I have seen Col Williams and we have arranged to inform all parties interested in the "Yates Testimonial Fund" that their "certificates" will be sent as soo as received.  The Col thinks the money should not be refunded, but an effort made to have it a success, and in case it should fail, you can donate it to some charitable institute which would give entire satisfaction to all.
&lt;/p&gt;&lt;p&gt;I send you my "blue book" by
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;express, which I hope will give you the information desired, also your mail which has been accumulating for several days.
&lt;/p&gt;&lt;p&gt;I hardly know in what shape I could make the account you spoke of, although it would be a "God send" to me now, as I am considerably behind financially, having purchased a home in Springfield. Mrs Julia A Gibbons has informed me that she requested you to use your influence in obtaining a pension for her and that you desired me to write a statement of the facts in the case.  Her husbands name was William [illegible] Gibbons he was a private in Co "K" in the 2nd regt of Illinois [illegible] vols and died at Paw Paw Island in the Mississippi River on the 20th day of May 1863. The papers have been properly made out and forwarded to the pension commissioner but he refuses to allow a pension becase he says the official evidence of the death of the soldier is
&lt;/p&gt;&lt;p&gt;not comple.  about a week ago he forwarded to me a circular to be sent by me to be signed by some surgeon or other commissioned officer having the [legitimate] knowledge of the death of the soldier aforesaid. there is no commissioned officer in the army who knows of his own personal knowledge of the death of Gibbons, so that it will be useless for me to attempt to get the circular signed.  the statements of his company officers have been forwarded in which he gave all the knowledge they possess of the death. there was a german soldier of his company with him on the island when he died and who saw him die his affidavit has been twice forwarded but they still ask for positive proof from a commissioned officer and that

&lt;/p&gt;&lt;p&gt;When I saw Mrs Yates and Yourself in your carriage last week I little thought that your visit here was to end so soon, else I would have made an extra effort to avail myself of your kind invitation to call at your hotel.  Hoping however to be in your city at an early day, if possible, it will afford me great pleasure to look in upon your domestic [illegible] in your own home.
&lt;/p&gt;&lt;p&gt;Being very sure that you never read either of my Reports I take the liberty of sending for your acceptance a bound vol. containing both supposing that now, in your hours of comparative leisure, when you are so disposed, you could better [bethrow?] a minute or two in look over them.
&lt;/p&gt;&lt;p&gt;Of the first report one of the most intelligent and widely know Sanitary Women in the field, has been pleased tosay that it is "the best Report which has yet emanated fromany Sanitary Organization". The second she has not seen.
&lt;/p&gt;&lt;p&gt;I have heard many expressions of surprise, that Gov Yates in his last Annual message so totally ignored the person who prepared that document and gave credit to those who never wrote a line of it.  I told them that I was going to submit in silence, hoping that my reward would yet come.

&lt;/p&gt;&lt;p&gt;At a meeting of the Committee of Arrangements appointed by the citizens of the City of Springfield, Illinois, April 24th, 1865 the following resolutions were adopted:

&lt;pre&gt;  Resolved, That Governor Richard J. Oglesby, Lieut. Gov. Wm. Bross, Hon. Sharon Tyndale, Secretary of State, Hon. O. H. Miner, Auditor of State, Hon. Jas. H. Beveridge, Treasurer, Hon. N. Bateman, Superintendent of Public Instruction, Hon. J. T. Stuart, Hon. S. H. Treat, Hon. Jesse K. Dubois, Hon. O. M. Hatch, Hon. John A. McClernaud, Hon. Wm. Butler, Hon. Jas. C. Coukliug, Hon. Thos. J. Dennis, and such others as they may select, constitute a Lincoln National Monument Association, for the purpose of receiving funds and disbursing the same, for obtaining grounds and erecting a monument thereon in Springfield, Ills., to the memory of our lamented Chief Magistrate, Abraham Lincoln.
  Resolved, That Hon. James H. Beveridge, Treasurer of the State of Illinois, be the Treasurer of thee said association.  
  Resolved, That all the officers and soldiers of our armies, and the officers, marines and sailors of our navy, at their several camps, stations, forts and hospitals, be requested to make a contribution, for the said purposes, during the second week of May, 1865, or as soon thereafter as possible, and remit by draft, or otherwise, to said Treasurer at Springfield Illinois.  
  Resolved, That the Councils of the Loyal League throughout the nation be requested to contribute for the purpose aforesaid, at their weekly meeting in the second week of May, 1865, and remit to said Treasurer.  
  Resolved, That the various boards of trade and chambers of commerce throughout the nation, be requested to contribute during the said week, for said purposes, and remit as aforesaid.  
  Resolved, That the several lodges of Masons and Odd Fellows throughout the nation be requested to contribute for said purposes at their regular meetings in said week, and remit as aforesaid.  
  Resolved, That all literary, religious and benevolent associations throughout the land, be requested to contribute at their regular meetings in said week and remit as aforesaid.  
  Resolved, That the churches of all denominations throughout the land be requested to take up a collection on the second Sunday in May, 1865, for said purposes and remit as aforesaid.  
  Resolved, That the colored population of our country to whom our lamented Chief Magistrate was so generous a benefactor, be requested to contribute during said week, or as soon thereafter as convenient and remit as aforesaid.  
  Resolved, That every individual who reveres the name of Abraham Lincoln, and who may desire to act separately be requested to contribute during said week, or as soon thereafter as convenient, and remit as aforesaid.  
  Resolved, That the National Banks and Post Masters throughout the nation be the agents of said association for remittance of contributions.        
  Resolved, That the above resolutions be transmitted by telegraph and published in every newspaper in the country as speedily as possible.

&lt;pre&gt;    Let the nation by one simultaneous movement testify its regard for his exalted character; its appreciation for his distinguished services, and its sorrow for his death by erecting, to his memory, a monument that will forever prove that Republics are not ungrateful.

&lt;pre&gt;    Most beautiful grounds, already adorned by nature and embellished by art, near the centre of the city of Springfield, have been selected as his final resting place.

  Resolved, That all literary, religious and benevolent associations throughout the land, be requested to contribute at their regular meetings in said week and remit as aforesaid.

&lt;/p&gt;&lt;p&gt;There are in Louisana and Texas probably three hundred thousand bales of cotton, a large part of which blongs to the confrderate government. The leaders of the rbllin. then,[illegible]  Kirby Smith [illegible]  ast [illegible]that the game with them is up, and that all they hast to do nows is to pass what they can to [illegible][illegible] in this is [illegible] other country.  For this [illegible] they want to pass that cottin and are trying to sell it for fastrest delivry, but nobody will buy and incur the dangers of war and confiscation. They can not sell in on credit  to an of our people for rasons that will suggest

Ingersol has given Hobbs our Editor the Post Office in consideration that he puff him &amp;amp; tc It is custom to allow Members of Congress to control appointments in his District  I made very little effort to see Mr Lincoln when in Washington.  He was crowded beyond all decency.  Senators &amp;amp; members of Congress said it was about an impossibility to get

Now Gov Yates is just about as hostile to Ingersol as can be and said to me last winter at Springfield "I would not take Ingersols word of honor for five minutes"  If there was no confirmation of Hobbs appointment Gov. Yates can control this matter if he will  Will you not See Gov Yates, and ask him if he cannot &amp;amp; will not stop these miserable [Kinlings?] from making Merchandise of the Republican Party.  William feels as if his hour had come---what to do he knows not  It is a &lt;u&gt;Sad prospect&lt;/u&gt; for him.  The Post Office Seems to suit him admirably
&lt;/p&gt;&lt;p&gt;If Governor Yates would undertake the job he can keep William in the Post Office  Will you not make a personal appeal to him in Wm Behalf.

