&lt;/p&gt;&lt;p&gt;At a special meeting of the city Council of the City of Centralia on Tuesday evening April 5th AD 1864. The following Preamble and resolutions were adopted, viz:
&lt;/p&gt;&lt;p&gt;Whereas, depredations have been committed upon the property of Loyal Citizens of this City of Centralia by Soldiers belonging to various Regiments returning home on furlough after having reinlisted, and by Veteran Regiments passing through the city by Railroad which are unbecoming the well disiplined soldier, The injury falling upon the soldiers friend as well as the Southern sympathizers. Therefore be it -
&lt;/p&gt;&lt;p&gt;Resolved by the City Council of the City of Centralia that we recommend to Gov Yates that a squad of men be stationed at Centralia for the protection of our Citizens against such depredations, as well as against the dangers of Southern Spies who we believe frequent our City.
&lt;/p&gt;&lt;p&gt;Resolved that in the opinion of this Council the Head Quarters of the Provost Marshall for the 11th District should be located at Centralia this being the only point in said 11th District at which Veteran Regiments rendezvous. That thereby the depredations complained of would be prevented.
&lt;/p&gt;&lt;p&gt;Resolved that while we most heartily endorse the conduct of the Illinois soldiers and those of all the Federal Armies of the Nation upon the battle
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;field, and their efforts while at home to crush the rebellion and the Southern sympathy to be found in some of our Northern Citizens, yet we must condemn depredations by isolated individuals in the military service, upon the property of loyal men in Illinois or elsewhere,

&lt;/p&gt;&lt;p&gt;I hereby most cheerfully recommend Cpt. Jno. E. Coppinger of this city as being worthy an appointment of Captain: he can and will do good service.  He can go to Missouri, but we desire him to have a commission here.
&lt;/p&gt;&lt;p&gt;Mr. Coppinger is capable and can no doubt organize a good Company here, and it is a matter I feel much interest in seeing accomplished.  Will you do us the favor, if consistant with your judgment for the public good, to grant the request.  Mr. C is an Irishman and there are many of his fellow=countrymen here who are eager to enlist under him.
&lt;/p&gt;&lt;p&gt;He thinks of enterring Hon P. B. Fouke's, or some other Regiment, if favored with a Commission

&lt;/p&gt;&lt;p&gt;I hereby most cheerfully recommend Cpt. Jno. E. Coppinger of this city as being worthy an appointment of Captain: he can and will do good service.  He can go to Missouri, but we desire him to have a commission here.
&lt;/p&gt;&lt;p&gt;Mr. Coppinger is capable and can no doubt organize a good Company here, and it is a matter I feel much interest in seeing accomplished.  Will you do us the favor, if consistant with your judgment for the public good, to grant the request.  Mr. C is an Irishman and there are many of his fellow=countrymen here who are eager to enlist under him.

&lt;/p&gt;&lt;p&gt;The bearer of this letter Robt G. Smith, is a resident of Jersey Co some 8 miles from Alton.  He will inform you about the desperate Condition of things in that County.  He has been robbed, driven from his home at night, &amp;amp; narrowly escaped assassination. This gang of secession robbers are secreted by people there.  They have stolen much property horses, and several instances large sums of money. They cannot be caught by a &lt;u&gt;days&lt;/u&gt; labor or attention. It may take weeks to do it.  No force can be had here. A small cavalry force should be immediately and as &lt;u&gt;secretly&amp;gt;/u&amp;gt; as possible placed in reach of the county; and in a reasonable length of time
&lt;/p&gt;

&lt;p&gt;I doubt not, they will be brought to punishment and those harboring them discovered.  If it is permitted to proceed a desperate Condition will soon follow

&lt;/p&gt;&lt;p&gt;Sir:  I send also herewith a full Report of action had by us as requested by Gen'l Rosecrans that you may have it before you, as well as the speech of the Gen'l desiring us to do so.
&lt;/p&gt;&lt;p&gt;The first petition which we made &amp;amp; which was our choice, was -

&lt;/p&gt;&lt;p&gt;After Gen. Rosecrans came up, made his speech &amp;amp;c the following names were presented by Citizens Committee appointed by said meeting, viz -

&lt;/p&gt;&lt;p&gt;which was a Compromise, and which will give as general satisfaction as any we can probably get under all the Circumstances.  If we must compromise this will do:  but we feel we cannot do

