My Dear Governor

A letter has been written to President Johnson, as I am informed, Signed by a few individuals here, requesting that the Tax Comissioners in my state be removed & that Citizens of Tennessee be appointed in their places. Will you therefore have the kindness to call on the President & say a word in my behalf. A word from you will I think be sufficient

Before calling on the President please call on Judge Lewis who will inform you whether

or not I would be removed & whether the duties of my office have been performed faithfully Energetically & honestly & to his entire satisfaction

If however the President concludes to remove us & appoint Tennessians then Governor I rely upon you to procure me another appointment.

I know that you have done a great deal for me. My obligations to you are more than I can ever repay & yet I ask this additional favor believing that you can & will grant it.

I have held this office only eighteen months; My business at home is all broken up

I have saved very little above

my salary. At Memphis I made a little money. but for the past year have not made one cent other than my salary. During the present year if I remained here I think I could make some money. If however I was to be removed from here then a District Judgeship in one of the Southern States or in one of the Territories would suit me precisely. If one of these could not be obtained then I would be glad of a position at Washington. You know what I am qualified for & what would suit me.

I am perfectly satisfied that you can induce the President

instead of removing me to transfer me to some other & possibly better place.

Please consult with Judge Lewis about this. He will I presume give you a letter to the President in my behalf if you think it necessary.

If I was at Washington in an official position, I might be able to render you material service before the next Presidential Election.

You ought to have some one person there who could & would make it his specialty, to advance your interests With Newspaper reporters & others

District of Tennessee

Nashville, Tenn., June 8th 1865

June 8 1865

from all parts of the country

constantly & assiduously from this time onward

Whether I am capable of doing this, you must judge.

I take it for granted that your ambition is not yet satisfied & that your motto is still "Excelsior" I sincerely hope that your wishes will be gratified in the future.

Please let me hear from you as soon as possible, by telegraph if necessary.

Very Truly

You will Excuse my negligence in not acknowledging the Rest of your very kind letter of introduction to Brig. Gnl Brogman last Sept. I have no Excuse to make Except that my time has been very much occupied. and allow me at this late date to congratulate you upon your Election to the United States Senate. I can assure you nothing could have given me more satisfaction than your Elevation to that dignified position.

Now that this unholy Rebellion has been crushed out and the people of the North as well as of the South are anxiously looking forward for a restoration of civil law, the question [illegible] what shall be done? in my opinion the people of this State are not in a condition to set the wheels of civil Govt in motion. Should Govt allow them to do as they have done in Virginia, if it were a possible thing, the result would Even be more disastrous, for I can assure you Gov. after a residence of nearly two years in this state, I do not believe there is ----

one truly loyal man (an old resident) in the State. They are [Submissiontz ?] and are willing to be reconstructed provided they can do it themselves by Electing their own State offices. Should they have that privilige no Northern man could stay down here with comfort or safety to himself or family. The peoples want to be Educated in the principles and Science of a free State Govnmt.

Thus how is that to be done? I say Establish a Provisional Govnmt. Appoint a Civillian as Governor, only using the military so far as it may be nessusary to Enforce the laws. Just Save us from a Milatery appointment. and particularly from one who is now making strenuous Efforts in that direction and who is using the influence of his position through a few Lackeys and [illegible] in draggoning the Northern people who are here to sign papers recommending him for that position; a man whose whole sympathy and activity have been with the [Sacesh?] citizens since he had had command here and who does not hesitate to tell them that he is "a Southern Man" I mean Brevet (of a very late date) "Maj Gnl.

He claims to have your influence in his favor. I hope it is a mistake; Milatery Law as well as men are naturaly despotic we have had So much of it during this war we are heartily tired of it. and therefore I hope in mercy that no Milatery man will be appointed to that position, but that some good strong Loyal Civillian who has none of the old levers of Slavry or Chivalry in this composition may be the appointee.

We Northern men residing here feel a deep interest in the reorganization of this State. and hope to have a little to Say in these matters. We have organized a union league here and are laboring to give public opinion the proper shape.

I expect to return in about two days when I will give the matter spoken of in your letter prompt attention. I have no doubt of final success though I shall have to personally invite the Secretary's attention to the matter as everything which can be done, in Noble's behalf has already been done in the Quartermaster Generals Office.

I return the communication from Mr. Noble, as requested.

