I know him intimately and can in addition to what has been said above, say, that he is a young gentleman of rare ability and of superior talent, possessing every requisite needed to make the true solider and gentleman and worthy any position. Talent, morals, and gallantry seem to be centered in him. He deserved the favor of the government and I take pleasure in recommending him for position in the Regular Army.

I do myself the honor to address you though I hesitate somewhat in doing so as I doubt not gentlemen in your position must be greatly annoyed by persons who, because they have given them a vote, think they have a prescriptive right to be intrusive. I disclaim any right whatever to other attention, than that you deem proper to accord, for the part I had the privilege of sharing in the triumph of your friends in carrying you into the position that no other man than yourself could, under the circumstances, occupy without giving consolation to our home traitors for whom I have less respect than for those in arms; and I rejoice to know that your course since your election has not only vindicated my action, but convinced those who faltered that your name must ever be inseparably connected

with the happiness and glory of your State.

I disclaim any right, either, to ask for anything as a compensation for that support, which no citizen might withold in the furtherance of those principles destined to make our country in fact, what she has long had the reputation of being the "asylum of the oppressed of all nations". Without other merit than a feeble effort on my part to discharge my duty my friends are pleased to recommend me for a position under this administration and are now circulating on my behalf a petition intended for the eye of the President; this petition when returned to me I will send to you that you may have the views of your friends here respecting the matter--further than this there is no use for it. meantime permit me to enclose a letter to you from Charles A Savage Esq of Quincy.

I may never merit the favor I seek at your hands but it will be

Dear Sir

I may never merit the favor I seek at your hands but it will be

fully appreciated and gratefully remembered.

Dear Gov.

I was informed yester-

day that I have been recommen-

ded by my Division Corps and

Army Commanders for Brig.

Gen. and have just been fur-

Gen. Kimball. Had I been

consulted I should have sug-

you instead of Gov. O for the

reason that I have just or

rather recently learned that

Gov. O. does not rate me

among his particular po-

I do not know. I have never

sought the promotion suggested

of a recommendation among

my fellow officers. I have been

content to know that my services

have been appreciated by the

Gallant Gentlemen who have

commanded our Division

would be gratifying to receive

the promotion to a full

Brig. Gen. and now that

I have been recommended

officially. I do not hesitate

to write you in this subject

Two officers in this Div, both

my juniors, living in

Washburn's Dist. have been

promoted. They were for

I presume he felt it his

duty to help his friends.

They are both gallant officers.

I send you the Original

May 22 65

Governor

I have received several

letters from my brother, Col. Clark

E. Carr, in which he has described

the exertions which you have

so kindly made in my behalf.

And I desire herewith to express

to you my obligations for your

kindness and consideration in

coming to my relief when I

have been so unkindly and

unjustly dealt with by my com-

manding General.

During my military career I have

never favored the practise of resorting

to the influence of friends to procure

military promotion. But the

practise of the head of the government

depending entirely upon the reccom-

mendations of Commanding

Generals is liable to abuse when

those Generals are (like all human be-

ings,) subject to prejudices; founded

either on personal interest, or on mis-

representations made to them by others.

And, when such cases occur,

I deem it not only justice to in-

dividuals, but to the country which

they serve; that the President should,

through other channels, be made

acquainted with the real claims

and merits of the persons in question.

It is not necessary to disguise

the fact that I expected to be promoted

for the Vicksburg Campaign and I can-

not believe that all of the Division

& some of the Brigade Commanders of

[McClernands?] Corps deserved promotion

more than myself.

But I will not inflict upon

you the history of the campaign which

you know so well from having been

a participant.

I took the liberty of sending you

one of the Wooden Mortars used by my

command in the capture of Spanish

[Fort?]; the Key to the defenses of Mobile.

In the accompanying letter

I failed to say, that it is made

of the Sweet Gum Tree which grows

in this climate and that the

iron was obtained from rebel artillerry

carriages captured in the beginning

of the seige.

I suppose that you will lend

it to the fair at Chicago: I would be glad

for you to do so, as I am unable

to respond to their request for trophies.