&lt;p&gt;without the Colonel as petitioned.  I may say here that the political bearing is a vital point.  You fully understand it.  Give us this much and as much more as can be reasonably asked for.  We will be sold to the opposition should Rogers get the Regiment and would entirely Crush us.  We have Concentrated our whole strength on Abbott.  We want no half=way man and no change.  Some of the opposition have proposed H. S. Baker - this was talked over in Committee &amp;amp; would suit no one
&lt;/p&gt;&lt;p&gt;Maj Abbott has bee besieged with many Companies already organized.  our people are awaiting a decision; the time (Sept 5) is very near at hand, and prompt steps should be taken;

&lt;/p&gt;&lt;p&gt;Friday Evening Aug. 19, 1864.
&lt;/p&gt;&lt;p&gt;Meeting. - Gen. Rosecrans.
&lt;/p&gt;&lt;p&gt;On last Monday evening, according to previous notice Gen. Rosecrans met out citizens at the City Hall to present to them a plan to organize a regiment, to be known as "Alton Guards."  The meeting was organized by the appointment of Mayor Hollister as chairman.  R. W. English and W. T. Miller Vice Presidents; H. G. McPike Sec'y and D. D. Ryrie As't Sec'y.  The General being introduced, was received with much enthusiasm.  He proceeded to explain the object of his coming to Alton:
&lt;/p&gt;&lt;p&gt;"He said he desired to have a regiment organized in the city of Alton, to be called the "Alton Guards," who should stay at Alton - not to go into the field.  I hope to show you the way to accomplish the organization.  I want a home guard - a regiment of good men, a military organization that I will not be ashamed of.  To effect this we want the joint action of citizens.  The city of Alton can furnish this regiment.  It will not go to the field but the duties will nevertheless be arduous.  Guard duty you will find a hard duty; I draw your attention to [illegible], that officers drilled should be had, or [illegible] officers who stand highly in this community.  I cannot too strongly impress upon you the importance of making it a good regiment - so you will be proud of it, not ashamed for visitors to examine it.  I shall stay here to-morrow, and you will select men for the officers of the regiment.  I want it to be an Alton Regiment, and not a party matter, but an organization to be proud of.  Therefore, take council, and select your officers, and I will see you to-morrow.
&lt;/p&gt;&lt;p&gt;As to the pay the men will get, the bounty will be one hundred dollars, and each man will be credited on the draft.  At the end of twevle months we hope and trust there may not be any need of a draft.
&lt;/p&gt;&lt;p&gt;There is a matter I would refer to the citizens:  while the country is in trouble we owe the country service.  Here tofore Illinois has done nobly.  While citizens are getting three or four dollars per day, it would be unreasonable to expect them to come forward without some assistance.
&lt;/p&gt;&lt;p&gt;We should make up the difference between the Government pay and usual citizen's wages.  Let the city and county supply funds to make up that difference.
&lt;/p&gt;&lt;p&gt;Having said thus much, I will submit the whole matter to your action.
&lt;/p&gt;&lt;p&gt;The General took his seat amid hearty cheers.
&lt;/p&gt;&lt;p&gt;General Copeland, Dr. Rutherford and R. W. English, each made pertinent remarks in furtherance of the same object.
&lt;/p&gt;&lt;p&gt;General Rosecrans arose and said, "I propose that a working committee be appointed to select officers and raise means. 
&lt;/p&gt;&lt;p&gt;On motion, the following resolutions were read, having been previously passed in the Common Council.
&lt;/p&gt;&lt;p&gt;Resolved, That the Appeal of Major General Rosecrans read by the Mayor, the organization of a regiment of one year volunteers in Alton and vicinity, receive the cordial endorsement of this Council.
&lt;/p&gt;&lt;p&gt;Resolved, That Mayor Hollister and Aldermen Schweppe, Burns, Simms and Regan, be and they are hereby appointed a special committee on behalf of this Council, to promote as far as possible the object desired, by calling public meetings or in any other manner that may seen most efficient and practical.
&lt;/p&gt;&lt;p&gt;On motion the following names were added to the above list, viz:  R. W. English, V. Walter, R. DeBow, C. A. Murray, C. Ryan, C. W. Dimmock, M. H. Topping, 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;H. G. McPike, W. C. Quigley and W. T. Miller.
&lt;/p&gt;&lt;p&gt;The committee met and organized by electing Mayor Hollister President, and H. G. McPike and R. DeBow Secretaries, Wm. C. Ryan being absent from Alton, Mr. P. H. McKenna was substituted.
&lt;/p&gt;&lt;p&gt;There not being a full meeting, adjourned to meet at City Counil Room at two o'clock p.m.
&lt;/p&gt;&lt;p&gt;Council Room, Aug. 16, 2 p.m.
&lt;/p&gt;&lt;p&gt;Committee met pursuant to adjournment.  The Mayor stated the object of the meeting, there being a full attendance, fifteen in number.
&lt;/p&gt;&lt;p&gt;On motion, the following named gentlemen were appointed a committee to select officers for the regiment; viz:
&lt;/p&gt;&lt;p&gt;R. W. English, H. G. McPike, V. Walters, J. W. Schweppe, and P. Regan.  The said committee retired to the anti room.
&lt;/p&gt;&lt;p&gt;On motion, the following committee were appointed to collect subscriptions, which were to be paid into the Treasury War Fund, to be disbursed by said agent. viz:
&lt;/p&gt;&lt;p&gt;W. T. Miller, R. DeBow, C. A. Murray, C. W. Dimmock and Mayor Hollister.
&lt;/p&gt;&lt;p&gt;Committee for selecting officers submitted the following report; viz:
&lt;/p&gt;&lt;p&gt;Disagreement on name for Colonel, and reported two names, G. S. Ferguson, and Major Geo. Abbott.
&lt;/p&gt;&lt;p&gt;Lieutenant Colonel - Dr. R. W. English.
&lt;/p&gt;&lt;p&gt;Major - Major John Kuhn.
&lt;/p&gt;&lt;p&gt;Surgeon - Dr. Gullick.
&lt;/p&gt;&lt;p&gt;Quartermaster - P. Regan.
&lt;/p&gt;&lt;p&gt;On motion the committee proceeded to ballot for Colonel, which resulted in the election of Major Geo. Abbott.
&lt;/p&gt;&lt;p&gt;Lieutenant Colonel - R. W. English.
&lt;/p&gt;&lt;p&gt;Major - Major John Kuhn.
&lt;/p&gt;&lt;p&gt;Surgeon - Charles Skillman.
&lt;/p&gt;&lt;p&gt;Quartermaster - Davis Simms.
&lt;/p&gt;&lt;p&gt;On the announcement of the election of the above named officers, a committee consisting of H. G. McPike, R. W. English and V. Walter was appointed to report the action of the committee of the whole to Major General Rosecrans, which they did by submitting the above names as selected for officers for "Alton Guards."
&lt;/p&gt;&lt;p&gt;On motion adjourned to meet at 9 o'clock Wednesday morning.

