Illinois State Sanitary Commission,
Springfield, March 22, 1865.
&lt;/p&gt;&lt;p&gt;For the benefit of Widows, Orphans, Minor Children, Mothers, Fathers, Brothers, Sisters, and other heirs of Deceased Soldiers.  Also Disabled or Invalid Soldiers to whom are due or may become due, Pensions, Bounties, Back Pay, Pay for Clothing lost in battle, etc., etc.
&lt;/p&gt;&lt;p&gt;THE ILLINOIS STATE SANITARY COMMISSION have established in this city a CLAIM DEPARTMENT, at which all claims of the above nature will be promptly collected, the rights of all such claimants protected and false claims against the government prevented. The chief design of the Sanitary Board in connecting a Claim Department with the Commission may be briefly stated as follows, to wit: 
1. To secure to soldiers and their families, with the least possible delay and cost, the payment of any claims that may be due them from the Government.
2. To protect soldiers and their families from imposition in the settlement of their claims.
3. To prevent, as far as possible, false claims from being made against the Government.
4. The very general ignorance that prevails respecting the proper manner of transacting business with the Government, together with the difficulty of obtaining the necessary information from officials, renders the facilities possessed by the Commission of great value and importance to all persons requiring correct statements of amounts due them from the Government.
5. To lessen the tax upon many communities for supporting the families or relatives of deceased soldiers, or soldiers incapacitated by wounds or disease contracted in the service, and rendered totally unable to maintain themselves by labor. Very many of this class suffer through the incompetency or neglect of officers in making out discharge papers and final statements, and thus a large portion of the pay due is lost or deferred. Often papers of this description must be sent to Washington for correction, and unless proper attention is paid to them they are delayed till all hope of recovery ceases, when the claim is sold for a trifle. The facilities of the Commission enable them to make all such collections with less delay and expense than they are usually made by any other agency; and it is believed that with the assistance of the friends of the soldier we shall succeed in relieving both claimants and the community of a heavy burden. As it is highly important that all having claims against the Government should avail themselves of the benefits hereby placed within their reach. Soldiers aid societies, and other benevolent associations throughout the State are earnestly requested to act as correspondents and agents in collecting and distributing information and circulars to claimants. The Sanitary Board regarding this as one of the most important of their duties, appeal to the generous and patriotic friends of the soldier for co-operation, support and assistance, in order that it may thoroughly and satisfactorily accomplish the work. Such assistance may be rendered in various ways. Let lists of all claimants, in all precincts or neighborhoods, camps, hospitals, homes and military posts be sent up to this office. Let all claimants be informed where and how they can have their claims adjusted and collected. In many cases the friends of soldiers may be called upon to act as correspondents with this office. Let it be done cheerfully and promptly. 
&lt;/p&gt;&lt;p&gt;In forwarding applications or information be particular in stating
1. The name, plainly and correctly written, the rank, company and regiment of the soldier.
2. The date of his discharge, or death, or whether wounded, sick or disabled.
3. The name and postoffice address of the person or persons making the claim, and his, her, or their relation to the soldier.
4. State, if known, when the soldier was last paid, and the amount of bounty received. Upon the receipt of such applications at this office, proper blanks will be sent to the applicant with plain directions how to proceed, what witnesses to obtain, and before what legal officers returns must be sworn to. Soldiers arriving at Springfield to be paid off, can have their papers examined without charge. This examination should be made before payment, as many of the papers may contain errors that would be difficult to rectify after settlement. The services of Edward I. Eno having been secured by the Board, he is placed in charge of this branch of the sanitary work. While in the employ of the Commission, as State Sanitary Agent in the Department of the Cumberland, Mr. Eno became well

&lt;p&gt;acquainted with the wants of the soldiers, and made himself perfectly familiar with the manner of adjusting all their claims.
5. A small charge not exceeding two and one-half per cent on the amount collected, will be made to cover expenses of collection. All communications having reference to claims should be addressed, "CLAIM DEPARTMENT, STATE SANITARY COMMISSION, Springfield, Illinois." On all other sanitary matters address COL. JOHN R. WOODS, Sec. St. San. Com. Springfield, Illinois. Let all into whose hands this circular may be placed, feel called upon to aid in this great benevolent enterprise. Let them regard it as a continuation of the sanitary work in which the true friends of our Government have mutually and zealously labored, and which should be vigorously prosecuted till every claimant is found and the claim adjusted. Until then, our efforts in this line of duty should not cease.

