I see by reading the conscriptions bill which has recently passed Congress that such officers are to be appointed. Whatever you can do for Mr. W. will be duly appreciated by your many friends in this region.

&lt;p&gt;death of our dear friend Newport, poor fellow, he died without hardly a moments warning last Tuesday morning. We have lost one of best citizen an honest man, and a true patriot.

&lt;/p&gt;&lt;p&gt;He left us and volunteered as a private in the Board of Trade Battery - from which he has been detached as Private Secretary to Maj Genl Rosecrans 
&lt;/p&gt;&lt;p&gt;As chairman of the Railroad Committee of this city for the 89th Regt Ill Vol I have had occasion to correspond with many officers of the Army of the Cumberland &amp;amp; have thus learned that Mr Avery has been recommended to your Excellency for a commission as Lieutenant and knowing his 
&lt;/p&gt;
&lt;hr /&gt; ability, and integrity I cannot refrain from adding my testimony in his behalf and expressing the belief that if you can consistently give him the appointment, it will meet the approval of our entire Railroad Community, with whom his many good qualities have made him a general favorite

&lt;/p&gt;&lt;p&gt;We are now liveing in a cricis that thatens to blot our long Boasted Government out of existence, we are in the midst of Rebels and traitors, whose combined efforts rack this Government from center to circumfrence.  There are traitors in the South  in open Reblion. and there is trators here like the snake in the grass.  There is men in this section of the country who are sympathizers with the South and claim to be loyal men but 
&lt;/p&gt;
&lt;hr /&gt; are opposed to the Draft and say that if they must fight that they will fight at home.  Now in times like this there can be no rideing the fence.  A man must be on one side or the other.  There is but two classes one for the Union and the other  against it, There is a strong proberbility of the draft takeing place ere long, and many tremble with alarm.  But before the draft goes into effect I think some of the Volenteers had better be looked up I known of persons that enlisted and got the county bounty and twenty five $25 of the Government bounty and one monthy pay. and then came home sick and they are here yet and able to work and look as hardy as man could wish and you talk with them and they will tell you 
&lt;hr /&gt; that they are not going back into the ranks but say they are not discharged or wish to be and they say that they have no furlough.  Now what is to be done with such men, are they to be suffered to remain at home, and oblige others to be drafted I hop not I that they ought to be looked up.  I have consulted some men in regard to such persons and have got no exact decision and I thought I would ask of you, who I could report such persons to.  that their case may be considered and either be discharged or return to the ranks.  there are many in our ranks, that went for the sake of the bounty. and I was one that helped to pay the county Bounty and at the same time I thought that it was a wrong move, but the majority rules and so I payed the tax

&lt;p&gt;I think that if the last 300000 men had been Drafted that it would have put truer men in the field, because there was to much money at stake they went and Enlisted for the mighty Dollar not to Defend our Stars and Stripes.
&lt;/p&gt;&lt;p&gt;I see from the papers that there will be a Provost Martial appointed in each Congressional District to look after such as Desert and oppose the Draft,  I am willing to do all that I can fo the speedy prosecution of this war and I have offered my service as a Soldier and on account of a hurt when a Boy I was rejected.  my business is farming and I can stand as many hard kocks as any man of my heft and I think that I could stand it in the ranks.

&lt;p&gt;Now if I can be of any service to my country in any way, I am willing to Drop my business and aid the old Ship of State.  If you can think of any use that you can make of me I would be glad to receive the appointment.  I would like firstrate to see some of the Deserters come to terms.  I presume that if I should be Drafted that I would be rejected still I considered myself sound,  but one limb is a little out of shape by a horses falling with me when a Boy.

&lt;/p&gt;&lt;p&gt;We deem it our duty to give you our opinion, (in as brief a manner as possible), of the condition of political affairs in this state, at this time; and what you may surely expect will take place here in June, if Steps are not taken to avoid it
&lt;/p&gt;&lt;p&gt;At the meeting of the Legislature in June they will, we think, pass an act taking the military power out of the hands of the Governors abolish the Adjutant General office, and appoint a commission placing the power in their hands; they will resist a draft or any attempt to apprehend deserters and return 
&lt;/p&gt;
&lt;hr /&gt; them to their regiments in the field; which class is fast accumulating in our midst
&lt;p&gt;For the remedy, we would suggest in the absence of some better plan, (by the General Government), that at least, four of our old regiments that are now mere skeletons, be ordered home, under pretext of recruiting, so as to be here before the adjourned meeting of the Legislature, and be under the Command of some loyal Commander, who may be clothed with military power to declare the State under martial law,  if need be, and disperse the Legislature if such anticipated step is attempted. 
&lt;/p&gt;&lt;p&gt;When the four regiments are raised under the order of the Secretary to Governor Yates of the 9th ult. then probably the necessity for the four old regiments may cease to exist, at which time they will be filled ready for duty in the field. 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Mr President we hope you may find time to give this note attention.  We do not speak under excitement, but from our deliberate convictions

&lt;/p&gt;&lt;p&gt;We deem it our duty to give you our opinion, (in as brief a manner as possible), of the condition of political affairs in this state, at this time; and what you may surely expect will take place here in June, if Steps are not taken to avoid it
&lt;/p&gt;&lt;p&gt;At the meeting of the Legislature in June they will, we think, pass an act taking the military power out of the hands of the Governors abolish the Adjutant General office, and appoint a commission placing the power in their hands; they will resist a draft or any attempt to apprehend deserters and return 
&lt;/p&gt;
&lt;hr /&gt; them to their regiments in the field; which class is fast accumulating in our midst
&lt;p&gt;For the remedy, we would suggest in the absence of some better plan, (by the General Government), that at least, four of our old regiments that are now mere skeletons, be ordered home, under pretext of recruiting, so as to be here before the adjourned meeting of the Legislature, and be under the Command of some loyal Commander, who may be clothed with military power to declare the State under martial law,  if need be, and disperse the Legislature if such anticipated step is attempted. 
&lt;/p&gt;&lt;p&gt;When the four regiments are raised under the order of the Secretary to Governor Yates of the 9th ult. then probably the necessity for the four old regiments may cease to exist, at which time they will be filled ready for duty in the field.

&lt;/p&gt;&lt;p&gt;I will state my case to you in as few words as possible.  I am a union man, with or without Slavery. When this rebellion broke out I held a handsome property, was considerably in debt but with the great prosperity we enjoyed should soon have been out of debt.
&lt;/p&gt;&lt;p&gt;Land &amp;amp; Negros are now valueless &amp;amp; as my creditors have aided the rebellion I have no disposition to pay them if I could, when they go back into the union &amp;amp; restore my property to its original value I shall be ready to pay my debts.
&lt;/p&gt;&lt;p&gt;I have a little Cash on hand my wife has a few thousand dollars in her own right. Can she buy Property in your State in her own name &amp;amp; if so will it be exempt from my debts
&lt;/p&gt;&lt;p&gt;Under present circumstances there is no money to be made here our negros are running at large  We have no controls of them.   I have Sworn never to live under Jeff Davis &amp;amp; Co.  I have been [imprisoned?] by Gen Moore, while he had his sway here &amp;amp; now completely broke up
