&lt;/p&gt;&lt;p&gt;I am ashamed to trouble you so often but since I saw you a matter has been presented to me in which I take a lively personal interest. It has been suggested to me that Lieut. Col. Laughlin 94th Ill Inf Vol. for meritorious service deserves a Brevet commission.  The Col commanded the advance against Ft Morgan and so skillfully and carefully that not one man was lost in making the approaches to that Fort.  I know him to be a high minded gentleman and an honorable man and well meriting any mark of respect the government may give him.  Have you any influence that could be made available in his case and if you have will you exert it in his behalf?  Any thing you can do for the Col will be appreciated and most gladly reciprocated by Your friend &amp;amp; humble servant

&lt;/p&gt;&lt;p&gt;I am ashamed to trouble you so often but since I saw you a matter has been presented to me in which I take a lively personal interest. It has been suggested to me that Lieut. Col. Laughlin 94th Ill Inf Vol. for meritorious service deserves a Brevet commission.  The Col commanded the advance against Ft Morgan and so skillfully and carefully that not one man was lost in making the approaches to that Fort.  I know him to be a high minded gentleman and an honorable man and well meriting any mark of respect the government may give him.  Have you any influence that could be made available in his case and if you have will you exert it in his behalf?  Any thing you can do for the Col will be appreciated and most gladly reciprocated by Your friend &amp;amp; humble servant

&lt;/p&gt;&lt;p&gt;Perhaps I may incur the charge of presumption, in addressing you upon the subject I do, but a sense of its importance at this time, compels me.  There being large amounts of U.S. Demand notes in circulation here, and but little coin, compared to the revenue to be collected, and the late action of the Banks having already advanced the price of coin from 2 to 5%, thereby causing our Tax payers a heavy loss: would it not be wise, (unless insuperable objections exist) to call an extra session of our Legislature, for the purpose of legalizing and making receivable as State &amp;amp; other dues such demand notes and also also to provide for the assumption and collection of the “U S Tax apportioned to this" State?  Your Honor, of course, is fully acquainted with the above matter, and they are cheerfully submitted to your decision.

&lt;/p&gt;&lt;p&gt;I beg leave to say to you that while recently in Washington, I called on the President and the Secty. of War and spoke with each of them concerning authority to raise a regiment of cavalry in this state.  The Secty assured me that no more regiments of cavalry or artillery would be authorized but said that upon recommendation of the Governor Regiments of Infantry would be received.  
&lt;/p&gt;&lt;p&gt;Col McH. Brooks late Captain in 27th Ill Vol desires to raise a regiment of Infantry.  If permission to do so can be given consistently with the public service I assure you I know of no man who better deserves the Honor than Col Brooks.  He is a man of tried bravery and well qualified by experience and natural capacity to lead men as the should be led.  His [course?] at the ourbreak of the war entitles him to marked consideration [illegible] McSwain will inform you of this so far as you may not already know it.
&lt;/p&gt;&lt;p&gt;The Secty of War and President are favorable to his enterprise provided you will endorse it.

&lt;/p&gt;&lt;p&gt;I beg leave to say to you that while recently in Washington, I called on the President and the Secty. of War and spoke with each of them concerning authority to raise a regiment of cavalry in this state.  The Secty assured me that no more regiments of cavalry or artillery would be authorized but said that upon recommendation of the Governor Regiments of Infantry would be received.  
&lt;/p&gt;&lt;p&gt;Col McH. Brooks late Captain in 27th Ill Vol desires to raise a regiment of Infantry.  If permission to do so can be given consistently with the public service I assure you I know of no man who better deserves the Honor than Col Brooks.  He is a man of tried bravery and well qualified by experience and natural capacity to lead men as the should be led.  His [course?] at the ourbreak of the war entitles him to marked consideration [illegible] McSwain will inform you of this so far as you may not already know it.
&lt;/p&gt;&lt;p&gt;The Secty of War and President are favorable to his enterprise provided you will endorse it.
&lt;/p&gt;&lt;p&gt;From Brooks' know energy I feel sure if any man can raise the men he can do it.

&lt;/p&gt;&lt;p&gt;It was out of my power to be at Springfield. I was compelled to come here in haste on the 10th Nov. to attend to my wife who had fallen sick here while on a visit to her mother. Notwithstand all that could be done she continued sinking until the 1st Jany when she breathed her last. It has bein a melancholy time for me Governor since the Election, however much rejoicing our friends have all had over the triumph.
&lt;/p&gt;&lt;p&gt;I will not attempt to weary you with an expression of my feelings now though I will know they could not be confided to more genial and glowing sympathies than those of your heart, I know you will understand more than I can say.  
&lt;/p&gt;&lt;p&gt;I see by

&lt;p&gt;papers that you have recd the honer of representing Illinois in the Senate.