I have carefully examined the statement of the objects, and plan of operations, of the proposed Claim Department, of the Illinois State Sanitary Commission, and most cordially approve the same; and recommend the enterprise to the confidence and hearty co-operation of all true friends of our Brave Soldiers, both living and dead, and of their wives and children, widows and orphans. In my estimation this movement inaugurates an agency, the benefits of which, both to the soldiers and to the government, will be incalculable. Such an agency is imperatively needed to shield the soldiers, and their families or representatives, from the unscrupulous schemes of heartless sharpers, who are not ashamed to speculate in the scanty blood bought earnings of the Defenders of the Union, and to take advantage of the ignorance and necessities of the widows and orphans whom they have left behind. The Claim Department thus purposed to be instituted, will supplement and render complete the great Sanitary work in which the Commission has labored so long and faithfully, and to which our people have so nobly responded; and will confer even greater blessings than those bestowed upon the soldier himself, whose deepest concern while living, and whose last thoughts in dying are turned towards the dear ones at home. The work of this department will not be done till the last soldier or soldier's heir in Illinois, has received a fair and equitable adjustment of his accounts.

I have carefully examined the statement of the objects, and plan of operations, of the proposed Claim Department, of the Illinois State Sanitary Commission, and most cordially approve the same; and recommend the enterprise to the confidence and hearty co-operation of all true friends of our Brave Soldiers, both living and dead, and of their wives and children, widows and orphans. In my estimation this movement inaugurates an agency, the benefits of which, both to the soldiers and to the government, will be incalculable. Such an agency is imperatively needed to shield the soldiers, and their families or representatives, from the unscrupulous schemes of heartless sharpers, who are not ashamed to speculate in the scanty blood bought earnings of the Defenders of the Union, and to take advantage of the ignorance and necessities of the widows and orphans whom they have left behind. The Claim Department thus purposed to be instituted, will supplement and render complete the great Sanitary work in which the Commission has labored so long and faithfully, and to which our people have so nobly responded; and will confer even greater blessings than those bestowed upon the soldier himself, whose deepest concern while living, and whose last thoughts in dying are turned towards the dear ones at home. The work of this department will not be done till the last soldier or soldier's heir in Illinois, has received a fair and equitable adjustment of his accounts.

Now I do wish you would go or send up to the proper office and get or have got that commission and the orders. If I was

I have the promise of Mr Stanton to appoint you an Assistant Paymaster on or about the middle of April---I am trying to do something better for you but it is uncertain whether I will now succeed---The President has adopted the policy of making very few changes and hence the appointments in proportion

If you can get it for me I would be under many obligations I am almost disabled from the injury I received while in the service and the office would be of considerable value to me for the reasons assigned above. &lt;/p&gt;&lt;p&gt;Sometime Since I addressed you a letter relative to the Provost Marshalship of this (9th) Congressional District, and as I feel particularly interested in refference thereto I again take this occasion of calling your attention to the Same Subject. I am extremely desirous as are all the Union men of this District that our present Provost Marshal who has prostituted his office by frequent "negotiations and arrangements" with notorious "Copperheads" shall be removed from a position which he occupies to the mortification and injury of that party in the success of which we feel so great an interest.  Charges have been filed against Capt. Westlake which should ere this have procured his dis-

&lt;hr /&gt;
&lt;p&gt;missal.  And the friends of the Administration in this District confidently expected he would be removed.  I entertain the opinion that incumbents of such positions under one Presidential term (eve if no charges are against them) should now be displaced in order to make room for others who may be equally (or more) deserving (especially such as have been wounded in the service of the Country) and who have not been the receiptents of official favor.

