Sec. 14, of the new Post Office Law, reads thus: - "that the (illegible) advertisement for the proposals to carry the mails of the United States shall be published hereafter for a period of six weeks, in one or more, but not to exceed five Newspapers, printed in the State or Territory where the mail service is to be performed, one of which shall be printed at the seat of government of Such State or Territory."
This advertisement will be worth about six or eight-Hundred dollars, and I think the Postmaster General has the disposal of the advertisement and assignment of newspapers in which it appears.  Of course not less than five papers will be used for Illinois.  Springfield Journal will be one of course, leaving four papers in other portions of the State.  The "Aurora Beacon" is published at Aurora, Illinois.
How did you like the appearance and general make-up of the thousand or more of men and women, boys and girls, in attendance upon our Fourth of July Ball, in our new $80,000 Town Hall!  Seriously, we should have been glad to have seen you on that occasion, but it was a little too much for us to expect you to ride twenty-four miles after the fatigues of such a very hot day, and were not much disappointed in your not coming.  We had a splendid time here and "[Dead Souls?]" of people.  Could not see you at Elgin for I got mixed up in our own celebration, contrary to my desires, and could not get away.  Was in Chicago the next day, and designed to have seen you - did call, but you were out - and afterwards got mixed up with some pretty women and went with them to a little banquet - up at Evanston - therefore I did not see you.
I send you [Seward's?] oration.  Our Committee printed 3,000 for circulation

&lt;p&gt;among the people.  What has become of yours?  Would like to print it in my paper if there is no objection on your part; or at least a portion.  I hope that you fetched that

It was well for you to go to Elgin on the (illegible) and I am glad you did.

&lt;/p&gt;&lt;p&gt;with considerable feeling about the
&lt;/p&gt;&lt;p&gt;veterans I think you would not blame
&lt;/p&gt;&lt;p&gt;me could you know exactly our conditions
&lt;/p&gt;&lt;p&gt;and feelings. It is but due to you today
&lt;/p&gt;&lt;p&gt;that your name is often mentioned

Gen or 1st Assistant - I am not sure which requesting him to go on the road again.  he did not show me the Letter - said he had lost it  I do not know what he will do.  But am satisfied he would as soon come back as not.  I wish to ask another favor of you that is to try to know the cause for my being treated in this manner  I am satisfied there could been no Charges or cause for my not receiving my commission. The above Church is an organization of Loyal Christian people who have in process of auction a new church building which will cost when complete between three and four thousand dollars  the Church are back about seven hundred dollars.  It has been proposed by the Church to get up a popular Lecture for the benefit 
&lt;/p&gt;&lt;p&gt;of this Church:  The State Association of the Congregational Church will give according to their custom five hundred dollars when that sum will pay off all the indebtedness and will secure to the Church a Title Without incumbrance  The Church lack as I have stated about seven hundred with the "five" hundred of clearing the Church of debt and it couldn't be dedicated until the debt is canceled and unless the money is raised there will be danger of loosing the contribution from our association. &lt;/p&gt;&lt;p&gt;Dana arrived here last night.  I saw him today and found him all right in the main question.  He told Uncle that my letters were the only things in the paper that had any common sense and an appreciation of the 
state of the country.  He told Uncle that he wanted me here and I have agreed to stay.  I will probably be his &lt;i&gt;factotum.&lt;/i&gt;  He is in favor of amending the constitution, giving all who can read and write, &lt;i&gt;white or black&lt;/i&gt; a right to vote.  If I remain, which is all but certain, I can do you good here.  Dana agrees with all my news and says that my letters greatly interested him.  He says if I will write editorials, like my letters it is all he wants.
&lt;/p&gt;&lt;p&gt;I thought it would do me good if you were to write him a letter, setting me up, &lt;i&gt;as you know him,&lt;/i&gt; and letting him know much good I did the [cause?] and the party during the last five years. I find he had read all my letters and that he and I agree perfectly.  There is no [illegible] doubt but

&lt;/p&gt;&lt;p&gt;My dear Governor:
&lt;/p&gt;&lt;p&gt;Dana arrived here last night.  I saw him today and found him all right in the main question.  He told Uncle that my letters were the only things in the paper that had any common sense and an appreciation of the 
state of the country.  He told Uncle that he wanted me here and I have agreed to stay.  I will probably be his &lt;i&gt;factotum.&lt;/i&gt;  He is in favor of amending the constitution, giving all who can read and write, &lt;i&gt;white or black&lt;/i&gt; a right to vote.  If I remain, which is all but certain, I can do you good here.  Dana agrees with all my news and says that my letters greatly interested him.  He says if I will write editorials, like my letters it is all he wants.
&lt;/p&gt;&lt;p&gt;I thought it would do me good if you were to write him a letter, setting me up, &lt;i&gt;as you know him,&lt;/i&gt; and letting him know much good I did the [cause?] and the party during the last five years. I find he had read all my letters and that he and I agree perfectly.  There is no [illegible] doubt but
&lt;/p&gt;

&lt;p&gt;that the paper will be all right for you, and I can do all that I hoped to do for you in it.

