective working condition.  Every effort on the part of the

&lt;/p&gt;&lt;p&gt;Director was promptly seconded by the energy and willingness of the Surgeons under his supervision.  The results was that few states have a more thoroughly organized Medical Department than our own.  Thing's were progressing Smoothly until we found that our Brigades were being suppled with Surgeons from the East, who knew little and cared less, about our Soldiers, or their habits customs or diseases.  They came here ostensibly to get experience, but they are eminently careful in collecting their salaries.  This experience which is indeed valuable is just so much taken from the Surgeons of the North West, to whom it rightfully belongs  Had the matter ended with the appointment of the Brigade Surgeons, it might have been quietly submitted to, but since the exotics have obtained a foothold, their positions have been used as a lever to hoist others into place.  Not a vacancy occurs in our Hospital, but that some Brigade Surgeon, who is himself an interloper, has a pet of his own to fill the place.  If an

&lt;/p&gt;&lt;p&gt;Dear Sir, Some one has done me the courtesy to send me your last message which I have read with much concern I am astonished to see the high degree of loyalty to the Union the people of your State exhibit Since this war has begun had the people of the free States generally you would have healed all complaints with the border &amp;amp; adjoining States observed this same loyalty 2 years ago now I see the citizens of your State promptly execute the fugitive Slave law I suppose from the wholesome instructions that you give now my Dear Sir I have one favor to ask of you as Supreme Commander Politics as well as military to give from under your own hand &amp;amp; seal of office the right to 3 of our citizens to obtain their property [remaining?] at large in your State 7 persons of coulor fugitives from labor who left their owners between 20 July &amp;amp; 20 Sept 1859  Your humble Servant  [had?] one also to get to your State but got killed in the process of capture by people of your State for the reward a gentleman of your State of high respectability told me he had no doubt that the Same persons who had a hand in taking men had a hand in persuading him a way this was Mr Harmon C Cole of Chester one of the persons who lost 3 succeeded twice in having the 3 boys put in jail

&lt;p&gt;and both times win turned out before he could reach the place by the Abolitionist one of our neighbors heard of one of his in Sparta &amp;amp; went to a Hotel keeper and asked him if he would assist him   he agreed readily so to do but took care to entertain both all night in different rooms only an [inch?] plank between their beds and our neighbor shot at the next morng when he left without his servant or any Inteligence of his where abouts this are the causes of compliant on the part of Mo &amp;amp; if your honor would issue a proclamtion to the citizens of Mo &amp;amp; other Slave States that have lost their Slaves in your State to come forward with the necessary proof undr the fugitive Slave act aided &amp;amp; assisted by your people when necessary  Succession would be out in 10 days as all the old citizens generally do not desire sucession they rather keep quiet themselves &amp;amp; teach the young men to do so too now if your Honor has any power by the laws of your Own State to do this; by proclamation or by private permission you will please let your humble Servant know if such a thing under existing circumstances would be practible &amp;amp; legal in your State South East Mo lost in the Summer of 1857 – 79 of the most likely Servants that belonged to the South part of our State &amp;amp; only 2 [illegible] one of them came back of his own accord to a widow woman in Cape County our citizens would be glad to know if they could get them provided they can find them. &lt;/p&gt;&lt;p&gt;Resolved by the Generall Assembly of the State of Tennessee That we received with profound regret intelligence of the facts that an armed force under orders from the Government of Illinois is stationed at Cairo with intentions to interfere unlawfully detained a boat and cargo, the property of citizens of Tennessee in violation of the rights of the people of the state, dangerous to the peaceful relations, and destructive of the best interest of the people of the States respectively 
&lt;/p&gt;&lt;p&gt;2nd  In view of this unlawful detention and seizure of the property and effects of citizens of Tennessee and usurpation of authority in obstructing the free navigation of the Mississippi, we most solemnly reiterate the declaration of rights of the people of Tennessee.  That the equal participation of the free navigation is one of the inherent rights of the citizens of this State, it cannot be therefore conceded to any Power, Potentate, Prince, person or persons whatever, and in vindication of this right we pledge our lives, our fortunes and our sacred honor.

&lt;/p&gt;&lt;p&gt;Protesting against the interception of the free navigation of the Mississippi.
&lt;/p&gt;&lt;p&gt;Resolved by the Generall Assembly of the State of Tennessee That we received with profound regret intelligence of the facts that an armed force under orders from the Government of Illinois is stationed at Cairo with intentions to interfere unlawfully detained a boat and cargo, the property of citizens of Tennessee in violation of the rights of the people of the state, dangerous to the peaceful relations, and destructive of the best interest of the people of the States respectively 
&lt;/p&gt;&lt;p&gt;2nd  In view of this unlawful detention and seizure of the property and effects of citizens of Tennessee and usurpation of authority in obstructing the free navigation of the Mississippi, we most solemnly reiterate the declaration of rights of the people of Tennessee.  That the equal participation of the free navigation is one of the inherent rights of the citizens of this State, it cannot be therefore conceded to any Power, Potentate, Prince, person or persons whatever, and in vindication of this right we pledge our lives, our fortunes and our sacred honor. 
&lt;/p&gt;&lt;p&gt;Resolved further.  That the Governor transmit a copy of the above resolutions to the Governor of Illinois and also to the President of the United States.