Dear Governor:

Your communication of the 21st of May has just reached me. 'Twas delayed in consequence of my absence from Washington on Inspection duty; have been absent for the last six weeks.

I expect to return in about two days when I will give the matter spoken of in your letter prompt attention. I have no doubt of final success though I shall have to personally invite the Secretary's attention to the matter as everything which can be done, in Noble's behalf has already been done in the Quartermaster Generals Office.

I am much obliged for the document you enclosed. Your

I return the communication from Mr. Noble, as requested.

When will you be in Washington? I passed through Jacksonville last week and had I known you were there I would have stopped off.

June 1st, 1865

Hon Richard Yates,

My dear Governor:

Having served my country to the best of my ability through the rebellion just closed, and believing that I have done something toward maintaining the reputation of Illinoisans as good soldiers, and that I have proved myself not unworthy of the honors I have received from and through you, may I ask your influence to assist me retaining my present rank when a reorganization of the army shall take place. I have commanded a Division since the 15th of August last, through the successful battle of Jonesboro, Ga., the campaigns to Savannah, and thence to Goldsboro N.C. where sickness and self-respect compelled me to leave the Corps cammanded by Bvt Maj Gen Jeff C. Davis. From the battle of [Marquesboro?] it had been my mmisfortune to be placed under this officer, though I once (after [Chicarnanja?]) insisted on being removed from his command. But it was my fate to come under him again when Sherman had him assigned to the command of the [illegible] Corps. I don't wish to say anything more about him than is absolutely necessary, but I can prove that he has done the United States more harm than he could have done if he had held an equal command in the Rebel army. At the battle of [Newfreesboro?], when his Division was overpowered and driven back, while his troops were still under the fire of the enemy, he turned to me and said "Well, I guess the d-d abolitionists will be satisfied this time." I was so amazed that I could make no reply, but I felt compelled to mention the matter to Gen Rosecrans, which I did; but he didn't remove him from command. At [Abicamanga], he fled from the field, and was supposed to have been captured or killed, but was found three or four miles in rear of the field. I collected all of his Division after they had been counted, reorganized them, and reported to Sheridan, and marched with him to join Thomas. It was then I resolved not to serve under him any longer, and Gen Rosecrans complied with my wishes on reorganizing the army and placed me in another Division It was generally believed that Davis would not have received another command, but for the unfortunate circumstance that Rosecrans himself had left the field and gone to Chattanooga. The matter of his curring off the negroes from his column near Savannah was never fully set forth. It was a most inhuman proceeding and without excuse, and had the effect of enciting distrust among all the negroes of South Carolina. Yet, Sherman, to shield Davis, assumed the responsibility of the act, though he was not present and knew nothing of it at the time.

This is the man who has stood in my way from near the beginning of this rebellion. If justice had been done me for services rendered even under him, I believe I should have been a Major General. If I should ever have an opportunity to reciprocate the favors I have received at your hands and through your influence, it will be the happiest moment of my life when I repay that debt of gratitude.

I am am unable to educate him for a profession. My condition pecuniarily is about that of an honest rebel of four years standing.

I would like to know what degree of certainty or probability may properly belong to this expectation and when it may be realized. He is 16, has served as a soldier in the ranks against Forrest and Price. An answer to this on receipt will

much oblige.

Yours truly

N. Niles

I would like to know as soon as possible when the appointment may be looked for if at all. I will put the boy to a trade if there be any uncertainty about his getting a Cadetship. I am am unable to educate him for a profession. My condition pecuniarily is about that of an honest rebel of four years standing.

Yours Truly

N. Niles

Hon. Richd Yates U.S. Senator Jacksonville Ills
My dear friend: For three years I have devoted myself unremittingly to the duties of my office and determined to think of nothing else till the rebellion was crushed.
The war is now over; and my long cherished desire of going to Europe comes up and urges me to make this application. As I read the French and Speak the German Language, some place in one of those countries would be desirable. Perhaps Munich recently vacated by death of Webster. In London I have some wealthy and influential relatives which would make that no unpleasant place. In conversation with some of my fellow officers, my desire on this subject was incidentally mentioned. They at

once drew up and signed the papers which I send in company with this letter. I hope my dear Gov. you will not think that is this my ambition "to the overleap itself" but that you will find it agreeable with your duty to others and your high sense of justice to Illinois to ask nay even to urge this petition. But, if this fail, after due trial, then I would like to be continued in the [Pay?] Department by appointment into the Regular Army till I can see my accounts all settled.
Hoping that the first petition may not fail and trusting your fidelity as my friend in the case I remain most respectfully your obedient and humble Servt Wm S. Pope [pay major?]