&lt;/p&gt;&lt;p&gt;The undersigned respectfully request your influence in endeavoring to procure for our worthy fellow citizen, Charles W. Dimmock, an appointment from the Hon Secretary of War as Sutler for the Military Prison at Rock Island, or Camp Douglas, Ills. or at Camp Morton, Ind..
&lt;/p&gt;&lt;p&gt;These positions are now held by appointees of the Commandants of those Prisons.
&lt;/p&gt;&lt;p&gt;The Sutler of the prison here was appointed by the Hon Secy. of War.
&lt;/p&gt;&lt;p&gt;Mr Dimmock was prominent and influential in the election of Abraham Lincoln as President, and of yourself as Governor of Illinois, in 1860, and he has been a zealous and consistent supporter of the Government during the war.
&lt;/p&gt;&lt;p&gt;In the Presidential election of 1864 he was President of the Unconditional Union Club of this city, and exerted a powerful and judicious influence in the re-election of President Lincoln, and in the election of Gen. Oglesby, as Governor of Illinois.

&lt;/p&gt;&lt;p&gt;Enclosed please find petition of William S. McCormick  He had two sons enlist in the army.  one of them lost his health got a furlough sent home with camp fever.  The whole family took it, one son died   the rest were sick to death almost, when the furlough expired the boy was sick, the father got a Surgeons certificate for an extension of furlough, but sent it to the wrong officer and it was lost    the boy was published as a deserter got scared fled to Canada where he has been sick ever since.  The family have suffered terribly the boys health is ruined, I desire that he may be permitted to return that any penalty he has incurred may be remitted  If this is possible to be done and you will get it done.  You will confer a great favor upon me, and do an act of kindness to a man who has been sorely tried.

&lt;/p&gt;&lt;p&gt;Enclosed please find petition of William S. McCormick  He had two sons enlist in the army.  one of them lost his health got a furlough sent home with camp fever.  The whole family took it, one son died   the rest were sick to death almost, when the furlough expired the boy was sick, the father got a Surgeons certificate for an extension of furlough, but sent it to the wrong officer and it was lost    the boy was published as a deserter got scared fled to Canada where he has been sick ever since.  The family have suffered terribly the boys health is ruined, I desire that he may be permitted to return that any penalty he has incurred may be remitted  If this is possible to be done and you will get it done.  You will confer a great favor upon me, and do an act of kindness to a man who has been sorely tried.

&lt;/p&gt;&lt;p&gt;enough to secure anything for any of them, leads me to ask
&lt;/p&gt;&lt;p&gt;again, in the hope that your present position may enable you 
&lt;/p&gt;&lt;p&gt;to do what you have not been enable heretofore to do.
&lt;/p&gt;&lt;p&gt;I ask nothing for myself.  While a good appointment
&lt;/p&gt;&lt;p&gt;would by no means be unacceptable to me, I would not, for
&lt;/p&gt;&lt;p&gt;anything within the gift of the administration, use the means
&lt;/p&gt;&lt;p&gt;and appliances necessary to procure it.  I [therefore?] leave
&lt;/p&gt;&lt;p&gt;the [farm?] of 'Uncle Abe' so far as I am concerned to be bought
&lt;/p&gt;&lt;p&gt;and obtained by those who feel differently inclined.
&lt;/p&gt;&lt;p&gt;My experience in such matters, altho quite limited, has disgusted
&lt;/p&gt;&lt;p&gt;me with politics &amp;amp; a very large majority of politicians. 
&lt;/p&gt;&lt;p&gt;The Senatorial Contest and the  [Curse?] of our last Legislature's
&lt;/p&gt;&lt;p&gt;burning shame and disgrace to any people, and [fitly?] prove
&lt;/p&gt;&lt;p&gt;what opposition may be organized to the clear choice of the people
&lt;/p&gt;&lt;p&gt;and what measure may be carried through however repugnant 
&lt;/p&gt;&lt;p&gt;to [justice?] by the power and influence of money.   To an [unsophis-
&lt;/p&gt;&lt;p&gt;ticated?] young man like myself, the power of money is truly
&lt;/p&gt;&lt;p&gt;marvellous!
&lt;/p&gt;&lt;p&gt;But what of our country!  Are we to be sunk beneath the 
&lt;/p&gt;&lt;p&gt;[Corruption?] of the times! Are new [Contimcally?} to rule over us who
&lt;/p&gt;&lt;p&gt;have no fear of God or the public conscience?  The calm judgment
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of any good man is that unless we are thoroughly [purged?] as a people
&lt;/p&gt;&lt;p&gt;and [purified?] as a government, then the blood and treasure of the
&lt;/p&gt;&lt;p&gt;people in this Contest for the salvation of the nation, [were?] utterly vain.
&lt;/p&gt;&lt;p&gt;But I did not [intend?] to run off into a lecture
&lt;/p&gt;&lt;p&gt;and will return to the subject, &amp;amp; I beg you to excuse me.
&lt;/p&gt;&lt;p&gt;My immediate object in writing to you is to secure for 
&lt;/p&gt;&lt;p&gt;a very particular friend of yours and mine an appointment as a 
&lt;/p&gt;&lt;p&gt;Clerk in some one of the Departments at Washington.
&lt;/p&gt;&lt;p&gt;He is a man of ability, thouroughly devoted to his friends and
&lt;/p&gt;&lt;p&gt;proposes if he can get a situation of that kind, to devote his
&lt;/p&gt;&lt;p&gt;leisure hours in corresponding for the Union paper in this
&lt;/p&gt;&lt;p&gt;District &amp;amp; perhaps for one of the St. Louis Journals.
&lt;/p&gt;&lt;p&gt;I can recommend him not only for his ability as 
&lt;/p&gt;&lt;p&gt;a speaker &amp;amp; writer but for his integrity. He is an
&lt;/p&gt;&lt;p&gt;original Union man &amp;amp; [rnderd?]effective service in the last