Officers will be commissioned by Gov. Yates on recommendation.

&lt;/p&gt;&lt;p&gt;Sir:  I send also herewith a full Report of action had by us as requested by Gen'l Rosecrans that you may have it before you, as well as the speech of the Gen'l desiring us to do so.
&lt;/p&gt;&lt;p&gt;The first petition which we made &amp;amp; which was our choice, was -

&lt;/p&gt;&lt;p&gt;After Gen. Rosecrans came up, made his speech &amp;amp;c the following names were presented by Citizens Committee appointed by said meeting, viz -

&lt;/p&gt;&lt;p&gt;" Lt. Col - R. W. English
&lt;/p&gt;&lt;p&gt;" Maj - Maj John Kuhn

&lt;/p&gt;&lt;p&gt;" Qt. Master - David Simms
&lt;/p&gt;&lt;p&gt;which was a Compromise, and which will give as general satisfaction as any we can probably get under all the Circumstances.  If we must compromise this will do:  but we feel we cannot do 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;without the Colonel as petitioned.  I may say here that the political bearing is a vital point.  You fully understand it.  Give us this much and as much more as can be reasonably asked for.  We will be sold to the opposition should Rogers get the Regiment and would entirely Crush us.  We have Concentrated our whole strength on Abbott.  We want no half=way man and no change.  Some of the opposition have proposed H. S. Baker - this was talked over in Committee &amp;amp; would suit no one
&lt;/p&gt;&lt;p&gt;Maj Abbott has bee besieged with many Companies already organized.  our people are awaiting a decision; the time (Sept 5) is very near at hand, and prompt steps should be taken;