The Tenth Ward Awake. The turnout and enthusiasm at Sturgeon Market Saturday night in favor of the New Constitution was in marked contract with the soullers affair at the Court House. On motion of Charles W. Irwin, [Plnlip] F. Shirmer was called on to preside and Frank White was chosen Secretary. The fallacies and objections brought to bear against the New Constitution were eloquently discussed by the Hon. C. D. Drake, Rev. Dr. Cox, Gen. Pile, Major Pope and Dr. Conzelman. The people are convinced that the New Constitution is demanded by the times, and it is clear that the Tenth Ward will roll up a heavy majority in its favor. Pious perjury will stand no chance in that ward.

P.S. Any number of names could be readily attained to the paper handed me. Say they who have signed but they deemed needless to multiply names as they have a representative from all the stores in the dept. MjPope

MjPope

Dear Sir

Your kind favor of the 5th inst came duly to hand on the 25th. I was agreeably surprised to find a likeness of yourself enclosed I am truly thankful for the gift and shall esteem it together with your autograph a treasure I will send with this a photograph likeness of myself also a few notes of the now "defunct Confederacy" as the latter to you may be objects of interest You asked me to let you know if I thought you could serve me in any way Believing you have especially taken an interest in my welfare I will frankly state to you my condition and desires You have been very kind to me and I,

                                                                      ____

do not know as I should permit myself to ask more than you have already granted me My father is what is denominated a "small farmer" he was too poor well to give m more than a common school education I managed to master the common branches sufficiently to take charge of a district school which I did with success Believing duty to parents required it I remained at home until twenty one years of age when I set to work to accumulate money with a determination of procuring for myself an education In a few months thereafter the war broke out I did not immediately rush into the ranks but waited until the Bulls Run disaster when believing our government was in danger and needed my help I cheerfully took up my musket and gave up in part my long cherished plans

                                                                  ____

I have been ambitious and as I presume you are aware have worked for positions not alone for self but because I believed I was capable of doing more and better service for my country were I to have a position of trust I had no friends of influence in the army to extend me any aid and I had not the faculty to gain friends as some have for I went forth with a determination to do right whether it was in consonance with the feelings of my superiors in rank or not That I have been an obedient and dutiful soldier I think none will deny I have I believe done my duty I am still ambitious and still determined to "make my mark" God permitting Were it not too much to ask of you I would be truly grateful could you procure me a situation of some trust that I might hold for

                                                                  ____

two or three years or long enough to procure funds sufficient to permit me to obtain an education Forgive me if I ask too much of you I would not ask it but I fear if I have no aid in procuring me a situation where I can earn necessary funds my circumstances are such that necessity will compel me to forego the education I so much need It is my sincere desire to become intelligent great and good I hope you will pardon me for extending my letter to so great length If you deem any portion of my letter suitable to appear in print you are at liberty to have it published this sheet of course I would not have the public eye to see Chas Austin.

I dont know what if any particular rule until adopted (perhaps none) Inasmuch as I have been in the business the past two & a half years and flatter myself that I am somewhat posted in my duties. I would be glad to remain in the service for the present, for the following reasons. My business at home is of cource broken up and it is considered rather an unfavourable time to commence anew, and for the additional reason, that the final accounting officer at Washington (owing to the great amount of business conducted in his office) is far behind in settling

up with disbursing officers and will necesisarily be for some considerable time to come owing to the fact that maney have resigned & maney others will be mustered out. It of cource would be desirable to me to remain in the service till I could settle up my accounts promptly at Washington as it will require the attention of disbursing officers more or less till their accounts are finally settle up. I feel confident that an intimation from you to the Hon Sec of War that he would retain me in the service as long as additionell PMs are required of cource he can regulate & designate those that are to be retained and think he would not hesitate to accomodate your wishes in the matter. I presume orders will soon be issued designating those to be mustered out.

Dr Govenor

I have reluctantly concluded to again call on you for a favour to wit From present indications orders will soon be issued to muster out of service a large portion of the Pay Dept.

With high regard

I am truly yours etc