&lt;/p&gt;&lt;p&gt;William S McCormick of said county being duly sworn Saith that he is a loyal citizen of the United States and has resided in said county for the last thirty years, That he had two sons enlisted in the military service of the United States, one of them Bruce McCormick enlisted in the three months service under the first call of the President for troops serve three months, and then enlisted in the 53d regiment of Ill. vols. Col Cushman.  William McCormick the other son of affiant enlisted in the 138 Reg. Ill. Vol. and served the full term of enlistment and for almost three months thereafter, and was honorably discharged, That while encamped at Villa Ridge said Bruce McCormick was attacked with fever, came home on sick furlough and was sick two months and a half before he was able to work while said Bruce McCormick was at home the same fever attacked the family of affiant and affiant and six of his children besides said Bruce had said disease. Julius McCormick son of affiant died with the disease at that
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;time. So that by the disease brought from said camp by said Bruce affiant and his family have suffered very severely both in bodily &amp;amp; mental suffering and in pecuniary loss. Affiant further saith that the health of said Bruce was permanently injured and destroyed. That After said Bruce McCormick had returned to the army he returned again on sick furlough and was home about [30?] days sick. That he returned to the army and was again prostrated by sickness That on the 10th day of February 1863, said Bruce McCormick receive a furlough to go home until March 14, 1863, and came home sick. That on the 14th day of March 1863 he was sick at home and unable to do military duty. That affiant procured Doctor J.O. Harris assistant surgeon of said 53rd regiment to examine said Bruce and said surgeon gave a certificate in the usual and proper form stating that said Bruce was then unfit for service and unable to do military duty. Affiant took said certificate and sent it to the proper officer of the regiment as affiant supposed and believed at the time affiant can not now say to what officer the [illegible] was sent he having forgotten.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;[That?] affiant is since informed [illegible] that said certificate was sent by him to the wrong officer that in consequence of this error and mistake on the part of affiant, said Bruce McCormick was marked as a deserter on the Co. rolls  Said Bruce was in feeble health, and only about 20 years old when he learned that he had been marked and published as a deserter was very much alarmed believing that he would be arrested and confined a long while before the matter could be explained, and he then left affiants house and fled to Windsor in Canada where he now is. That his health was poor when he left, That he became sick and has remained so until this time and is now unfit and unable to do military duty, his health being entirely broken so as to unfit him for and active exercise That the time for which he was enlisted expired in November and affiant prays in view of the fact that the desertion of said Bruce was caused by a mistake [illegible] of affiant, and in view of the suffering which has been undergone by affiant and his family and by said Bruce and of the loss of health which said Bruce has sustained in
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the service that he be permitted to return to the United States and be discharged from the service and released from any military penalty he may have incurred.
&lt;/p&gt;&lt;p&gt;To prove the statements [herein--?] made, I enclose the following papers.