&lt;/p&gt;&lt;p&gt;Meeting. - Gen. Rosecrans.
&lt;/p&gt;&lt;p&gt;On last Monday evening, according to previous notice Gen. Rosecrans met out citizens at the City Hall to present to them a plan to organize a regiment, to be known as "Alton Guards."  The meeting was organized by the appointment of Mayor Hollister as chairman.  R. W. English and W. T. Miller Vice Presidents; H. G. McPike Sec'y and D. D. Ryrie As't Sec'y.  The General being introduced, was received with much enthusiasm.  He proceeded to explain the object of his coming to Alton:
&lt;/p&gt;&lt;p&gt;"He said he desired to have a regiment organized in the city of Alton, to be called the "Alton Guards," who should stay at Alton - not to go into the field.  I hope to show you the way to accomplish the organization.  I want a home guard - a regiment of good men, a military organization that I will not be ashamed of.  To effect this we want the joint action of citizens.  The city of Alton can furnish this regiment.  It will not go to the field but the duties will nevertheless be arduous.  Guard duty you will find a hard duty; I draw your attention to [illegible], that officers drilled should be had, or [illegible] officers who stand highly in this community.  I cannot too strongly impress upon you the importance of making it a good regiment - so you will be proud of it, not ashamed for visitors to examine it.  I shall stay here to-morrow, and you will select men for the officers of the regiment.  I want it to be an Alton Regiment, and not a party matter, but an organization to be proud of.  Therefore, take council, and select your officers, and I will see you to-morrow.
&lt;/p&gt;&lt;p&gt;As to the pay the men will get, the bounty will be one hundred dollars, and each man will be credited on the draft.  At the end of twevle months we hope and trust there may not be any need of a draft.
&lt;/p&gt;&lt;p&gt;There is a matter I would refer to the citizens:  while the country is in trouble we owe the country service.  Here tofore Illinois has done nobly.  While citizens are getting three or four dollars per day, it would be unreasonable to expect them to come forward without some assistance.
&lt;/p&gt;&lt;p&gt;We should make up the difference between the Government pay and usual citizen's wages.  Let the city and county supply funds to make up that difference.
&lt;/p&gt;&lt;p&gt;Having said thus much, I will submit the whole matter to your action.
&lt;/p&gt;&lt;p&gt;The General took his seat amid hearty cheers.
&lt;/p&gt;&lt;p&gt;General Copeland, Dr. Rutherford and R. W. English, each made pertinent remarks in furtherance of the same object.
&lt;/p&gt;&lt;p&gt;General Rosecrans arose and said, "I propose that a working committee be appointed to select officers and raise means. 
&lt;/p&gt;&lt;p&gt;On motion, the following resolutions were read, having been previously passed in the Common Council.
&lt;/p&gt;&lt;p&gt;Resolved, That the Appeal of Major General Rosecrans read by the Mayor, the organization of a regiment of one year volunteers in Alton and vicinity, receive the cordial endorsement of this Council.
&lt;/p&gt;&lt;p&gt;Resolved, That Mayor Hollister and Aldermen Schweppe, Burns, Simms and Regan, be and they are hereby appointed a special committee on behalf of this Council, to promote as far as possible the object desired, by calling public meetings or in any other manner that may seen most efficient and practical.
&lt;/p&gt;&lt;p&gt;On motion the following names were added to the above list, viz:  R. W. English, V. Walter, R. DeBow, C. A. Murray, C. Ryan, C. W. Dimmock, M. H. Topping, 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;H. G. McPike, W. C. Quigley and W. T. Miller.
&lt;/p&gt;&lt;p&gt;The committee met and organized by electing Mayor Hollister President, and H. G. McPike and R. DeBow Secretaries, Wm. C. Ryan being absent from Alton, Mr. P. H. McKenna was substituted.
&lt;/p&gt;&lt;p&gt;There not being a full meeting, adjourned to meet at City Counil Room at two o'clock p.m.
&lt;/p&gt;&lt;p&gt;Council Room, Aug. 16, 2 p.m.
&lt;/p&gt;&lt;p&gt;Committee met pursuant to adjournment.  The Mayor stated the object of the meeting, there being a full attendance, fifteen in number.
&lt;/p&gt;&lt;p&gt;On motion, the following named gentlemen were appointed a committee to select officers for the regiment; viz:
&lt;/p&gt;&lt;p&gt;R. W. English, H. G. McPike, V. Walters, J. W. Schweppe, and P. Regan.  The said committee retired to the anti room.
&lt;/p&gt;&lt;p&gt;On motion, the following committee were appointed to collect subscriptions, which were to be paid into the Treasury War Fund, to be disbursed by said agent. viz:
&lt;/p&gt;&lt;p&gt;W. T. Miller, R. DeBow, C. A. Murray, C. W. Dimmock and Mayor Hollister.
&lt;/p&gt;&lt;p&gt;Committee for selecting officers submitted the following report; viz:
&lt;/p&gt;&lt;p&gt;Disagreement on name for Colonel, and reported two names, G. S. Ferguson, and Major Geo. Abbott.
&lt;/p&gt;&lt;p&gt;Lieutenant Colonel - Dr. R. W. English.
&lt;/p&gt;&lt;p&gt;Major - Major John Kuhn.
&lt;/p&gt;&lt;p&gt;Surgeon - Dr. Gullick.
&lt;/p&gt;&lt;p&gt;Quartermaster - P. Regan.
&lt;/p&gt;&lt;p&gt;On motion the committee proceeded to ballot for Colonel, which resulted in the election of Major Geo. Abbott.
&lt;/p&gt;&lt;p&gt;Lieutenant Colonel - R. W. English.
&lt;/p&gt;&lt;p&gt;Major - Major John Kuhn.
&lt;/p&gt;&lt;p&gt;Surgeon - Charles Skillman.
&lt;/p&gt;&lt;p&gt;Quartermaster - Davis Simms.
&lt;/p&gt;&lt;p&gt;On the announcement of the election of the above named officers, a committee consisting of H. G. McPike, R. W. English and V. Walter was appointed to report the action of the committee of the whole to Major General Rosecrans, which they did by submitting the above names as selected for officers for "Alton Guards."
&lt;/p&gt;&lt;p&gt;On motion adjourned to meet at 9 o'clock Wednesday morning. 
&lt;/p&gt;&lt;p&gt;Nine o'clock, A. M.
&lt;/p&gt;&lt;p&gt;Committee met pursuant to adjournment - all present.  The subject of recruiting officers being before the committee.
&lt;/p&gt;&lt;p&gt;On motion a committee was appointed consisting of three, to report names for such recruiting officers.

