The slight chance which I have here for promotion (no matter how meritorious) induces me to ask the personal favor, that you will please write to Gov Curtin also to the War Dept to allow me the privilege to proceed to Philadelphia to assist in raising the new Regmts now in formation in that City. &lt;/p&gt;&lt;p&gt;Dear Sir:
&lt;/p&gt;&lt;p&gt;This will introduce to your Excellency George W. Rofs, Commissary Sargent of 32nd Regiment Ill Volunteers, and son of Col. John W. Rofs of the same Regiment, who fell at Shiloh.  He was sent home, immediately after that battle, more dead than alive, with the prevailing disease of the camps.  When Col. Logan was home George visited him and after stating his case was advised by the Colonel to apply for a discharge - the Colonel kindly promising to procure one for
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;for him, and telling him to remain at home in the meantime to recruit his health for some other employment.  Assured in this manner, George felt virtually discharged, and gave himself no further uneasiness upon the subject; and as his health improved, proceed to lay his plans in a civic direction.  Today, he is unexpectedly informed by letter that his presence is necessary to pass with the regiment, to be passed upon by the Brigade Surgeon, if unfit for service, or to take his place in the line. He nor his friends have the slightest objection to the stern behests of military rule; but George is poor, has not received any pay for a long time, and be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ing absent without a furlough is required to pay his way back to Tennessee. Your Excellency doubtless has discretionary power in these matters, and we appeal with confidence to one whose generosity to the soldier is proverbial in every Western camp.  You were well acquainted with his father, whose heroic death was a fitting climax to a pure and patriotic life, and it will be needless for us to say how worthily any favor you show George will be bestowed.

&lt;/p&gt;&lt;p&gt;This will introduce to your Excellency George W. Rofs, Commissary Sargent of 32nd Regiment Ill Volunteers, and son of Col. John W. Rofs of the same Regiment, who fell at Shiloh.  He was sent home, immediately after that battle, more dead than alive, with the prevailing disease of the camps.  When Col. Logan was home George visited him and after stating his case was advised by the Colonel to apply for a discharge - the Colonel kindly promising to procure one for
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;for him, and telling him to remain at home in the meantime to recruit his health for some other employment.  Assured in this manner, George felt virtually discharged, and gave himself no further uneasiness upon the subject; and as his health improved, proceed to lay his plans in a civic direction.  Today, he is unexpectedly informed by letter that his presence is necessary to pass with the regiment, to be passed upon by the Brigade Surgeon, if unfit for service, or to take his place in the line. He nor his friends have the slightest objection to the stern behests of military rule; but George is poor, has not received any pay for a long time, and be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;ing absent without a furlough is required to pay his way back to Tennessee. Your Excellency doubtless has discretionary power in these matters, and we appeal with confidence to one whose generosity to the soldier is proverbial in every Western camp.  You were well acquainted with his father, whose heroic death was a fitting climax to a pure and patriotic life, and it will be needless for us to say how worthily any favor you show George will be bestowed.

&lt;/p&gt;&lt;p&gt;To His Excellency Richard Yates Springfield Ills.
&lt;/p&gt;&lt;p&gt;Dr Governor.  I received this morning your proclamation &amp;amp; letter to the President.  I troubled you with a line a day or two ago expressing among other things my gratitude to you for your letter to Mr Lincoln.  I noticed in your proclamation that you call for &lt;u&gt;nine&lt;/u&gt; regiment of Infantry for three years Service being &lt;u&gt;a part&lt;/u&gt; of the quota of this State under the call of the President for 300,000 men.  I do not know, but I have heretofore supposed that Illinois, in the comparison with other states and in respect to her due proportion of the whole number of troops raised &lt;u&gt;was ahead&lt;/u&gt;.  Now Governor, "it doth not appear yet what we Shall be" before this war is over.  My examinations and investigations and in this region they have been considerable lead to the conviction that we have about two republican Soldiers in the field to one heretofore democrat.  I believe it will &lt;u&gt;hold&lt;/u&gt; good in the whole State and in each and every State.  I may be very much mistaken but this is my judgment.
&lt;/p&gt;&lt;p&gt;I fear that those young men of democratic tendency who have thus far kept out of the War, staying at home to vote, will not now come forward to volunteer and that these nine regiments will fall on to the republicans almost alone. - besides as our Governor and our Great Father, you must see to it that young Illinois Shall not [conndined?] in default at least whilst She is really ahead. In point of fact wont these nine new Regiments put Illinois even with her quota including the 300,000: if so you will I doubt not see to it that She is put right on the record -