&lt;/p&gt;&lt;p&gt;William S McCormick of said county being duly sworn Saith that he is a loyal citizen of the United States and has resided in said county for the last thirty years, That he had two sons enlisted in the military service of the United States, one of them Bruce McCormick enlisted in the three months service under the first call of the President for troops serve three months, and then enlisted in the 53d regiment of Ill. vols. Col Cushman.  William McCormick the other son of affiant enlisted in the 138 Reg. Ill. Vol. and served the full term of enlistment and for almost three months thereafter, and was honorably discharged, That while encamped at Villa Ridge said Bruce McCormick was attacked with fever, came home on sick furlough and was sick two months and a half before he was able to work while said Bruce McCormick was at home the same fever attacked the family of affiant and affiant and six of his children besides said Bruce had said disease. Julius McCormick son of affiant died with the disease at that
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;time. So that by the disease brought from said camp by said Bruce affiant and his family have suffered very severely both in bodily &amp;amp; mental suffering and in pecuniary loss. Affiant further saith that the health of said Bruce was permanently injured and destroyed. That After said Bruce McCormick had returned to the army he returned again on sick furlough and was home about [30?] days sick. That he returned to the army and was again prostrated by sickness That on the 10th day of February 1863, said Bruce McCormick receive a furlough to go home until March 14, 1863, and came home sick. That on the 14th day of March 1863 he was sick at home and unable to do military duty. That affiant procured Doctor J.O. Harris assistant surgeon of said 53rd regiment to examine said Bruce and said surgeon gave a certificate in the usual and proper form stating that said Bruce was then unfit for service and unable to do military duty. Affiant took said certificate and sent it to the proper officer of the regiment as affiant supposed and believed at the time affiant can not now say to what officer the [illegible] was sent he having forgotten.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;[That?] affiant is since informed [illegible] that said certificate was sent by him to the wrong officer that in consequence of this error and mistake on the part of affiant, said Bruce McCormick was marked as a deserter on the Co. rolls  Said Bruce was in feeble health, and only about 20 years old when he learned that he had been marked and published as a deserter was very much alarmed believing that he would be arrested and confined a long while before the matter could be explained, and he then left affiants house and fled to Windsor in Canada where he now is. That his health was poor when he left, That he became sick and has remained so until this time and is now unfit and unable to do military duty, his health being entirely broken so as to unfit him for and active exercise That the time for which he was enlisted expired in November and affiant prays in view of the fact that the desertion of said Bruce was caused by a mistake [illegible] of affiant, and in view of the suffering which has been undergone by affiant and his family and by said Bruce and of the loss of health which said Bruce has sustained in
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the service that he be permitted to return to the United States and be discharged from the service and released from any military penalty he may have incurred.
&lt;/p&gt;&lt;p&gt;To prove the statements [herein--?] made, I enclose the following papers.
&lt;/p&gt;&lt;p&gt;1. To prove my own loyalty the certificate of Gov. Richard Yates Marked (a)
&lt;/p&gt;&lt;p&gt;2. That the health of my son in the service was a [illegible] I refer to the certificate of Col. Cushman Marked (B)  The certificate of Surgeon Welch, Marked (C)  The certificate of J.O. Harris Asst Surgeon Marked (D)  The furlough of said Bruce Marked (E)  To prove the fact of the utter invalidity of said Bruce to travel when his furlough expired March 14th 1863, I refer to affidavit of surgeon Harris Marked (F)

&lt;/p&gt;&lt;p&gt;The accompanying recommendation prepared by my friends is perhaps a sufficient voucher to those who know the friends of the Govt. in Alton, and I do not wish to offer any reasons why I should be appointed, or the present incumbent removed.