&lt;/p&gt;&lt;p&gt;not proceed with my trial now with
&lt;/p&gt;&lt;p&gt;out in a great measure, betraying the
&lt;/p&gt;&lt;p&gt;trust of secrecy reposed in me by the
&lt;/p&gt;&lt;p&gt;Government or suffering unjustly the
&lt;/p&gt;&lt;p&gt;penalties of a combination against
&lt;/p&gt;&lt;p&gt;me.  I wish if it is possible to see
&lt;/p&gt;&lt;p&gt;you, immediately, if this is not possible
&lt;/p&gt;&lt;p&gt;will you please let me know it
&lt;/p&gt;&lt;p&gt;by telegram to the care of the Sheriff

&lt;/p&gt;&lt;p&gt;case now pending against me here.
&lt;/p&gt;&lt;p&gt;I have been in the employ of the
&lt;/p&gt;&lt;p&gt;Government for over a year.  You may 
&lt;/p&gt;&lt;p&gt;remember my reports made to Col
&lt;/p&gt;&lt;p&gt;Sanderson under the name of Tim
&lt;/p&gt;&lt;p&gt;Jones which was assumed.  I can
&lt;/p&gt;&lt;p&gt;not proceed with my trial now with
&lt;/p&gt;&lt;p&gt;out in a great measure, betraying the
&lt;/p&gt;&lt;p&gt;trust of secrecy reposed in me by the
&lt;/p&gt;&lt;p&gt;Government or suffering unjustly the
&lt;/p&gt;&lt;p&gt;penalties of a combination against
&lt;/p&gt;&lt;p&gt;me.  I wish if it is possible to see
&lt;/p&gt;&lt;p&gt;you, immediately, if this is not possible
&lt;/p&gt;&lt;p&gt;will you please let me know it
&lt;/p&gt;&lt;p&gt;by telegram to the care of the Sheriff
&lt;/p&gt;&lt;p&gt;I should have called on you in
&lt;/p&gt;&lt;p&gt;person but am deprived of doing
&lt;/p&gt;&lt;p&gt;so by being held in prison
&lt;/p&gt;&lt;p&gt;My apology for troubling you 
&lt;/p&gt;&lt;p&gt;is the urgency of the case, together
&lt;/p&gt;&lt;p&gt;with the fact that you have a
&lt;/p&gt;&lt;p&gt;personal knowledge of my connection
&lt;/p&gt;&lt;p&gt;with the Government as before alluded
&lt;/p&gt;&lt;p&gt;to, and which has involved me in
&lt;/p&gt;&lt;p&gt;this trouble.  Parties who have 
&lt;/p&gt;&lt;p&gt;in former times befriended me are
&lt;/p&gt;&lt;p&gt;unwilling now to do anything in
&lt;/p&gt;&lt;p&gt;my behalf owing to my participation