&lt;p&gt;If this war is carried on as heretofore by The U States - Whilst Conscription is adopted in the United States, and with the aid of at least the &lt;u&gt;brute&lt;/u&gt; force of 4,000,000 of slaves against us - We Shall need some men at home, And being the most exposed of all the States to attack from rebeldom.  Let us see that whilst Illinois raises up to her quota that because She is Mr Lincolns State, She is not to be made the pack horse of the war, as to a great extent she has been.
&lt;/p&gt;&lt;p&gt;I have desired from the first tap of the drum to be in this war - but being Subject to rheumatic attacks and all the ills of bad Kidney, I fear I should get sick and either die in hospital or have to go home.  &lt;u&gt;I think&lt;/u&gt; I would make a good Colonel, though I know now nothing of Strictly military matters - I am not a candidate and if there is any place where you think I might be useful and better than the man who offers I will try it on.  I am only 52 years of age though I am told I look older.
&lt;/p&gt;&lt;p&gt;We have no news here to day.  Yesterday brought us news of an intended veto of the so called [Confiscation?] bill - if so [uncle?] Abe will go into deep deep Water, the great body of the Republicans will be thoroughly down on him, unless he at the same time adopts some more Stringent policy
&lt;/p&gt;&lt;p&gt;The Dear Democrats will be mad - and were [Dollardayham?] &amp;amp;C I Suspect for the purpose of making him appear a great failure will Charge front and go it for Emancipation 
&lt;/p&gt;&lt;p&gt;May the good God direct Mr Lincoln aright and save our Country Excuse this long and desultory letter &amp;amp; believe me yours very Respectfully

&lt;/p&gt;&lt;p&gt;To His Excellency Richard Yates Springfield Ills.
&lt;/p&gt;&lt;p&gt;Dr Governor.  I received this morning your proclamation &amp;amp; letter to the President.  I troubled you with a line a day or two ago expressing among other things my gratitude to you for your letter to Mr Lincoln.  I noticed in your proclamation that you call for &lt;u&gt;nine&lt;/u&gt; regiment of Infantry for three years Service being &lt;u&gt;a part&lt;/u&gt; of the quota of this State under the call of the President for 300,000 men.  I do not know, but I have heretofore supposed that Illinois, in the comparison with other states and in respect to her due proportion of the whole number of troops raised &lt;u&gt;was ahead&lt;/u&gt;.  Now Governor, "it doth not appear yet what we Shall be" before this war is over.  My examinations and investigations and in this region they have been considerable lead to the conviction that we have about two republican Soldiers in the field to one heretofore democrat.  I believe it will &lt;u&gt;hold&lt;/u&gt; good in the whole State and in each and every State.  I may be very much mistaken but this is my judgment.
&lt;/p&gt;&lt;p&gt;I fear that those young men of democratic tendency who have thus far kept out of the War, staying at home to vote, will not now come forward to volunteer and that these nine regiments will fall on to the republicans almost alone. - besides as our Governor and our Great Father, you must see to it that young Illinois Shall not [conndined?] in default at least whilst She is really ahead. In point of fact wont these nine new Regiments put Illinois even with her quota including the 300,000: if so you will I doubt not see to it that She is put right on the record -

&lt;p&gt;If this war is carried on as heretofore by The U States - Whilst Conscription is adopted in the United States, and with the aid of at least the &lt;u&gt;brute&lt;/u&gt; force of 4,000,000 of slaves against us - We Shall need some men at home, And being the most exposed of all the States to attack from rebeldom.  Let us see that whilst Illinois raises up to her quota that because She is Mr Lincolns State, She is not to be made the pack horse of the war, as to a great extent she has been.
&lt;/p&gt;&lt;p&gt;I have desired from the first tap of the drum to be in this war - but being Subject to rheumatic attacks and all the ills of bad Kidney, I fear I should get sick and either die in hospital or have to go home.  &lt;u&gt;I think&lt;/u&gt; I would make a good Colonel, though I know now nothing of Strictly military matters - I am not a candidate and if there is any place where you think I might be useful and better than the man who offers I will try it on.  I am only 52 years of age though I am told I look older.
&lt;/p&gt;&lt;p&gt;We have no news here to day.  Yesterday brought us news of an intended veto of the so called [Confiscation?] bill - if so [uncle?] Abe will go into deep deep Water, the great body of the Republicans will be thoroughly down on him, unless he at the same time adopts some more Stringent policy
&lt;/p&gt;&lt;p&gt;The Dear Democrats will be mad - and were [Dollardayham?] &amp;amp;C I Suspect for the purpose of making him appear a great failure will Charge front and go it for Emancipation 
&lt;/p&gt;&lt;p&gt;May the good God direct Mr Lincoln aright and save our Country Excuse this long and desultory letter &amp;amp; believe me yours very Respectfully

