Governor Yates, Jr. worked to secure groundbreaking child labor legislation in Illinois but failed to attack political corruption. He was not reelected for a second term. After serving on the state public utilities commission and as assistant attorney general, he was elected to Congress in 1918 and served in that body until 1933. Working with his daughter, Catherine Yates Pickering, he wrote a biography of his father which was eventually published in 1966: Richard Yates: Civil War Governor. I troubled you with a line a day or two ago expressing among other things my gratitude to you for your letter to Mr Lincoln. I noticed in your proclamation that you call for nine regiment of Infantry for three years Service being a part of the quota of this State under the call of the President for 300,000 men. I do not know, but I have heretofore supposed that Illinois, in the comparison with other states and in respect to her due proportion of the whole number of troops raised was ahead. Now Governor, "it doth not appear yet what we Shall be" before this war is over. My examinations and investigations and in this region they have been considerable lead to the conviction that we have about two republican Soldiers in the field to one heretofore democrat. I believe it will hold good in the whole State and in each and every State. I may be very much mistaken but this is my judgment. I fear that those young men of democratic tendency who have thus far kept out of the War, staying at home to vote, will not now come forward to volunteer and that these nine regiments will fall on to the republicans almost alone. - besides as our Governor and our Great Father, you must see to it that young Illinois Shall not [conndined?] in default at least whilst She is really ahead. I troubled you with a line a day or two ago expressing among other things my gratitude to you for your letter to Mr Lincoln. I noticed in your proclamation that you call for nine regiment of Infantry for three years Service being a part of the quota of this State under the call of the President for 300,000 men. I do not know, but I have heretofore supposed that Illinois, in the comparison with other states and in respect to her due proportion of the whole number of troops raised was ahead. Now Governor, "it doth not appear yet what we Shall be" before this war is over. My examinations and investigations and in this region they have been considerable lead to the conviction that we have about two republican Soldiers in the field to one heretofore democrat. I believe it will hold good in the whole State and in each and every State. I may be very much mistaken but this is my judgment. I fear that those young men of democratic tendency who have thus far kept out of the War, staying at home to vote, will not now come forward to volunteer and that these nine regiments will fall on to the republicans almost alone. - besides as our Governor and our Great Father, you must see to it that young Illinois Shall not [conndined?] in default at least whilst She is really ahead. In point of fact wont these nine new Regiments put Illinois even with her quota including the 300,000: if so you will I doubt not see to it that She is put right on the record - <hr /> If this war is carried on as heretofore by The U States - Whilst Conscription is adopted in the United States, and with the aid of at least the brute force of 4,000,000 of slaves against us - We Shall need some men at home, And being the most exposed of all the States to attack from rebeldom. Let us see that whilst Illinois raises up to her quota that because She is Mr Lincolns State, She is not to be made the pack horse of the war, as to a great extent she has been. I have desired from the first tap of the drum to be in this war - but being Subject to rheumatic attacks and all the ills of bad Kidney, I fear I should get sick and either die in hospital or have to go home. I think I would make a good Colonel, though I know now nothing of Strictly military matters - I am not a candidate and if there is any place where you think I might be useful and better than the man who offers I will try it on. I am only 52 years of age though I am told I look older. We have no news here to day. I have this day been informed by a detective from Mo that before the last of June the thing will be done. There is not now to be had for The United States one hundred muskets in Quincy. The company belonging to 2nd Battallion Vet Reserve Corps are without arms- I believe of any kind. I have ten muskets in the hands of my Guard, besides these the United States has none. A year or more ago some guns- the number I do not know- were placed in the hands of Col Grimshaw by the State - this is as I understand - of these I believe Capt Steinwedells company have now probably forty or fifty, at present in the hands of the colored regiment for guard duty, they being still unarmed. (Frank Everett), 1856-1939 Black Hawk War (1832) Generals Soldiers War of 1812 Veterans Mexican War (1846-1848) Generals Legislators Indians of North America Description An account of the resource Frank E. Stevens was a lawyer, banker, newspaper editor and writer based in Illinois. Stevens was born and educated in Dixon, Illinois. He studied law in Sycamore, Illinois, and was admitted to the bar in 1877. Shortly after that he moved to South Dakota where he operated the Beadle County National Bank until 1890 when he moved to Chicago and worked in a brokerage business. In 1907 Stevens returned to Sycamore, Illinois, where he published the Dixon Weekly Citizen and later the Sycamore Tribune. He retired from the newspaper business in 1928 and was elected mayor of Sycamore in 1931. Governor Henry Horner appointed Stevens to the War Records Division of the office of the Adjutant General. Stevens was a historian who authored several historical works including The Black Hawk War. Stevens used the majority of the items in the collection while researching and writing The Black Hawk War. The Black Hawk War (1832), although brief, has much significance for Native American history. In April, tribal groups of Sauk, Meskwakis, and Kickapoo, led by Chief Black Hawk of the Sauk, crossed the Mississippi River from Iowa into Illinois. Known as the British Band, they claimed lands under the 1804 Treaty of St. Louis, a treaty the whites disputed. Fearful, militia’s fired on the Native American delegation in what led to the Battle of Stillman’s Run, a resounding defeat for the militias. Black Hawk was eventually defeat, however, at the battles of Wisconsin Heights and Bad Axe.
