I hereby apply to you 1- for a commission as captain or an order therefore according to the practice in such case. 2- for permission to recruit men in this state for said company. 3d for subsistence & clothing for my men and an order to have my men submited & quartered in Camp Douglas; 4- for such aid in the way of passes &c as is by law given to recruiting officers. I take the liberty to add that the men who will enlist in this celebrated corps are those who will not volunteer in the ordinary regiments of the line. They are to be reserved for special services, such as their qualities fit them for. If they do not enlist in this corps their services will probably be lost to the country. <hr /> Even if they should enlist in some regular regiment of the line their efficiency would not equal that which they will have when they are kept for this specialty. The enclosed correspondence of Col. Berdan with the War Department shows the importance attached to this corps by the Federal Government, and it should be the pride of Illinois to contribute our quota to a body of men whose services have already been of so immense value to our cause. I hereby apply to you 1- for a commission as captain or an order therefore according to the practice in such case. 2- for permission to recruit men in this state for said company. 3d for subsistence & clothing for my men and an order to have my men submited & quartered in Camp Douglas; 4- for such aid in the way of passes &c as is by law given to recruiting officers. I take the liberty to add that the men who will enlist in this celebrated corps are those who will not volunteer in the ordinary regiments of the line. Col Joseph Holt, J. A. G. prepared a most excellent vindication for me in his report. A report combining the whole testimony in my case - and commenting upon it in such terms of Praise that it aught to have placed me in command of the reg of the Potomac. Let me again thank <hr /> you for your good letter in my behalf. It is the Proudest moment of my life. A Mountain has been lifted from off my Heart. It beats the pulsations of patriotism & Love for my friends who have helped me out of this trouble. that will never cease until I have helped to save the Country and then served my Dear friends in some way to pay them for their Kindness. Among the recent Acts of Congress I notice the Conscript Law makes provisions for one Officer in each Congressional District with the rank of Capt. If your Honor will confer upon me that appointment in the 9th District you will place me under lasting obligation. I have now had an experience of four months in the field, & hence I know I am better qualified to take the command of a regiment as Colonel than many who have been appointed. And I think that those who at first volunteered ought to have better claims than those who finally propose to come into the service only <hr />by appointment. This military favor is the only one I ever sought, & when my political friends are in power, I think my political services ought not to be entirely overlooked. Will you please forward the suggestions of this letter, in such as way as you may deem fit Yours in haste H. Case <hr />Gov Yates. Dr Sir. I send this letter to you for consideration.