&lt;/p&gt;&lt;p&gt;As one of the people I take the liberty to thank you for your patriotic address to the President.  Unless our rulers are aroused to put forth &lt;u&gt;all the power of the nation&lt;/u&gt; at &lt;u&gt;once&lt;/u&gt; we are ruined as a nation forever. Mr. Lincoln is a great &amp;amp; good man, but he does not seem to comprehend the awful crisis that is upon the nation. The plain fact is she is even now trembling in the balance between life &amp;amp; death. Yet not one half her powers have been brought into the contest.  Mr Lincoln should raise two men where is raising one, and he could &amp;amp; should make &lt;u&gt;ten gun boats&lt;/u&gt; where they are now making one. They alone could save us from foreign intervention.  But enough of this. Would not a letter from you to some leading man or men in each County, calling upon them as patriots to get the people aroused by public meetings &amp;amp;c have a good influence.  It will require some extra exertion for Illinois to raise her quota of the 30000 without drafting. Yet it can be done, and &lt;u&gt;you&lt;/u&gt; can do it. Let Illinois keep her present proud position in this contest.
&lt;/p&gt;&lt;p&gt;But I do not write to advise you on matters that you comprehend better than I,---but to inquire if I could get a Majors commission. I have no military experience. But think that after one month I could satisfy all. And if assured a place that could support my large family, so that I could devote the time, I could do as much as anyone in raising troops in this County. And if any attention is paid to localities the County is entitled to something of
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of the kind for I believe she has nothing higher than a captaincy though she has raised over 500 men.  But if the way is not clear for the above, what would you think, of a brigade quartermaster or commissary. 
&lt;/p&gt;&lt;p&gt;Owing to the conditions of my family and financial affairs, I had not felt called upon to enter personally into the service, but it is now different. And if you think I could be of any use anywhere please let me hear from you soon

&lt;/p&gt;&lt;p&gt;As one of the people I take the liberty to thank you for your patriotic address to the President.  Unless our rulers are aroused to put forth &lt;u&gt;all the power of the nation&lt;/u&gt; at &lt;u&gt;once&lt;/u&gt; we are ruined as a nation forever. Mr. Lincoln is a great &amp;amp; good man, but he does not seem to comprehend the awful crisis that is upon the nation. The plain fact is she is even now trembling in the balance between life &amp;amp; death. Yet not one half her powers have been brought into the contest.  Mr Lincoln should raise two men where is raising one, and he could &amp;amp; should make &lt;u&gt;ten gun boats&lt;/u&gt; where they are now making one. They alone could save us from foreign intervention.  But enough of this. Would not a letter from you to some leading man or men in each County, calling upon them as patriots to get the people aroused by public meetings &amp;amp;c have a good influence.  It will require some extra exertion for Illinois to raise her quota of the 30000 without drafting. Yet it can be done, and &lt;u&gt;you&lt;/u&gt; can do it. Let Illinois keep her present proud position in this contest.
&lt;/p&gt;&lt;p&gt;But I do not write to advise you on matters that you comprehend better than I,---but to inquire if I could get a Majors commission. I have no military experience. But think that after one month I could satisfy all. And if assured a place that could support my large family, so that I could devote the time, I could do as much as anyone in raising troops in this County. And if any attention is paid to localities the County is entitled to something of
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of the kind for I believe she has nothing higher than a captaincy though she has raised over 500 men.  But if the way is not clear for the above, what would you think, of a brigade quartermaster or commissary. 
&lt;/p&gt;&lt;p&gt;Owing to the conditions of my family and financial affairs, I had not felt called upon to enter personally into the service, but it is now different. And if you think I could be of any use anywhere please let me hear from you soon