I telegraphed you today I would be in Wash tomorrow a m but I find I cant come until tomorrow night What I wanted to see you for was to see Sec Stanton The following is the subject on the 10 Jany 1865 a man calling himself I Denny called on me to furnish 200   plantation ox wagons   to go to Cuba for hauling sugar My price being as he said too high he left and after 2 letters passing between him and me he was stopping at St Nicholas Hotel New York he contracted with me on 30 Jany for 200 Plan ox wagons  250 ox yokes 1300 Rings &amp;amp; Staples 2000 ox yoke Keys all to be shipped to Havana A part of the money was deposited to my credit as the work progressed and Balance to be paid Pro Ratee as shipments were made by each vessel I went on with them an on the 3 March shipped 15 on the Brig Herald at this (----) Port and bound to Havana I also engaged and shipped on Brig S V Merrick also for Havana 50 of these wagons &amp;amp; 105 ox yokes which  I shipped on the 20th  of this month on the 21st I was notified that the Brig Merrick was taken possession of by order of War Dept on account of these wagons on account of information that these wagons were to be reshipped from Havana to [Mataineras?] for the purpose of hauling cotton and that this Mr I Denny was a confederate agent this I cannot believe as I was informed Mr D was agent for Col Butler this is only hearsay but of one thing I can assure you if Mr D had directly or indirectly intimated anything disloyal or to the benefit of the Confederacy I would not have tolerated or noticed him And would have reported him but said he was about to locate in Cuba  and was going to introduce American customs there and wanted Bagasse of Cane carts as well as ox wagons he had the wagons made wider than usual to take in Cuba Sugar [illegible] Now if in (----) your province would you call in Sec Stanton and if Denny was a rebel take such action as may be proper but I don't think I am in any way liable to censure wagons in fact are shipped direct from New York to [Matameras?] which are better calculated for cotton in [illegible] than these I made for Denny to go Havana I would refer if the Sect requires to Thos Webster esq I l Clayborn John Rice  W A  Remble H D Moore and I W Forney Esq and as many more of such men as would satisfy him that is there is not enough money in 200 wagons to sell them knowingly to a Rebel or is agent Now to take another position would it not be policy to let wagons go forward and get the cotton out of the rotten confederacy as their days are numbered and get their cotton their days are that much shorter if the Sect has not made his decision would you see him I will come down tomorrow night unless you telegram not worth while  Hoping you are in good health I remain very truly your Frd Henry Simms To Hon Richd Yates Washt D C (----) P S Hon Leon Myers offered to come down but I told him it was such a plain case as I supposed and as I did not wish to mystify it I thought best to let it take its course I might also refer to Hon Mr B Kelly Hon Chs ONeill as well as Leon Myers first and Latter as well as {illegal} H Kemble &amp;amp; T Webster Knows what I have done for the Union Party  and what my sentiments are HS (----) Henry Simmons Philadelphia Pa To Gn Yates  Sold some ox wagons to one Denny to be shipped to Havana Cuba Shipped them at various times in different vessels One vessel arrested on charge that these wagons were going to [Matar?] for the rebels Denies this charge and wants you to see Sec Stanton and have them released refers to J W [Lorne?] and others

&lt;/p&gt;&lt;p&gt;appointment leaves his 
&lt;/p&gt;&lt;p&gt;position as Sec'ty of Dakota
&lt;/p&gt;&lt;p&gt;vacant. I am willing 
&lt;/p&gt;&lt;p&gt;to concede the appointment 
&lt;/p&gt;&lt;p&gt;of our Sec'ty to Gov. Yates. 
&lt;/p&gt;&lt;p&gt;The Gov. is entitled, from
&lt;/p&gt;&lt;p&gt;long since in the public 
&lt;/p&gt;&lt;p&gt;affairs of the great state 
&lt;/p&gt;&lt;p&gt;of Ill. to your consider
&lt;/p&gt;&lt;p&gt;ation. I hope you

The President knows me, see him and I know he will do it. I am one, last of three brothers, all naturalized citizens, two of whom are or have served their time in the U S Army and I [now?] am serving the country of my adoption by sending you all the men I can in the way of [emmegrants?] as the department knows my wife but I am starving here Senator my office does not realize me [500?] a year, a sum altogether to small to support my family. help me and wherever I am employed the country will be well served by a true man.