It is quite safe to fire, &

there are plenty of returned soldiers

who could load & fire it if desirable.

Very Respectfully

& truly yours

May 22 65

Governor

I have received several

letters from my brother, Col. Clark

E. Carr, in which he has described

the exertions which you have

so kindly made in my behalf.

And I desire herewith to express

to you my obligations for your

kindness and consideration in

coming to my relief when I

have been so unkindly and

unjustly dealt with by my com-

manding General.

During my military career I have

never favored the practise of resorting

to the influence of friends to procure

military promotion. But the

practise of the head of the government

depending entirely upon the reccom-

mendations of Commanding

Generals is liable to abuse when

those Generals are (like all human be-

ings,) subject to prejudices; founded

either on personal interest, or on mis-

representations made to them by others.

And, when such cases occur,

I deem it not only justice to in-

dividuals, but to the country which

they serve; that the President should,

through other channels, be made

acquainted with the real claims

and merits of the persons in question.

It is not necessary to disguise

the fact that I expected to be promoted

for the Vicksburg Campaign and I can-

not believe that all of the Division

& some of the Brigade Commanders of

[McClernands?] Corps deserved promotion

more than myself.

But I will not inflict upon

you the history of the campaign which

you know so well from having been

a participant.

I took the liberty of sending you

one of the Wooden Mortars used by my

command in the capture of Spanish

[Fort?]; the Key to the defenses of Mobile.

In the accompanying letter

I failed to say, that it is made

of the Sweet Gum Tree which grows

in this climate and that the

iron was obtained from rebel artillerry

carriages captured in the beginning

of the seige.

I suppose that you will lend

it to the fair at Chicago: I would be glad

for you to do so, as I am unable

to respond to their request for trophies.

It is quite safe to fire, &

there are plenty of returned soldiers

who could load & fire it if desirable.

Very Respectfully

& truly yours

Dear Sir,

I have always understood that Republics ware grateful; but I have not found our Republic so grateful in my case as I desire. Having always learned that you favoured the soldiers, I address you now to ask for your influence. Gen. Harding our member of Congress from this district; is not willing to do anything for me. I believe that you will.

I want to be Post Master at New Boston Mercer Co, Ills. Do you ask what claims I have? This is all the claim. When the war commenced I enlisted, and went in Co. I. 17th Regt. Ills., Volunteers, (The first company from this county) and was in the Battle of Fredericktown, Mo. - was wounded there and had my leg amputated. Is that a good claim? The present occupant

of the Post Office has done nothing for his country like that. He has not been in the army, and is an able bodied man.

I need the office to support my family. One Pettions have been sent on, but it availed nothing. The soldiers have always said that Dick Yates was their friend. I have believed them. Shall I still continue to believe?

As you don't know me, I will get Hon. Jas. S. Poage the Presidential Elector from this District to write for me to you. He can tell you whether or not I have the reputation of being qualified for the position.

Yours Truly
Joseph H. Cain

New Boston May 22nd. 1865

Hon. Richard Yates,

Yours Truly
Joseph H. Cain

Says Harding will not help him get the PO as New Boston and applies to Yates as the "soldiers' friend" to help him. Lost a leg in the service. Present incumbent able-bodied.

Hon Richard Yates
Dear Sir As you have received a letter from my friends S. B. Moore [G. F.] Allexander and probably of Judge Gillespi, in regard to emmigration. I only would respectfully mention yet; that I would be real happy to receive such a commission for the reason that there has never been a better time for such a step than now. Our country is covered with glorious victory and the nation in now free from the curse of slavery.
I would really feel proud as an American Citizen to go back to my old native home as I am convinced that the labor for said cause would be successful now that emmigration is a great fountain of wealth and prosperity to the country, is not necessary for me to tell you as to that fact you are well aware.

My application for this commission is not for the sake of making money, as I want no more than to cover the expense for the time and labor. My intention is to work through the press and to distribute phamlets among the peoble there, in fact [take?] such steps as I think to be well and prosper. I think that about [3?] months of labor including the jorney, [illegible] to that cause, will secure more for the benefit of our country, than it would cost to send me there. I remain your obedient servand Bancratz Ball