&lt;/p&gt;&lt;p&gt;I have written you several times since my arrival here and informed you how I am situated, what salary I obtain and in what I am employed. I have great occasion to thank you for the favors I have received from you and hope the time not far distant when I can be of service to you  I have written you my opinion of the Political condition of this state in a former communication and I have not yet discussed anything to change my former expressed opinion.  Gov. Wells in my opinion is pursing a course that it is entirely antagonistical to the Government and the Free State Party.  He is appointing daily men to responsible offices who are "Rebels" and who have but recently returned to the state former officers in the Rebel Army "is that right" I say "No" it is wrong thus encouraged they defy Union men and insultingly declare that the South in a short period will be in the same 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;condition as before the Rebellion "to wit" Southerners will rule this Country and [Western?] &amp;amp; Northern Men can get a leave of absence from here or local Laws will be enacted so stringent that a Northern Man will be compelled remain away from here. "I have heard it boldly [asserted?] that the coming Legislature will enact a Law that all Non Residents - will be compelled to take out their papers here after a residence of twenty on years before being allowed the right of franchise.  That I heard at a Copperhead meeting a few evenings since. how can we have a Republican Govemnt in that way.  Governor these states must have a Provisional Governor and a standing army to protect the Loyal inhabitants or they will all be compelled to leave.  The Rebels are largely in the majority and they control the Ballott Box consequently elect their own officers to pass such Laws as will further their intent and when that transpires God help the poor Negro. I see but one remedy and the is to share a Provisional Government and Congress if they can Constitutionally pass Laws give the Negro 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the right of Franchise. This is a question which has agitated my mind much since my arrival here. The Constitution directs Congress to pass Uniform [illegible] Laws. Cannot you under that clause enfranchise the Negro - I am aware that the prejudice exists in the mind of the people against the Negro franchise. and if Universal Suffrage cannot yet be attained, cannot a limited suffrage be granted and afterwards obtain when the people become more enlightened yet all denied.  These matters you are far more experienced in than I am and please accept the above as suggestions. Judg. Kellogg still retains his good health and very much engaged in business herein with the cares of office.  I sometimes feel sorry for him with so much New business on his hands, but he is adequate to the task.  The Judg has made many warm friends since his arrival here, uniformly courteous to all with a genial disposition.  Kind hearted: he will in my opinion if this state can settle down [to?] a government take a seat beside you in the ref. Senate as a member from Louisiana and God knows he has my best wishes and shall

&lt;p&gt;have my [illegible] in full for his benefit. he is a good friend of mine and I appreciate it.  Gov. there is a vacancy here in the surveyors office. That is the surveyor is only acting surveyor,  He is Name is Tricker. he was appointed a special agent of the Laws dept and assigned to duty as surveyor. consequently under the old Law under which Judg Kellogg holds this is a vacancy. cannot and will not give assist me to obtain it. I do not want the application made for me as an Illinoisian but as a Citizen of Louisiana an application from you I am confident would secure it.  But if you in your judgement think it would in the slightest degree inpune or injure Judge Kellogg's position don't make any effort for me. I leave the matter with you with full confidence you will act in the premesis knowledge with many wishes for your health and prosperity and that of your family, I am sin yours &amp;amp;c Chas. H. &lt;/p&gt;&lt;p&gt;I take the liberty of 
&lt;/p&gt;&lt;p&gt;enclosing to you a copy of the charter and ByLaws
&lt;/p&gt;&lt;p&gt;of the Aurora Library Association, and to request
&lt;/p&gt;&lt;p&gt;you to put it upon your list of the persons and
&lt;/p&gt;&lt;p&gt;institutions to whom you send public documents.
&lt;/p&gt;&lt;p&gt;The Association is now thoroughly organized, and
&lt;/p&gt;&lt;p&gt;starts off with every prospect of success--It will
&lt;/p&gt;&lt;p&gt;be kept in rooms provided by the City in the 
&lt;/p&gt;&lt;p&gt;New City Hall as soon as the building is
&lt;/p&gt;&lt;p&gt;completed.
&lt;/p&gt;&lt;p&gt;We desire to make it a Library worth referring
&lt;/p&gt;&lt;p&gt;to especially in all matters connected with
&lt;/p&gt;&lt;p&gt;the country-government- its institutions, 
&lt;/p&gt;&lt;p&gt;laws, and history.  We mean to get off
&lt;/p&gt;&lt;p&gt;merely popular works, only enough to make
&lt;/p&gt;&lt;p&gt;it popular, and to ensure its success.
&lt;/p&gt;&lt;p&gt;There is no institution of the kind in this part of
&lt;/p&gt;&lt;p&gt;the State except at Chicago, and all
&lt;/p&gt;&lt;p&gt;the professional men feel the need of one here.
&lt;/p&gt;&lt;p&gt;I write at the suggestion of Allen &amp;amp; Bangs
&lt;/p&gt;
&lt;pre&gt;who, as well as myself are actively interested

&lt;/p&gt;&lt;p&gt;the State except at Chicago, and all
&lt;/p&gt;&lt;p&gt;the professional men feel the need of one here.

&lt;/p&gt;&lt;p&gt;You know something of my labors for the west in exposing domestic traitors. State offices in Indiana and Ohio &amp;amp; Senator Lane &amp;amp; Sherman have united in asking for me a Brevet in the regular army in which for four years I have been and am now a Colonel, for service at the west the last three years. My arrest of Constable in your state was one of the first steps to quiet Eastern Illinois. If you feel that my labor also benefitted Illinois, can you give me a letter to the President uniting in the request. It is a formal recognition of my labor merely; but they had their value as null or labor in the field. My address for a week will be this city.