Officers will be commissioned by Gov. Yates on recommendation.

&lt;/p&gt;&lt;p&gt;Sir:---Your dispatch of yesterday, just came to hand late this afternoon. Consequently could not answer before evening mail.
&lt;/p&gt;&lt;p&gt;We have again consulted about the proper course to persue. We learn that while Rogers declares he wants to see the Rebels whipped yet he is against the Administration and all &lt;u&gt;unconstitutional&lt;/u&gt; acts: we were not deceived in this. His brother Dr. Rogers who was in the army with the same bitter Democratic prejudices, resigned his place, came home, and is now more bitter than ever. We have looked at the matter in all its bearings, and this is the Conclusion,viz:---Roger's present associates are our bitterest Democrats and wire pullers, and will continue to be---his sympathies have been, and we have good reason to believe will continue to be with them. Our Mayor---Hollister---is his right-hand man and in connection with Dr English. R. P. [Tansey?] &amp;amp; others, it will become &lt;u&gt;thoroughly&lt;/u&gt; a Democratic concern
&lt;/p&gt;&lt;p&gt;They known what they are fighting for---the control of Madison County---and are putting forth every exertion; for it is their only hope to gain the county
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;One man only that has been conversed with this morning, can see no danger, and he is H. S. Baker; what his purposes or designs may be we cannot say, but he represents no one here, being considered a halfway man---has never been consulted by the union party. I was instrumental in placing him in the place he has, because he could do us no harm; and if he &lt;u&gt;would&lt;/u&gt; could do us some good.
&lt;/p&gt;&lt;p&gt;There is no safety here on this border, and in view of coming events to have a man in Command here where there is 1,000 Rebels inside the walls &amp;amp; a large number of graded men from Rebels to Constitutional Democrats outside the walls. There is no &lt;u&gt;safety&lt;/u&gt; with a man in Command, who is opposed to the Constituted Authorities. We hope Gen Rosecrans has not become a partisan in this matter. Maj Geo. Abbott has been at work every day to insure the organization of said Regiment. He supposed he was able to Command it, from the appointment which he received, (a copy of which you have) and we had every reason to believe so. The whole matter is a Democratic move and for political purposes. You have the power to &lt;u&gt;defeat it.&lt;/u&gt;  &lt;u&gt;We are crushed if you do not.&lt;/u&gt; With this Regiment in our hands, we are
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;safe from all dangers. We care much less for other offices, &lt;u&gt;but give us Command.&lt;/u&gt; You already know our choice, which has been brought forward with all the strength we have.
&lt;/p&gt;&lt;p&gt;The Democrats have withdrawn R.W English  for Lt. Col. for fear they would fail to get Command, while our people have suggested Drs. Williams and Gullick as the Surgeons. We want the first or original list if we can get them (you have the list.) for as &lt;u&gt;they&lt;/u&gt; disregard the Compromise , &lt;u&gt;we&lt;/u&gt; are not bound. But we feel, to have any hope left, we must have &lt;u&gt;Command,&lt;/u&gt; let what else go as it may. You know how to manage this matter. Don't let any new quibble defeat the main object, for they are full of them

Smith of Alton, a Paymaster, does not believe it is just.  These boys are from every part of Madison [Jersey?] and (illegible) Counties, and they feel this injustice VERY SHARPLY.  I cannot think the Gov't sanctions it, or would do so if the case was represented; and if a fraud it should be exposed.
